Hill Youth Shelter which is being sold by the Wayne County Board of Commissioners to Robert E. Wilcox who plans to convert the vacant structure into a four apartment building. The current zoning is R-2 One Family Residence Special Use District. It is necessary to change the zoning to R-3 One to Eight Family Residence District to accommodate Mr. Wilcox's proposed use. The ordinance should be referred to Plan Commission for pubic hearing at its meeting on February 22, 1994. The ordinance should be back to Council for second reading on March 7,1994.
