Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) focused efforts on COVID-19 mitigation efforts. CEOs spent time
personally visiting hotels and condo buildings to inform them of Village mandates.
Code Enforcement Officers issued a Code Violation Notice to the owner of a vessel left grounded on the
beach. The boat took on a significant amount of water and could not be towed. Public Works is making
arrangements with Miami -Dade for the removal of the boat from the coastline.
Code Enforcement Officers issued a Code Violation Warning to building contractors on the 100 Block
of Bal Cross Drive for not completing their work by 5:30pm. CEOs met with the contractor and reminded
him of the importance of finishing daily work on time.
Criminal Investigations
The Criminal Investigations Division closed a bicycle theft case that occurred at a building on the 9900
Block of Collins Avenue. Video footage allowed detectives to issue a need -to -identify flyer to police
personnel. An alert patrol officer spotted the juveniles and initiated a stop. Detectives interviewed the
juveniles, obtained their admissions to the theft, and worked with the victim and the juveniles' parents
to resolve the case. The victim was fully compensated for his loss and agreed not to prosecute.
The Criminal Investigations Division assisted Patrol Administration in preparing daily situational reports
regarding the COVID-19 pandemic. The reports include daily statistics, actions taken by the State,
County, and Village governments, and specific actions taken by the Village to mitigate the spread of
the contagion.
Summary of Noteworthy Calls for Service
03-13 to 19 -2020 COVID-19 Mitigation
All police personnel worked to help implement State, County, and Village directives aimed as mitigating
the spread of the COVID-19 contagion. Officers and civilian personnel worked to disseminate
information and the distribution ofCOVID-19 related literature. Bal Harbour personnel enhanced police
presence on the beach and the Collins Avenue and 96 Street corridors.
Village Wide
03-14-2020
Assist Other Agency Ocean / 9400 Block of Collins Ave.
Bal Harbour and Indian Creek Marine Officers joined forces in response of a female in distress aboard a
vessel on the ocean side. Little information was provided as to the whereabouts of the vessel. After an
extensive search of the area, Marine Units could not find the vessel in question. No other distress calls
were received.

Firearms Violation
700 Block of 96th Street
Officers responding to a traffic crash noticed the driver of the vehicle flee to a nearby shrub and hide a
backpack. Further investigation revealed a firearm concealed within the backpack. The driver was
arrested and charged with carrying a concealed firearm.

Kidnapping Scam 200 Block of Park Drive
Officers responded to a call of a theft at the 200 Block of Park Drive. Upon speaking with the
complainant, officers discovered the complainant was the victim of a kidnapping scam. The victim
received a call claiming a criminal organization kidnapped her son and demanded money for his return.
Fearing for the safety of her son, the victim withdrew almost $1,400 from her bank and sent it to the caller
in Mexico via Western Union. After wiring the money, the victim spoke with her son in Colombia, South
America, and discovered she had been scammed.

Assist Other Agency
10100 Block of Collins Ave
Surfside Police requested Bal Harbour officers assist in locating a suspect involved in a hit-and-run crash
at the Publix store in Surfside. Officers responded to the suspect's last known address in Bal Harbour
and successfully located the suspect. The Surfside crash investigator responded to the scene and was
able to continue the crash investigation.

Fraud
Bal Harbour Shops
The complainant responded to the police department requesting to see an officer regarding credit card
fraud. The complainant discovered an unauthorized charge of almost $3,000 at a store in the Bal
Harbour Shops. The suspect also used the complainant's debit card to withdraw money from an ATM at
the Shops. The case is being investigated by the Criminal Investigations Division.

Noise Complaint
Bal Harbour Marina
Officers responded to the Village Marina regarding a complaint of loud music. Officers located the
vessel and met with the boat captain. The captain complied with the officers' request and the complaint
was resolved without further incident. No other complaints were received.
