The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Code Enforcement Efforts
COMMENTS:
Code Enforcement Officers closed four cases that originated in 2019. In all cases, the fines were paid
and/or the violators complied with the ordinance.
Code Enforcement Officers continue enhanced patrols of the Village beaches in response to complaints
of persons walking their dogs on the beach. CEOs check the beach at diffent times during the day.
During two beach checks during the week, CEO's found non-residents with their dogs on the beach.
CEOs informed the visitors of Village ordinances prohibiting dogs on the beach and issued a verbal
warning. The visitors promptly removed the dog from the beach. Additionally, Code Enforcement
Officers (CEOs) conducted extended beach investigations between 6am - 8am; they noted no violations.
Code Enforcement Officers revisited several properties on the beach after issuing warnings regarding
chairs and equipment on the hard pack and beach path. Three properties remained in violation of
Village ordinances by failing to store their beach equipment properly and were issued Code Violation
Notices. CEOs followed -up to ensure compliance and confirmed the beach equipment were removed
and properly secured.
Code Enforcement Officers received a complaint of early deliveries at a condominium on the 10100
Block of Collins Avenue. A resident provided pictures of the delivery truck working before 8:30am, in
violation of Village Codes. CEOs issued the property owner a Code Violation Notice for the infraction.
Code Enforcement Officers investigated an allegation of work without a permit at a condominium
building on the 10200 Block of Collins Avenue. Upon inspecting the property and consulting with the
Building Department, CEOs determined the work being done did not require permits. No enforcement
action was necessary.
Criminal Investigations
COMMENTS:
The Criminal Investigations Division (CID) concluded an investigation related to a dating violence
incident that occurred earlier in the month. Detectives identified the subject and effectuated an arrest.
The CID is investigating the theft off wheel caps from several Rolls Royce and Bentley vehicles. Similar
thefts have occurred in Miami Beach, Sunny Isles, and Aventura.
The CID responded to a call of an apparent suicide by gunshot at a condominium on the beach. The
decedent was a 70 -year -old male with a history of manic depression. Officers held the scene and
contacted the Miami -Dade Police Department's Homicide Unit to handle the death investigation. No
indication of foul play was noted. The Miami -Dade Medical Examiner's Office will conduct an autopsy to
determine the official cause of death.

Motor Vehicle Accident
96th Street and Bal Bay Drive
COMMENTS:
Officers responded to the scene of a motor vehicle crash at 96th ST & Bal Bay Drive. Initial observations
suggested a routine rear -end collision. However, as officers spoke with the parties involved, they noticed
the at -fault driver appeared to be suffering from a medical emergency. The driver was confused, unable
to speak, and appeared to have partial paralysis. Officers immediately contacted Fire Rescue to the
scene to render aid. The il l party was transported to an area hospital for treatment.

Criminal Mischief
Jetty
COMMENTS:
While patrolling the intracoastal waterways, Bal Harbour Village Marine officers discovered graffiti spray -
painted on the north wall of the jetty. Offices notified the Public Works Department to remove the graffiti.

Disturbance

9700 Block of Collins Ave
COMMENTS:
Officers responded to a disturbance involving a couple having a dating dispute. The couple broke -up
and the boyfriend told his girlfriend to leave his apartment. The girlfriend left, but she wanted to remove
some personal items from her boyfriend's apartment. Officers met with both parties, noted the dispute
did not involve violence, and helped arrange for the girlfriend to retrieve her property.

Traffic Incident
9600 Block Collins Avenue
COMMENTS:
While conducting traffic enforcement utilizing the mobile LPR, officers conducted a traffic stop on a
vehicle with a seize tag order. Further investigation revealed the driver did not have a valid license.
Officers seized the tag, issued appropriate citations, and towed the vehicle from the scene.

9700 Collins Avenue, Bal Harbour Shops
COMMENTS:
Officers were summoned to a theft in progress at the Giorgio Armani store. Store personnel advised
police the subject took several handbags and exited the store. Officers immediately issued a description
of the subject and located the subject in the mall. The subject complained of chest pain and was
transported to Jackson Memorial. On 02/26/2020 the subject was released from the hospital and
transported to jail without further incident.

Death Investigation
Beachside Condominium
COMMENTS:
Patrol officers were dispatched to a beachside condominium regarding an apparent suicide. Upon
arriving, officers found the decedent on his balcony with a gunshot wound to his head. Officers
immediately secured the scene. Miami -Dade Homicide detectives responded to conduct the death
investigation. No signs of foul play were detected.

Pedestrian Drive Wise Campaign
Village Wide
COMMENTS:
In an effort to enhance pedestrian safety and educate drivers to yield to pedestrians in crosswalks and
sidewalks, Police Personnel visited buildings on the east and west side of Collins avenue and issued
"Drive Wise Tips" pamphlets to motorist as they exited the properties. Police Personnel will continue our
awareness campaign for the next several weeks.
