Bal Harbour Police Department that I requested in order to enhance the flow of

Summary of Activities and Events
Code Enforcement
The Code Enforcement Unit focused on ensuring construction sites were abiding by the Manager’s
Emergency Orders and work-time restrictions. Code Officers visited each construction site to verify
compliance.
Code Enforcement Officers (CEOs) issued a written warning to a construction site on the 100 Block of
Camden Drive for not properly emptying and covering a large construction dumpster. CEOs will return
to the site to ensure compliance with Village Codes.
CEOs responded to a complaint of construction workers not abiding by facial covering requirements at
a construction site on the 100 Block of Camden Drive. The site was issued a written code violation
warning with copies sent to the homeowner and general contractor.
The Code Enforcement Unit continues its support to the Patrol Division by assisting in manning special
details related to beach security, verification of compliance to COVID -19 regulations, and high visibility
patrols.
Criminal Investigations
The Criminal Investigations Division (CID) continues to assist Patrol and Police Administration during the
Covid-19 emergency. The CID assisted with the compilation of situational reports for staff, and
conducted daily patrols of the Village to enhance police visibility.
Detectives investigated a case involving an internet scam. The victim wanted a refund on the purchase
of online tickets to an event. He searched for the company’s telephone number on the internet and
called who he thought was the vendor; it was not. Instead of obtaining his refund, the scammer
convinced the victim to purchase cash/gift cards in an elaborate and fictitious refund process. In the
end, the phone number could not be linked to any person and the victim lost over $5,000.
The CID followed-up on a report of a fraud by divorcing spouses. The husband alleged his soon-to-be
ex-wife used his credit cards without authorization to make almost $2,000 in purchases. The
investigation revealed the wife was still an authorized user to the account at the time of the purchases.
The victim was referred to his divorce attorney for resolution of the case since no crime had been
committed.

Summary of Noteworthy Calls for Service
05-01-2020 COVID-19 Investigation 10100 Block of Collins Ave
Officers responded to an apartment at a condominium building on the east side of Collins Ave nue
regarding an allegation of a resident violating the travel quarantine order. Officers spoke with the
resident and explained the requirements of the Quarantine orders.
05-03-2020 Suspicious Vehicle 10200 Block of Collins Ave
Offices patrolling buildings along Collins Avenue responded to a call of a suspicious vehicle. The
complainant noticed the vehicle after one of its occupants exited and walked into the bushes next to the
parking lot. The vehicle left the scene prior to police arrival. Officers did not discover any criminal
activity.
05-06-2020 Assist Other Agency Waterways – 18000 Block of Collins
Bal Harbour Marine Officers responded to a call for assistance from the Miami-Dade Police Department
requesting assistance in reaching a vessel taking on water. Officers located the vessel and assisted in a
successful rescue mission.
05-06-2020 COVID-19 Investigation 9600 Block of Collins Ave
Officers responded to an apartment on a beachside condominium after staff complained of a family
violating the Village’s travel restrictions orders. Officers met with the family and explained the nature
and purpose of the self-isolation orders. The family was formally warned and directed to self-isolate until
the expiration of their quarantine period.
05-06-2020 Illness 10100 Block of Collins Ave
A delivery person noticed a resident appeared confused and disoriented. The delivery person
contacted police and officers responded to the scene. A 50-year-old female was incoherent and
appeared to be in need of medical assistance. Officers contacted M iami-Dade Fire Rescue and the
woman was transported to the hospital for further evaluation.

05-01-2020 through 05-07-2020 Enhanced Patrol Bal Harbour Village
The Police Department enhanced staffing and patrols to ensure the safety of the community. Officers
assigned to the beach patrol detail are enforcing the beach closure order and monitoring the jetty and
walking paths to ensure pedestrian safety and compliance with social distancing directives.
