Weekly Code Enforcement Efforts
COMMENTS:
Code Officer Ostrofsky attended continuing education courses on the administrative aspects of code
enforcement. The training will help Code Officer Ostrofsky obtain the level two code enforcement
certification.
Code Enforcement Officers (CEOs) assisted the Patrol Division by manning crosswalk posts during times
of high pedestrian traffic along the 9700 Block of Collins Avenue.
Code Enforcement Officers are investigating allegations of short-term rentals at the residential side of the
St. Regis. CEOs initiated the investigation after staff members complained of short-term renters causing a
disturbance at the front desk.
Code Enforcement Officers continue their investigation into persons walking dogs off leash on the beach
and in the public access areas of the beach side buildings. CEOs issued three verbal warnings during the
week as they remind residents of the importance of Village leash ordinances.
While on patrol in the gated community, CEOs found landscapers operating tools after allowable work
hours. Since the time of the offense was just after the no -work time and the landscapers were in the final
stages of cleaning the site, CEOs issued a warning and reminded the crew that future violations would
result in enforcement action.
Code Enforcement Officers responded to an injured bird call at the rear of a beachside condominium. CEOs
captured the injured bird and transported the bird to the Pelican Harbor Rehabilitation Center for treatment.
While on patrol in the gated Community, CEOs found bulk trash items were placed on the side of Park Drive
prior to bulk pick-up day. CEOs identified the property owner who placed the items on the curb and issued
a verbal warning. The property owner immediately removed the items from the curb.
Criminal Investigations
COMMENTS:
The Criminal Investigations Division (CID) investigated a theft of construction equipment from under the
bride in the North Lot. The complainant reported unknown persons stole a lift used to make repairs to the
underside of the bridge. Detectives discovered the owner of the lift removed the equipment but failed to tell
workers at the site; a theft did not occur. No further police action is warranted.

Weekly Summary Report
The CID assisted Police Records by updating the Vehicle Crash Release form to meet statutory
requirements. Access to crash reports is limited by state law during the 60 days following the date of the
crash. The revised form simplifies this process by serving as the needed affidavit.
The CID concluded its investigation into a phone scam that occurred in January. The victim lost $1,300 to
the scam. Detectives discovered the offenders were linked to a fraudulent website operated by persons
possibly in India. Detectives were able to speak with someone claiming to be a representative of the
company running the scam. When questioned about their operations, the scammers used expletives, told
detectives they were in India, and ended the call. Recontact was no longer possible.

COMMENTS:
Officers responded to a disturbance at a beachside building on the 9700 Block of Collins Avenue. Residents
complained of excessive noise from a wedding reception. Officers met with event coordinator and the music
was promptly lowered; no enforcement action was necessary.

Stolen Vehicle Recovery
290 Bal Bay Drive, Beach Haus Quarzo
COMMENTS:
A hotel adjacent to the North Lot contacted a private towing company to remove an unauthorized vehicle
from its parking lot. When the tow company reported the tow to the police department, officers discovered
the car had been reported as stolen from Hollywood, Florida. Officers notified Hollywood Police and
removed the vehicle from the alert system.

Trespass Warning
9700 Collins Ave, Bal Harbour Shops
COMMENTS:
Bal Harbour Shops' security contacted the Bal Harbour Police Department regarding a dispute with a taxi
driver. Security personnel requested the officers to assist with the issuance of a trespass warning. The
taxi driver was instructed not to return to the mall property.

Noise Complaint
200 Bal Bay Drive, Marina
Officers responded to a complaint of excessive noise coming from a yacht at the marina. Upon arriving on
the scene, officers heard several people on a yacht engaged in loud conversations. Officers met with the
boat captain and the disturbance was resolved without further police action.

COMMENTS:
Officers responded to a complaint of a disturbance at the lobby of a beachside condominium. Initial reports
suggested two men were fighting in the lobby. Upon arriving on the scene, officers learned two men were
involved in a private conversation when a third male attempted to join in. An argument developed and
building staff called the police. No police action was necessary as the three men agreed to separate and
go their separate ways. No injuries or damages were reported.

Theft of Bicycle
10230 Collins Avenue, Bal Bridge South
COMMENTS:
A resident at a condominium building on the west side of Collins Avenue reported the theft of his son's
bicycle. The bicycle was left unlocked in the parking garage on March 3rd. Officers noted a nearby
surveillance camera and will review for possible leads in the investigation.

10300 Block of Collins Avenue
COMMENTS:
A Bal Harbour police officer conducting traffic enforcement on the Collins Avenue corridor received an LPR
alert on a vehicle. A traffic stop was initiated and the investigation revealed the driver had a suspended
driver's license and an active arrest warrant. The tag attached to the vehicle also had an active seize tag
order. The driver was arrested, issued multiple citations and transported to Jail.

9700 Collins Avenue, Sak's Fifth Avenue
COMMENTS:
Sak's Fifth Avenue Toss prevention contacted officers after they discovered an employee had been
conducting unauthorized credit cards transaction over the last several months. The employee confessed
to making over $18,000 in unauthorized transactions The employee was arrested and transported to Jail.
