HomeMy Public PortalAbout032-1994 - SPECIAL ORDINANCE DECLARING AN AREA AN ECONOMIC REVIORDINANCE NO. 32-1994 A SPECIAL ORDINANCE DECLARING AN AREA AN ECONOMIC REVITALIZATION AREA WHEREAS Indiana Code 6-1.1-12.1-1 et seq. has granted the Richmond Common Council the opportunity to abate property taxes on buildings, structures and new manufacturing equipment in an area within the corporate limits which has become undesirable for, or impossible of, normal development and occupancy because of lack of development, cessation of growth or other factors which prevent a normal development of property or use of property by declaring such an area an economic revitalization area, and WHEREAS such declaration is a preliminary step in designating an area an economic revitalization area because a public hearing must be conducted by said Common Council after the adoption of this special ordinance and a confirmatory declaration must then be adopted subsequent to the public hearing, and WHEREAS attached Exhibits A and B describe areas which abut the economic revitalization area dtsi nato-d-h-oretafo-re-by-Commo-i-Co-uncil-i-ntht adapbon--o R-esol-ations-- 4 an -2 - and WHEREAS First Richmond Corporation has proposed the construction of forty-eight apartments on a portion of the real estate described in attached Exhibit A which facility will be a multi -family facility with at least twenty percent of the units available for use by low and moderate income individuals pursuant to Indiana Code 6-1.1-12.1-3(e)(11)(A), will create two new jobs, and will cost $1,915,000 exclusive of the investment in land, and W1-IEREAS First Richmond Corporation has proposed the construction of a commercial office building on a portion of the real estate described in attached Exhibit B which facility will create four new jobs within five years and will cost $350,000 exclusive of the investment in land, and WHEREAS a simplified description of attached Exhibit A is that area lying west of South 18th Street, south of South L Street, north of Prestwick Square Apartments and east of the fence around the surface water retention area along South 16th Street, and WIdEREAS a simplified description of attached Exhibit B is that area lying east of South 18th Street, south of South L Street, north of Prestwick Square Apartments and west of the Animal Hospital of Richmond and Bethlehem Manor Apartments, and W HEREAS it is desirable to allow deductions from property tax values for a period of ten years in the proposed economic revitalization area, NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that: A. the economic revitalization area designated by Resolutions 24 and 25-1989 be expanded to include the real estate described in attached Exhibits A and B and that said additional real estate be and is hereby declared an economic revitalization area under the provisions of Indiana Code 6-1.1-12.1-1 et seq; B. the deductions from property tax values be available for a period of ten years pursuant to the deduction schedule set forth in Indiana Code 6-1.1-12.1-4(d)(3); C. that a public,hearing be held at the time and place of the regular meeting of Common Council on May 2, 1994, 50 North 5th Street, Richmond, Indiana, at which time Common Council will receive and hear all remonstrances and objections from interested persons as required by Indiana Code 6-1.1-12.1-2.5(c), and D. that a certified copy of this special ordinance be filed with the Wayne County Assessor as required by Indiana Code 6-1.1-12.1-2.5(b).
