An anonymous complainant reported construction noises from a neighboring apartment. Upon investigating further, CEOs discovered a contractor making renovations without the necessary permits. CEOs issued the owner a code violation notice and directed the contractor to cease work until proper permits were obtained. Code Enforcement Officers patrolling the gated community discovered bulk items placed on the curb on the 100 Block of Camden Drive. The items were placed at the curb too early in the week. CEOs spoke with workers at the property and the items were promptly pulled from the curb. Code Enforcement Officers continue their vigilance for persons walking dogs without a leash. CEOs responded to one such complaint on the 10200 Block of Collins Avenue. The complainant described a woman walking her poodle on the hardpack without a leash. CEOs investigated but did not locate the alleged offender. Code Enforcement Officers assisted Patrol operations in COVID-19 related assignments. CEOs took up various post positions on the beach and hardpack to ensure compliance with beach closures and social distancing directives. Criminal Investigations The Criminal Investigations Division (CID), with the assistance of the Patrol division, is currently investigating the theft of a Mercedes Benz from the 200 Block of Bal Bay Drive. Bal Harbour officers were able to track the vehicle to a location in Davie, Florida. The vehicle was processed for fingerprints and released on the scene to the victim. Patrol officers assisted the CID in the investigation of a suspicious incident that may be linked to a recent auto theft case. A maintenance employee at a condominium on the 10200 Block of Collins Avenue discovered two males attempting to jump over the rear wall into the gated community. The suspects' actions appear to be an attempt to covertly enter the gated community. CID is actively investigating the case. The CID issued a situational awareness alert to officers on patrol officers requesting enhanced patrols in the area of the condominiums that boarder the east side of the gated community. Suspects are using this area as a point of entry into the gated community by scaling the perimeter wall. Summary of Noteworthy Calls for Service 03-20-2020 Theft of Bike 9700 Block of Collins Avenue Patrol officers responded to a theft of a bicycle from a parking garage at a beachside building. The owner last saw the bike two days before filing the report. There were no cameras in the area where the bike was stolen. BHPD Weekly Report Week #12 March 27, 2020 03-20-2020 Open Door Bal Bay Drive An alert resident noticed her neighbor's door wide open. The neighbor's house was supposed to be vacant at the time. Patrol officers responded to the scene and conducted a security sweep of the residence. They detected no foul play and secured the premises. 03-20-2020 Officers responded to a boat in distress just off the Bal Harbour Jetty. As officers arrived, they discovered the boat drifting toward the jetty rocks near the Haulover side of the inlet. Several passengers were ejected from the boat when it crashed against the jetty rocks. The passengers were able to safely swim ashore. Miami -Dade Fire Rescue arrived and treated the passengers for minor injuries. The Florida Fish and Wildlife Commission is conducting a follow-up investigation. Assist Other Agency Jetty 03-23-2020 Neighbor Dispute 10200 Block of Collins Avenue Bal Harbour Police were summoned to a condominium building in the 10200 Block of Collins Avenue regarding a neighbor dispute. One neighbor complained that the other was spraying scented air fresheners that drifted onto his balcony. The other neighbor complained of cigarette smoke drifting onto her balcony. Officers spoke with both neighbors and resolved the dispute. No other complaints were received. 03-24-2020 Auto Theft 200 Block of Bal Bay Drive A resident on the 200 Block of Bal Bay Drive awoke to discover his Mercedes Benz missing from his driveway. A review of video footage from the home revealed two subjects enter the unlocked vehicle and drive away. Officers worked with representatives from Mercedes Benz to activate the vehicle's onboard GPS system. Officers tracked the car to an apartment building in Davie, FL. Bal Harbour Crime Scene Technician responded to Davie and processed the car for fingerprints. The vehicle was released to the owner within 2 hours of the theft. 03-24-2020 Vehicle Burglary 100 Block of Camden Drive Officers responded to a delayed report of a vehicle burglary on the 100 Block of Camden Drive. The case appears to have occurred at about the same time period as the auto theft on the 200 Block of Bal Bay Drive. While the two cases have not been officially linked, it appears likely that the same suspects were involved. 03-25-2020 Suspicious Incident 10200 Block of Collins Ave A maintenance employee at a condominium on the 10200 Block of Collins Avenue discovered two males attempting to jump over the rear wall into the gated community. He challenged the men who fled from the scene. Bal Harbour officers arrived and the males fled from the officers at a high rate of speed north on Collins Avenue. Bal Harbor officer located video footage provided images of the two males and a flyer was promptly distributed to Bal Harbour police officers and neighboring jurisdictions. The incident is currently under investigation. 03-25-2020 Loitering & Prowling 10200 Block of Collins Ave Officers patrolling the area of the 10200 Block of Collins Avenue noticed a suspicious person by the loading docks of a building on the beachside of Collins Avenue. The suspect attempted to elude the approaching officers by moving to a neighboring property and concealing himself in an alleyway. Officers located the suspect and he was arrested and charged accordingly. BHPD Weekly Report Week #12 March 27, 2020 03-26-2020 Neighbor Dispute 10200 Block of Collins Ave Patrol officers responded to a neighbor dispute at a beachside building on the 10200 Block of Collins Avenue. A resident reported his neighbor was making too much noise and smoking marijuana. Officers arrived and did not hear any loud noise or the scent of marijuana emanating in the area. 03-27-2020 Loitering & Prowling 200 Block of Bal Bay Drive An anonymous caller reported three males at the rear of a residence on the 200 Block of Bal Bay Drive. Officers immediately responded to the scene and discovered the suspects who fled upon police arrival. Two of the suspects were apprehended on scene and one escaped despite an extensive coordinated search involving several neighboring police departments and MDPD Air support. The suspects scaled the wall behind 10240 Collins Ave and gained access to the gated community. The two males were arrested and charged with Loitering & Prowling, Trespassing, and Resisting Arrest.
