The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
The Code Enforcement Unit assisted the Building Department in ensuring construction workers abided
by the Village Emergency Orders related to Covid-19 by wearing protective masks at the job sites. Code
Enforcement visited twelve construction sites in the gated community. All workers were wearing
protective masks at the time of the visits.
The Code Enforcement Unit received a complaint of an unsightly porta-potty located on a property on
Harbour Way by the Village guardhouse. The porta-potty was not in compliance with Village codes
requiring portable toilet facilities to be within a decoratively fenced area. The home owner was informed
of the ordinance and given a verbal warning. Code Enforcement then visited the twelve construction
sites within the gated community. The construction site managers at each location was reminded of the
Village ordinance and instructed to comply to the porta-potty requirements; all agreed to comply.
Verbal warnings were issued to each non-compliant construction site.
Criminal Investigations
The Criminal Investigations Division (CID) continues to assist Patrol and Police Administration during the
Covid-19 emergency. The CID assisted with the compilation of situational reports for staff, and
conducted daily patrols of the Village to enhance police visibility.
Summary of Noteworthy Calls for Service
04-17-20 Assist other Agency/Miami-Dade Courts 70 Park Drive #6
Officers responded to the guardhouse and met with a Miami-Dade process server. Officers escorted
the server to the residence; the court documents were served without incident and the server was
escorted off of Village property.
04-19-20 DUI Arrest 10100 Block of Collins Avenue
Officers were conducting area checks along the Collins Avenue corridor and observed a vehicle
traveling southbound in the northbound lanes. Officers conducted a traffic stop on the vehicle and
determined the driver appeared to be under the influence of alcoholic beverages. The driver attempted
to perform roadside sobriety tests, but was unable to perform. The driver was arrested and transported
to jail.
04-17-20 through 04-23-20 Enhanced Patrol Bal Harbour Village
The Police Department enhanced staffing and patrols during the Covid-19 emergency to ensure the
safety of the community. Officers assigned to the beach patrol detail are enforcing the beach closure
order and monitoring the jetty, and walking paths to ensure pedestrian safety and compliance with social
distancing directives. Officers have increased patrols of the west side condominiums and the gated
community.

04-21-2020 Marine Patrol Sandbar
Marine Patrol Officers discovered a family of four adults and two children in apparent distress inside a
small, inflatable raft. Strong currents pulled the raft from safe waters and into the bay. Marine officers
brought the family onboard the Bal Harbour police boat and transported them safely back to the Bal
Harbour Marina.
04-21-2020 Dispute 100 Block of 96th Street
A parent called police when she noticed another woman taking a picture of her six -year-old daughter.
The parent objected to the photo being taken without her consent. The photographer said she takes
pictures in public places to post on her website. Officers assisted in resolving the dispute and the
photographer agreed to delete the photos from her camera.
04-21-2020 Open Door Bal Harbour Shops
Officers responded to a call of an open door at a closed business in the Bal Harbour Shops. They
conducted a sweep of the business and noted no apparent criminal activity. Officers contacted the
manager and requested he respond to the scene to secure the premises.
04-22-2020 Fraud Bal Harbour Shops
Officers responded to a restaurant at the Bal Harbour Shops to investigate a purchase made with an
unauthorized credit card. Officers located the subject and discovered he was also in possession of
controlled substances. The subject was arrested and charged with fraud and drug related offenses.
04-23-2020 Assist Bay Harbor Islands 32 Camden Drive
Officers assisted a Bay Harbor Island police officer regarding a violation of a domestic violence
injunction. The subject of the investigation was not located at his residence and the officers cleared.
