A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT 5114 OLD
NATIONAL ROAD EAST
WHEREAS the zoning map designates 5114 Old National Road East, Richmond,
Indiana, as R-3 One to Eight Family Residence District, and
WHEREAS it is desirable to change the zoning designation to C-4 General Business
District to have the flexibility to apply C-4 uses to this property,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of the real estate at 5114 Old National Road East, being Map No. 46-36
-330-106.000-29, be and is hereby changed to C-4 General Business District.
Passed and adopted this 1[ day of June, 1994, by the Common Council QL,the City of

In accordance with the Rules of Procedure of the Richmond Advisory Plan
Commission and the Richmond Advisory Board of Zoning Appeals, persons

Dear Council Member:
This ordinance is a re -zoning of a single family residence owned by James and Sallye Creech at 5114 Old
National Road East. The owners desire the flexibility to apply C-4 uses to the property.
The current zoning is R-3 One to Eight Family Residence District. The owners are requesting a change to
C-4 General Business District. The property is inside the City limits.
The ordinance should be referred to Plan Commission for public hearing at its meeting on May 24, 1994.
The ordinance should be back to Council for second reading on June 6, 1994.

Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Tuesday, May 24, 1994, on the petition of
James Lee and Sallye A. Creech, owners, Robert G. Burton, agent; requesting a
rezoning from R 3 One to Eight Family Residence District to C-4 General Business
District on the property located at 5114 Old National Road East, Richmond, Indiana
Notices were delivered to eight surrounding property owners, two comments, both
favorable, were returned to this office.
Planning Staff recommended approval of the request. Our Comprehensive Plan
Map shows this area to be General Commercial, and in fact, much of the area is
presently zoned for commercial activity. This request is to rezone the parcel to the
same level as surrounding land, and is a logical extension of both the present
zoning classifications and future land use guidelines.
The Commission voted 10 in favor, none opposed to recommend the passage of
Ordinance No. 39-1994.
