Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEO’s) continue to assist Patrol operations by patrolling the beach and jetty
areas and construction sites to ensure compliance with COVID-19 restrictions.
CEOs returned to 12 construction sites in the gated community to ensure all were compliant by properly
shielding portable bathroom facilities; all but one had corrected prior deficiencies. One site on Balfour
Drive was issued a written warning for non-compliance. The remaining sites complied with code
requirements for portable bathroom facilities.
CEOs observed a real estate sign larger than allowed by code on a property on the 200 Block of Bal Bay
Drive. CEOs contacted the realtor and informed them of the violation of code. CEO’s issued a verbal
warning to the realtor and will follow-up to ensure compliance.
CEOs assisted the Building Department by issuing a Stop Work Order at a construction site on the 100
Block of Bal Cross Drive. The Building Department will meet with the contractor to determine when work
may resume.
CEOs spoke with the management at a condominium building on the 9900 Block of Collins Avenue and
warned them about proper upkeep of its lawn. Management agreed to correct the deficiency.
CEOs issued a code violation notice to a property on the 100 Block of Camden Drive for not properly
covering its construction dumpsters.
CEOs responded to a complaint of construction sites not closing by the 5:30pm deadline. Code officers
visited each of the 12 construction sites and noted all were compliant with the end -of-workday
restrictions.
Criminal Investigations
The Criminal Investigations Division (CID) continues to assist Patrol and Police Administration during the
Covid-19 emergency. The CID assisted with the compilation of situational reports for staff, and
conducted daily patrols of the Village to enhance police visibility.
The CID closed a year-long fraud investigation. The suspect was the victim’s long-time personal assistant
who stole approximately $100,000 dollars. Detectives obtained an arrest warrant and the subject was
arrested by Miami Dade Police Warrants Bureau.
Detectives are investigating a possible fraud involving the purchase of a watch valued at over $100,000
dollars. The victim reported he wired the purchase price to the suspect but has not received the watch.
Investigators are gathering the necessary documentation to proceed with the investigation.

Summary of Noteworthy Calls for Service
04-24-20 Fraud 100 Block of Bal Bay Drive
Officers responded to the reporter’s residence regarding fraudulent activity occurring with his bank
account. The reporter told officers that unauthorized transactions occurred on the account. Additionally,
the reporter received a letter from the bank stating a change of address on the account was requested.
The reporter did not request the change and immediately notified his banking institutions. Officers
advised the reporter to notify each bank and credit bureau. The case was forwarded to the investigations
division for further follow-up.
04-26-20 Stolen Vehicle 200 Block of Park Drive
Officers responded to the victim’s residence in regarding a stolen vehicle. The victim told officers he
last saw the vehicle the previous night and left the door unlocked and the key fob inside the vehicle. A
review of security footage revealed an unknown white male left with the vehicle. The vehicle was located
the next day in the City of Miami. The investigation continues.
04-27-20 Vehicle Burglary 200 Block of Bal Bay Drive
Officers were dispatched to a theft of items from a vehicle. The victim told officers his vehicle was parked
unlocked at the location overnight on 04-26-20. When the victim returned home the next morning, he
discovered some tools and cash missing from his vehicle. The case was forwarded to the detective
bureau for follow-up investigation.
04-28-20 Assist Other Agency/FWC Waterways – Intercoastal
Bal Harbour marine officers responded to a swimmer in distress in the intracoastal waterway (ICW). Upon
arriving, officers found a female victim that had been struck by a vessel’s propeller. A nearby
paddleboarder was assisting the victim to the seawall. With the assistance of other agencies, the victim
was removed from the water and treated on scene by Miami-Dade Fire Rescue. The victim sustained a
laceration to her leg and was transported to Jackson Memorial Hospital for further treatment.
04-29-2020 Assist Other Agency/FWC Waterways - Intercoastal
Marine Officers responded to a small island commonly known as “Beer Can Island” to assist the Florida
Fish and Wildlife Officers in enforcing social distancing restrictions. The officers met with boaters
involved and reminded them of the Covid-19 restrictions.

04-24-20 through 04-30-20 Enhanced Patrol Bal Harbour Village
The Police Department enhanced staffing and patrols to ensure the safety of the community. Officers
assigned to the beach patrol detail are enforcing the beach closure order and monitoring the jetty and
walking paths to ensure pedestrian safety and compliance with social distancing directives.
