The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) worked in conjunction with Public Works to get an early start on
mosquito control in the Village. Using information provided by Public Works, CEOs investigated
allegations of unkept pools which served as a breeding pond for mosquito larvae. CEOs visited four
different locations and issued Code Violation Warnings to the respective property owners. CEOs will
return to the property to ensure the pools are maintained and/or treated with anti -mosquito products.
Code Enforcement Officers assisted Patrol by conducting crosswalk and traffic control duties. CEOs
worked alongside patrol officers coordinating the safe pedestrian and vehicle travels at house parties
for the Purim holiday.

Code Enforcement Officers patrolling the gated community noticed roofers conducting a minor repair
on the 100 Block of Biscay Drive. CEOs contacted the Building Department so a building inspector could
determine if the repair required a permit. No enforcement action was necessary.
Code Enforcement Officers discovered a property on the 200 Block of Bal Bay Drive with overgrown
vegetation. The homeowners recently ended their contract with their landscaper and are in the process
of hiring a new company. CEOs issued a written warning to the homeowner directing them to correct
the deficiency.
Code Enforcement Officers continue patrolling the Village for violations related to dogs off leash or dogs
on the beach. CEOs discovered a visitor from Bay Harbour Islands walking on the beach with his dog.
CEOs informed the visitor of Village codes prohibiting dogs on the beach and issued him a verbal
warning.
Criminal Investigations
Detective Hector Gonzalez was once again called upon to provide Autism Awareness training to police
officers and police recruits. Det. Gonzalez taught his Autism Awareness course to officers at the Florida
International University Police Department and to police recruits at the Miami -Dade School of Justice.
The CID is assisting Patrol Administration in testing the Telestaff software prior to its implementation.
Several test scenarios are tested to ensure the program functions as it is designed. Any error detected
is logged for correction and retesting.
The CID continues its investigation of a fraud case involving the theft of approximately $100,000
dollars. Detectives worked closely with the Miami -Dade State Attorney specializing in fraud and a team
of forensic accountants. Based on multiple interviews and the results of the forensic examination,
detectives met with a Circuit Judge and obtained an arrest warrant for the suspect. Since the suspect
lives in unincorporated Miami -Dade, Detectives are working with Miami -Dade Detectives to locate the
suspect and make the arrest.

Assist Other Agency Haulover Park
Bal Harbour officers responded to a call to assist Miami -Dade Police regarding a shots fired call in
Haulover Park. Officers noted no suspicious activity. MDPD and Sunny Isles PD continued the search
northbound from Haulover.
03-07-2020
Traffic Violation - LPR Related
9600 Block of Collins Ave
LPR systems alerted officers to a vehicle linked to a suspended driver's license. Further records checks
revealed the vehicle also had a seize tag order. Officers confirmed the LPR hit information and followed -
up with a traffic stop. The driver was cited for driving while license suspended and seized the tag.

03-07-2020 DUI Arrest
9600 Block of Collins Ave
Officers conducting traffic enforcement along Collins Avenue noticed an impaired driver in the
northbound lanes. A traffic stop confirmed their suspicions. The driver failed roadside sobriety tests
and was arrested for DUI. Further investigation revealed the driver had a blood alcohol level over twice
the legal limit.

Wanted Persons Arrest
Collins Avenue (Northbound)
Officers patrolling Collins Avenue received an alert from onboard License Plate Readers (LPRs) of a
vehicle linked to a suspended driver's license. After confirming the LPR hit information, officers initiated
a traffic stop and cited the driver for driving with a suspended license. Further investigation revealed
the driver had an active, traffic -related arrest warrant issued in Miami -Dade. Officers arrested the driver
without incident.

Baker Act
9700 Block of Collins Avenue
Officers patrolling the Collins Avenue corridor responded to a call of a male threatening to kill himself.
Officers found the person and engaged him in conversation. The male admitted he was having suicidal
thoughts and requested the officers' assistance. Officers managed to keep the male calm and
transported him to a mental health receiving facility for further evaluation and treatment.

Disturbance
9700 Collins Avenue
Officers responded to a disturbance involving several females at the Bal Harbour Shops. As officers
arrived on scene, they noticed the women driving off in a white van. Officers initiated a traffic stop to
investigate further and discovered the women were co-workers at a retail store in the Shops. Further
investigation revealed the argument was only verbal and sparked by a long day at work. The women
left the scene with no police action necessary.

Enhanced Patrols
Village -wide
Patrol Officers, Code Enforcement Officers, and Police Service Aides joined in an enhanced patrol effort
to ensure pedestrian safety during Purim. Personnel patrolled the gated community and Village
roadways and monitored crosswalks. There were no reported incidents.

Disturbance
10200 Block of Collins Ave
Officers responded to a neighbor dispute occurring at a beachside condominium. The reporting party
complained of excessive noise from his neighbor's apartment. Officers responded to the scene and
resolved the call with no enforcement action necessary.

Disturbance
10100 Block of Collins Ave
Officers responded to a disturbance at the management office of one of the beachside condominiums.
A resident was boisterous and argumentative with the management staff prompting them to contact the
police for assistance. Officers arrived on scene and intervened to keep the peace and resolved the
confrontation.

03-11-2020 Death Investigation
Patrol officers responded to a medical call at a condominium on the 10100 Block of Collins Avenue. Fire
Rescue personnel also arrived on the scene. Upon arriving, officers discovered a 97 -year -old woman
expired at the scene. The death appeared to be from natural causes and the attending doctor offered
to sign the death certificate. Since family member were not available, the Miami -Dade Medical
Examiner's Office took possession of the decedent's remains until funeral arrangements are made.

03-11-2020 DUI Arrest
Bal Cross Drive and Harbour Way
An officer observed a vehicle travelling eastbound in the westbound lanes of Harbour Way. A traffic
stop was initiated which revealed the driver was impaired. The driver was arrested for DUI and provided
breath samples which revealed a blood alcohol level was twice the legal limit.
