Summary of Activities and Events
Code Enforcement
The Code Enforcement Unit conducted inspections of several construction sites in the gated community
after receiving a complaint of a possible violation of the National Pollutant Discharge Elimination System
(NPDES) protocols. The NPDES protocols require construction sites to ensure contaminates do not enter
the water discharge system. Code Officers discovered a construction site on the 100 block of Bal Cross
Drive did not have adequate NPDES barriers and issued the property owner a written Code Violation
Warning. Code Officers spoke with the site supervisor and ensured all barriers were in place before the
close of the day.
The Code Enforcement Unit visited three other construction locations within the gated community
located on Bal Cross Drive, Balfour Drive, and Camden Drive. Although these locations had some level
of NPDES barriers, they barriers were near their end -of -life and did not appear to sufficiently protect the
drainage systems. The site manager for each of these sites agreed to replace the barriers by the end of
business day.
The Code Enforcement Unit returned to all of the above locations on the day the warnings were issued
at 5:00pm and noted all NPDES barriers had been replaced and were property positioned.
Criminal Investigations
The Criminal Investigations Division (CID) continues to assist Patrol and Police Administration during the
Covid-19 emergency. The CID assisted with the compilation of situational reports for staff, and
conducted daily patrols of the Village to enhance police visibility.
Summary of Noteworthy Calls for Service
04-03-2020 through 04-09-2020 Enhanced Patrol Bal Harbour Village
The Police Department enhanced staffing and patrols during the Covid-19 emergency to ensure the
safety of the community. Officers are monitoring the beach, jetty, and walking paths to ensure
pedestrian safety and compliance with social distancing directives. Officers increased patrols of the
condominiums along the west side of Collins Avenue. Officers continue frequent patrols of the gated
community to ensure compliance with Covid-19 directives.
04-03-2020
Suspicious Incident
10100 Block of Collins Ave
Officers responded to a condominium on the west side of Collins Avenue after a caller reported a woman
jumping over the fence into the gated community. When officers spoke in person with the complainant,
she corrected her account and stated she saw a woman sitting on the dividing wall but never saw her
jump into the gated community. Officers conducted a canvass of the area to ensure no unauthorized
persons entered the Village.

Noise Complaint
10200 Block of Collins Ave
An anonymous caller reported loud music at a condominium on the west side of Collins Avenue. Officers
responded and located the source of the loud music. The unit owner promptly turned off the music and
the complaint was resolved without further action.
04-04-2020
Covid-19 Investigation
10200 Block of Collins Avenue
Officers responded to a condominium building on the east side of Collins Avenue regarding
approximately seven women participating in a yoga class together. Officers located the group in the
common area as they were gathering their belongings to leave. Officers reminded the women of the
social distancing requirements and they all agreed to adhere to the proper protocol.

Fraud
9700 Block of Collins Avenue
The complainant called the police to report his soon -to -be ex-wife used his American Express card
without his authorization. The couple is in the process of divorcing and not living together at the time.
The complaint claimed false charges totaling about $1,800. The case was forwarded to the Criminal
Investigations Division for further review.

Suspicious Incident
9700 Block of Collins Avenue
The police department received a call from a woman claiming her soon -to -be ex-husband left to Chicago
with several pieces of jewelry belonging to her. The report appears to be a counter allegation to one
received on 04-04-2020 where the complainant's husband claims she made fraudulent charges on his
credit card. The case was forwarded to the Criminal Investigation Division for further review.

Suspicious Person
10200 Block of Collins Ave
Officers were called to the scene of an eastside hotel regarding a male sleeping in a cabana. Officers
located the male and learned the man was recently homeless and without a job. Officers assisted the
man by providing the name and location of local shelters. The man left the area without further incident.

Simple Battery
9600 Block at Collins Ave
A resident of an eastside condominium was walking along Collins Avenue when several cyclists passed
alongside her as they headed northbound. One of the bicyclists sprayed the complainant with his water
bottle. The complainant was not injured as a result of the incident.
04-08-2020
Death Investigation
10200 Block of Collins Ave
Police officers were summoned to a beachside condominium regarding a death investigation. Family
members discovered the victim deceased in his bathroom. There were no obvious signs of foul play and
the victim had a long history of medical issues. There is no indication at this time the death is Covid-19
related.
