Each evening, CEOs visit each site and conduct an inspection at closing time to ensure the sites are maintained and work is stopped at the appropriate time. The Code Enforcement Unit assisted Public Works by closing out eight construction site violations pertaining to National Pollutant Discharge Elimination System (NPDES) protocols. CEOs contacted Public Works officials and confirmed the sites complied as required. Code Enforcement Officers issued written code violation notice to a property on the 200 Block of Bal Cross Drive after failing to correct landscaping violations. The yard continued to be uncut and overgrown with weeds. Code Enforcement Officers issued a written code warning to a residence on the 100 Block of Bal Bay Drive for failing to maintain proper ground cover. CEOs will return to the property for reinspection. The Code Enforcement Unit assisted Patrol Operations by manning posts along the beachside walking paths. CEOs worked with patrol officers to ensure bicyclists adhered to the riding restrictions imposed in response to COVID-19. Criminal Investigations The CID assisted Patrol Operations with traffic control related to an employee recognition event at the St. Regis. CID and Patrol personnel manned posts on Harding Avenue and Collins Avenue to keep traffic flowing safely. Detectives are actively investigating a fraud case involving the use of an American Express card for the purchase of a Rolex Watch. Detectives issued subpoenas to internet providers used for the transaction in an attempt to identify the source of the fraud. The Criminal Investigations Division (CID) continues to assist Patrol and Police Administration during the Covid-19 detail. The CID assisted with the compilation of situational reports for staff, and conducted daily patrols of the Village to enhance police visibility. BHPD Weekly Report Week #20 May 22, 2020 Page 5 Summary of Noteworthy Calls for Service 05-16-2020 Loud Music Bal Harbour Marina Bal Harbour officers were dispatched to the Bal Harbour Marina regarding loud music coming from one of the yachts. Upon arriving, the yacht in question was on its way to open water. Officers followed up on the investigation when the yacht returned to dock. Officers spoke with the captain and reminded him to keep the music down while in dock. 05-17-2020 Assist Citizen 200 Block of Bal Bay Dr (Waterway) The Bal Harbour Marine Unit responded to a pontoon in distress in the waterways on the west side of Bal Bay Drive. The boat was taking on water with nine passengers onboard. The pontoon boat was towed to the marina and the passengers were able to safely disembark. No injuries were reported. 05-17-2020 Disturbance 200 Block of Bal Bay Drive A parking dispute led hotel personnel to contact the Bal Harbour Police Department for assistance. A security officer complained a male parked on the property without authorization. The male claimed to have authorization but lacked the proper parking credentials. Officers contacted the hotel’s manager and discovered he gave the male permission to park on the property but did not provide the proper parking permit. The dispute was resolved peacefully. 05-17-2020 Trespassing Harbour Way A property manager contacted the Police Department to report three juveniles looking at cars and riding their bikes into the gated community. Officers responded and canvassed the area. The juveniles were located sitting on the seawall at the 200 Block of Bal Bay Drive. They claimed a resident allowed them through the pedestrian gates. No criminal activity was detected. Officers contacted the juveniles’ parents who responded to the scene and took custody of their respective child. No further police action was necessary. 05-20-2020 Assist a Citizen Bal Harbour Village Jetty Bal Harbour Communications received an emergency call from Miami-Dade County regarding a jet-ski and occupants in distress. Bal Harbour police officers arrived and observed an overturned jet-ski and the occupants in the water dangerously close to the rocks. A Bal Harbour police officer deployed the rescue disc and pulled the occupants and jet-ski away from the rocks onto the shoreline. No injuries were reported and the jet ski was removed by Sea-Tow. 05-15-2020 through 05-21-2020 Enhanced Patrol Bal Harbour Village The Police Department enhanced staffing and patrols to ensure the safety of the community. Officers assigned to the beach patrol detail are enforcing the beach closure order and monitoring the jetty and walking paths to ensure pedestrian safety and compliance with social distancing directives. BHPD Weekly Report Week #20 May 22, 2020 Page 6 05/20/2020 Criminal Mischief/Assist Town of Surfside 9700 Block Collins Avenue While conducting a Shul Security Check, a Bal Harbour police officer came upon a road rage incident. The investigation revealed that a bicyclist used a metal bar to strike a Lyft vehicle in front of the St. Regis, causing minor damage. The subject fled on his bike towards Surfside with the Lyft driver following. A second confrontation between the two occurred in Surfside resulting in the Lyft driver committing a battery on the bicyclist. The bicyclist was arrested by Bal Harbour officers for Criminal Mischief. The Lyft driver was arrested by Surfside police officers for simple battery and released on a Promise to Appear (PTA).
