June g, 1955 The regular meeting of Town Council was held today at g PM in the Council Room and was attended by Mayor Strong, who presid- ed, Councilmen Peters, Brown, Powers, Lovell, Hosti, Meddin, Town Attorney Solms, Supt. Reed, Manager Lang, Chief McCutchen, J. W. Logan, George Spirides and F. P. Flanagan.. Mr. Logan appeared before Council to ascertain what he was required to do in the construction of a grandstand that he is erecting on the property of the Savannah Beach Athletic Associa- tion, he stated he was not getting any cooperation from the Town' that he and his associates were trying to conduct a recreational center for be benefit of the youth on the Island and also those coming here, something that would provide clean athletic games, Mayor Strong asked if he had any other projects in mind besides baseball. Mr. Logan said he was not quite sure what he wants to put in at a later date, he stated that he had been trying to find out what is wrong with the building, Mr. Lang stated that there are several things wrong that should be corrected, he sug- gested that he meet with Mr. Logan at the job so that they could be pointed out to him with a view to correcting them. It was agreed that Mr. Logan, Mr. Lang and Councilman Hosti would meet at the job at 10 :30 A. M. on Thursday, June 9th. Mr. Logan was excused. l'. Flanagan requested permission to run a Bingo Game giving away nothing but prizes and also requested that he be permitted to operate from a tentl tedcori' it ett eir i'8.-'AU 764:61trtYliibekr1414114,4ig at this location. Mr. Flanagan was excused. It was the agreement of Council that Mr. Flanagan be permitted to conduct his Bingo Game from a tent for the time being until the permanent building is completed. The Clerk was instructed to notify Mr. Flanagan. Mr. Lang informed Council that Miss Charlotte Bailey will not pay her water bill, Councilman Lovell stated that the water should be cut off from the other property owners, Town Attorney Solms requested Mr. Lovell to write her a letter giv- ing her ten (10) days to pay before cutting the water off. Superintendent Reed reported that the new Prison Camp has been completed. e Chief McCutchen requested that an extra man be put on to tend office during the summer season, he also stated that the people on 16th Street want a Police Officer on that street. He stated that all the life guards are employed. He suggested that the Town fuanish bathing suits for the Life Guards. 59 60 It was moved, seconded and passed that bills for the month of May for General Government amounting to $5,528.03, bills for the Water Department amounting to $2,451.46 be paid. Councilman Brown informed Council that he had employed Thomas E. Fitzgibbon on a temporary basis to tend office at the Police Station until Council meets and moved that he be employed until Labor Day at a salary of $180.00 a month. It was seconded and the motion passed.. Councilman Brown requested permission to have some card board signs printed to cost not over $50.00. It was moved, second- ed and passed that it be done. Councilman Brown informed Council that with the increased crowds coming to the Island is proving a problem in the parkin of autos. He suggested that permitting private parking areas might relieve some of the problems. The Mayor appointed a Committee con- sisting of Councilman Brown, Powers, and Hosti to handle the matter with power to act. Councilman Brown asked what licenses should be charged to Cuttens Recreation Center, they are handling beer. Council was in- formed that a Church is located nearby, Councilman Peters suggest- ed that the Chapel by the Sea be contacted to ascertain if they object to the sale of beer at that location. Councilman Peters was asked to handle the matter with the Church and get a letter from them. It was moved, seconded and passed that the water tapping fee and also sewerage stubbing fee charged to the Parsonage of the Chapel by the Sea Baptist Church be cancelled. Regarding the grandstand being built by Mr. J. W. Logan it was the opinion of Council that the building be made safe, also that it will comply with the Town's Building Code, it was decided that Councilman Hosti and Inspector Lang would inspect the building and make recommendations in line with the Building Code. Councilman Hosti suggested the placing of a Groin at the foot of 18th Street and running it out toward Pelican Beach in an effort to build up the beach in this area. A petition was presented by W. G. Cutten to erect a. sign on the corner of the automobile Road & Campbell St. on the property of the Est. of Jno. Bergman. Permission granted. A petition was presented by Cris S. Blair to purchase a portion of 6th Ave. ad- jointing his property. Petition denied. Attention was called to the necessity of having additional rest rooms in Memorial Park. It was moved, seconded and passed that two (2) commodes be put in each side of the Women's and Men's Rest Rooms. 1 1 It was moved, seconded and passed that the following resolution be adopted: A RESOLUTION 60-A WHEREAS, the Commissioners of Chatham County and Ex- Officio Judges, and John J. Bouhan, County Attorney, made recorgmenda- tions to the State Department of Public Safety for certain changes to be made in the speed limits on the road from Savannah to Savannah Beach, Georgia, establishing a minimum speed of forty miles per hour and other speed limits governing the maximum speed, in an effort to facilitate and expedite the flow of traffic to and from Savannah Beach, Georgia; and WHEREAS, this recommendation was promoted in the public interest and, due to the increased traffic over said highway, to the mutual benefit of the Municipalities of this County and the citizens thereof. NOW, THEREFORE, BE IT RFSOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in council assembled, that the appreciation of the Mayor and Councilmen be extended to the Commissioners of Chatham County and Ex- Officio Judges and to John J. Bouhan, County Attorney, for their timely action taken in the effort to expedite the flow of traffic on the road from Savannah to Savannah Beach, Georgia. BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of council and a copy thereof sent to the Commissioners of Chatham County and Ex- Officio Judges, and also that a copy be sent to the Honorable John J.
