It was moved, seconded and passed that the bid of the
Orkin Exterminating Company for 8295.00 to treat the Town Hall
Building for termites be accepted.
There being no further business, Council adjourned,

April 13, 1955
The regular meeting of Town Council was held today at
4 P. M. in the Council Room and was attended by Mayor Strong,
who presided, Councilmen Meddim, Lovell, Peters, Hosti, Brown,
Powers, Town Attorney Solms, Supt. Reed, Chief McCutchen, Mgr.
Lang and Mr. E. B. Izlar.
Mr. Izlar requested that excessive speeding be curtailed
on Izlar Avenue, he stated that the police cars were as bad as
the public in this respect. He also reguested that something be
done to make lst Avenue between 16th Street and Inlet Avenue so
that vehicles could use this section, referred to Councilman
Hosti. Mr. Izlar also requested that the nuisance and unhealthy
condition caused by the keeping of dogs and goats on the proper-
ty of Mr. Mallie Clark adjacent to his be corrected. Mr. Izlar
was excused. The Clerk was requested to write Mr. Clark to move
the goats and dogs.
Supt. Reed called attention to the trash littering the
streets stating that he needs help to keep them clean, Council-
man Peters suggested that those who throw beer cans and other
trash on the streets should -be put on the docket, Councilman
Hosts suggested that anyone selling beer put up signs in their
stores to put the cans in a trash container, instructions were
issued to the Police Department to oorrect the situation. Mr.
Reed stated that the new Prison Camp is about 75% completed.
Chief McCutchen suggested that the Bar Rooms be required
to frost out their windows and keep the doors closed during bus-
iness hours, he called attention to Tybee residents driving their
Vehicles into Savannah and getting tickets for not having a
Savannah City tag, he stated that a number of persons have com-
plained about being given these tickets.
Councilman, Brown stated that the closing time for the
Cocktail Lounges will be 3 A. M., this means lights out and

the back doors looked also and that they would open on Sunday
at 12:30 P. M., he also informed Council that some equipment
was moved from the Skillo Game location to the Bingo location
on the Strand, Councilman Peters stated that it should not be
allowed to operate, the Chief was instructed accordingly.
Councilman Brown stated that several other forms of gamb-
ling had shown up and he was advised that cases should be made
against the operators.
The Variety Center operated by W. G. Cutten requested per-
mission to sell beer and was planning to open next Saturday, the
16th, Councilman Brown wanted to know if he could sell beer oiose
to a Churoh, Councilman Peters stated that he should not be giv-
en a license under such conditions, but if there were no object-
ions to let him have it. Mayor Strong asked Chief MoCutchen about
the Negro Night Club selling whiskey. The Chief stated that he
did not know but had heard that it had been sold.
In the matter of placing tags on vehicles, Councilman
Brown said that he would handle the matter.
Building Inspector Lang informed Council that Dr. James
R. Wilson requested a permit to build a concrete block garage
up to the street line of Center Street, the Ordinance calls for
staying 5 feet away from the line. It was decided to-permit him
to come up to the line.
Councilman Lovell reported that. the Dyer subdivision that
one house is in a bad state of repair and is sitting on an ease-
ment running down the center of the subdivision, this building
should be condemned, also Mr. Jimmy Hogan who occupies another
building had repaired a broken pipe line that had been leaking
water and that whioh had been out off by the Town in violation
of a Town Ordinance.
Mr. Lang asked what he should do in oonneotion with Mrs.
Charlotte Bailey using water on her property at Ft. Soreven
without paying for it. The Town Attorney is handling the matter.
It was moved, seconded and passed that bills for the month
of March for General Government amounting to $2,629.68, bills for
the Water Department amounting to $1,398.60 and bills for the
Groin & Seawall Account amounting to $39.89 be paid.
The Minutes of the Meeting of March 9th were read and
adopted.
Councilman Powers stated that the cost of the new ambu-
lance would be $1,633.00.
Councilman Brown stated that more street lights are
needed in the vicinity of 15th, 16th and 17th Streets in the
business'area and also in several other sections of the Island

and that at least ten lights should be placed at different
locations, he suggested that the Savannah Electric & Power Co.
be contacted with a view of getting a reduction in the electric
street light rate, it was moved, seconded and passed that this
be done. Mr. Brown will handle the matter.
It was deoided that the offioial opening day of the 1955
Season would be Saturday, April 30th.
Counoilman Brown stated that as the Savannah Beach Cham-
ber of Commerce had inaugurated a large advertising campaign for
the 1955 Season that they were in need of some financial assis-
tance, he requested that the Town give them some assistance. It
was moved, seconded and passed that the Town contribute $500.00
to the Savannah Beach Chamber of Commerce, which was to Dover
everything.
Councilman Hosti requested that 2nd Street from 4th
Avenue to Jones Avenue be opened and paved, it was decided to
hold off on this.
Councilman Hosti stated that the Town has no Ordinance k
covering the operation of Electrical Contractors and that this
should be corrected. It was decided to take this up at the next
meeting.
The Mayor informed Council that Wilson 0. Metta wants to
rent the house owned by the Town at the corner of 2nd Street
and let Avenue to be used as his home for $25.00 per month, he
to install the necessary plumbing and electrical fixtures with-
out cost to the Town. It was moved, seconded and passed that
the house be rented on this basis, but only on a month to month
status.
It was moved, seconded and passed that the application
of Hotel Tybee by D. F. Julian for a whiskey license be approv-
ed.
It was moved, seconded and passed that the 1954 whiskey
license be transferred from Windy's, Inc. by E. R. Poole to
Blaekiels by Harry Blackwell, request was also made to transfer
the 1954 beer license to the same name.
It was moved, seconded and passed that the first half of
the 1954 taxes of the Est. of V. W. Butler be cancelled.
A request was made by Sol Kaminsky for the use of an
easement extending from Butler Avenue to the Strand adjacent to
Beach Lot 110, Ward 5, it was the opinion of Council that this
was a matter that Mr. Kaminsky would have to handle with adjoint-
ing property owners.

It was moved, seconded and passed that Lot 31 -B, Ward
2, in the name of the Roman Catholic Bishop of Savannah
Atlanta, and used by the St. Michaels Parochial School,
be exempt from taxes as of May 1, 1955.

AN ORDINANCE TO PROVIDE FOR THE RATE OF LICENSE TAXES FOR
DOING_BUSINESS AND SELLING IN THE TOWN OF.SAVANNAE BEACH,
TYBEE ISLAND, GEORGIA_, _FOR THE FISCAL YEAR BEGINNING MAY 1,
1955, AND ENDING APRIL 30, 1956; FIXING PENALTIES FOR THE
VIOLATION THEREOF; AND FOR OTHER PURPOSES.
SECTION I. Be it ordained by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, Georgia, in Council assembled,
and it is hereby ordained by the authority of the same that license
taxes for doing business and selling in the Town of Savannah Beach,
Tybee Island, Georgia, for the fiscal year beginning on May 1, 1955,
and ending on April 30, 1956, shall be payable by each person, firm
or corporation transacting or offering to transact any of the kinds
of businesses hereinafter specified and scheduled, or practising or
offering to practise any of the professions or callings hereinafter
specified or scheduled, whether in connection with any other busi-
ness, profession or calling -or not, shall pay the license tax here-
inafter prescribed on or before engaging in or practising such

SECTION II. Any person, firm or corporation, engaged in or
doing business under such license shall also be required to report
to the Clerk of Council of Savannah Beach, the name and address of
each and every person from whom salvage or junk is purchased, and
said report shall further identify the article purchased as junk or
salvage. The said report to the Clerk of Council of this Munici-
pality shall be made within twenty -four (24) hours after thecomple-
tion of said trade, purchase, or acquisition of said junk or salvage.
SECTION III. In the event any business or calling not specifi-
cally mentioned in the above list set forth shall be established in
the Town of Savannah Beach, Tybee Island, Georgia, the Mayor and
Councilmen reserve the right to establish a license fee for same
by ordinance, which fee is to be of equal dignity as the license
specifically mentioned in the above Section, provided, however,
that such license shall not be more than the sum of Five Hundred
($500.00) Dollars.
SECTION IV. This ordinance shall be subject to alteration or
repeal in whole or in part at any time during the fiscal year begin-
ning May 1, 1955, should it be deemed advisable, and no such amendment
or repeal shall be construed to impair the right of Council to assess
or levy tax for the whole of such year whenever made.
SECTION V. Any person, firm or corporation owning or operating
any riding device, or passenger vehicles for hire, before being issued
a license therefor, shall deposit with the Clerk of Council a policy
of insurance against personal injury and property damage, with a
receipt showing that the premium thereon has been paid for the length
of time covered by the license, in such company and in such amount as
may be approved by the Mayor and Councilmen for the benefit of any
person or persons Who may be killed or injured or sustain damage to
property by the reason of operation thereof.
SECTION V -a. In lieu of such policy of insurance, any person,
firm or.corporation owning or operating passenger vehicles for hire,
before being issued a license therefor, shall deposit with the Clerk
of Council a Surety Bond in the amount of Five Thousand ($5,000.00)
Dollars for each vehicle operated by said person, firm or corporation,
signed by Surety Company acceptable to the Mayor and Councilmen of
Savannah Beach, said Bond guaranteeing the payment of any loss or
damage sustained by any person or persons by reason of the operation
of such vehicle, the exact form of such bond to be approved by the
Mayor and Councilmen of Savannah Beach.
SECTION V -b. In lieu of such policy of insurance and /or such
Surety Bond, any person, firm or corporation owning or operating a
passenger vehicle for hire, before being issued a license therefor,
shall deposit with the Clerk of Council a Real Estate Bond in the
amount of Five Thousand ($5,000.00) Dollars for each vehicle operated
by said person,.firm or corporation,.signed by an owner of real estate
who holds merchantable fee simple title to the same and acceptable to
the Mayor and Councilmen of Savannah Beach, said Bond guaranteeing the
payment of any loss or damage sustained by any person or persons by
reason of the operation of such vehicle, the exact form of such
Bond to be approved by the Mayor and Councilmen of Savannah Beach.
If said Real Estate Bond is approved by the Mayor and Councilmen
the applicant for license shall pay the fee for recording of said
Bond in the Clerk's office of the Superior Court of Chatham County,
Georgia.
SECTION VI. The Mayor and Councilmen reserve the right to
refuse to issue to any one any licenses for any purposes for
reasons sufficient by them.
SECTION VII. Any person procuring a license on or after
November 1, 1955, shall pay one -half the fee therefor set forth
in this ordinance.
SECTION VIII. Any person, firm or corporation violating any of
the provisions of Section I of this ordinance shall, upon convic-
tion before the Mayor's Court of said Town, be subject to be fined
in the sum of not more than One Hundred ($100.00) Dollars or be
imprisoned not more than thirty (30) days, either or both,or any
portion of either or both, in the discretion of the Court.
SECTION IX. All ordinances or parts of ordinances conflicting
with the provisions of this ordinance are .hereby repealed.
AN ORDINANCE
TO PROVIDE FOR THE TAXATION OF REAL AND PERSONAL PRO-
PERTY IN_THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA, FOR Thi FISCAL YEAR COMMENCING MAY1,. 1955,
AND ENDING APRIL 30, 1956, AND FROM YEAR TO YEAR UNTIL
REPEALED; AND FOR OTHER PURPOSES.
Section I. Be it ordained by the Major and Councilmen of the
Town or Savannah Beach, Tybee Island, Georgia, in Council assembled,
and it is hereby ordained by the authority of the same, that the rate
of taxation upon real estate and personal property within the limits
of the said Town of Savannah Beach, Tybee Island, Georgia, for the
fiscal year commencing May 1, 1955, shall be TWO AND TWENTY -TWO
HUNDREDTHS (2.22) PERCEbT upon the assessed or returned value of
same, the value of real estate improvements to be ascertained from
the returns of the Committee on Assessments of said Mayor and
Councilmen, and the valuation of personal property to be ascer-
tained from the returns of the owners thereof, in pursuance of the
scheme and plan contained in Sections One, Two, Three and Four of
the Ordinance to provide for the assessment. of taxable_ property in
the Town of Savannah Beach, Tybee Island, Georgia, and the mode of
valuing such property for taxation and to carry into effect the
provisions of the Act of the General Assembly of the State of
Georgia, approved August 19, 1922, Section 21, passed Council
assembled October 13, 1922; and it is further ordained that if
any person or persons shall refuse to pay any DOUBLE TAX assessed
as above provided within thirty (30) days after same shall become
due, the Clerk of Council, as ExOffioio Treasurer of said Town,

41.00) for costs, and the Chief of Policy and Ex- Officio Tax
Collector shall proceed with such execution in the same manner
as now provided by law in such cases of execution lodged with the
Sheriff of Chatham County.
Section 2. Every person who shall pay one -half (1/2) of
his taxes on or before the 15th day of May, 1955, and the balance
of said taxes on or before the 15th day of November, 1955, shall
be entitled to a deduction of ten (10) percent on account thereof,
and the Clerk of Council and Ex- Officio Treasurer of said Town
is hereby authorized to make such deduction upon receipt of tax.
The provisions of this Section shall not apply to licenses for
doing business in said Town, the rate for such licenses being
net. The provisions of this Section shall apply, however, to
those persons or companies required by the provisions of Section
92 -5902 of the Code of Georgia to make returns to the Comptroller
General of Georgia.
Section 3. This ordinance shall continue in effect for each
and every fiscal year hereafter unless and until repealed or
changed by ordinance.
Section 4. All ordinances or parts of ordinances conflicting
with the provisions of this ordinance are hereby repealed; provi-
ded, however, that so much and such parts of ordinances passed,
as provided for the execution of tax assessments, or part thereof,
shall continue and remain in force so as to authorize the Clerk
of Council and Ex- Officio Treasurer to issue executions, and the
Chief of Policy and Ex- Officio Tax Collector to collect same until
said taxes or assessments shall. be fully paid.
AN ORDINANCE
AN ORDINANCE TO PROVIDE FOR THE RATE OF OCCUPATIONAL
LICENSE TAX TO ENGAGE_IN THE BUSINESS OR DISTRIBUTION
OR PLACING ON LOCATION ONE OR MORE ONE -BALL VENDING
MACHINES OR ANY OTHER VENDING MACHINES IN THE TAI OF
SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL
YEAR ENDING APRIL 30, 1956;.FIXING PENALTIES FOR THE
VIOLATION; AND FOR OTHER PURPOSES.
SECTION 1. Be it ordained by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, Georgia, in Council assembled,
and it is hereby ordained by the authority of the same that the
occupational license tax for each and every person, persons, firm
or corporation engaged in the business of distribution of placing
on location or owning any one -ball vending machine, or any other
vending machine, in the Town of Savannah Beach, Tybee Island,
Georgia, shall be the sum of TWO THOUSAND FIVE HUNDRED 02,500.00)
Dollars for the fiscal year ending April;30, 1956,_and shall be
payable on or before the commencing of such business.
SECTION 2. Be it further ordained by the authority afore-
said that before any type vending machine shall be placed on any
location within the corporate limits of said Town same must be
approved by the Chairman of the Police Committee.
SECTION 3. Any person, firm or corporation violating any
of the provisions of Section 1 of this Ordinance shall upon con-
viction before the Mayor's Court of said Town, be subject to be
fined in the sum of not more than ONE HUNDRED 4100.00) Dollars
or be imprisoned not more than thirty (30) days, either or both,
or any portion of either or both, -in the discretion of the Court.

with the provisions of this ordinance are hereby cancelled.
