MILLIGAN City Attorney The above referenced ordinance is an amendment of the text in three places which has been recommended by the Plan Department Staff. The expansion of the retail and service uses from 68 to 70 seems appropriate. The clarification of keeping boarders by a resident family is needed at 20.031. The elimination of the prohibition against using neon tubing as an architectural feature is a recognition of new building techniques. The ordinance should be referred to Plan Commission for public hearing at its meeting on February 23, 1994. The ordinance should be back to Council for second reading on March 7, 1994. The Plan Commission staff, Midge Bond, owner of the adjacent apartments, and James Fitzgerald, manager of the West Side Splash Club, shared a common concern for mixing automobile traffic with children, biking, and walking to the Splash Club. The site plan for the credit union provided for future growth doubling the size of the structure and adding a significant number of parking spaces. It was further suggested but not determined that this would be spot zoning in the middle of a residential area and not a continuation of other retail zoning. es ectfully submitted, Robert B.
