Kurt explained the boat show committee is well organized and responsible for all event activities and impacts, including trash management. The two- and one -half -day event will place an acceptable minimum work load burden on staff measured against community benefit. Dave Carey's Glass House presents a possible venue for the annual social event connected to the boat show. Payette Lake Pedal Party Boat: Kurt and Dave reported on the week leading up to the city council's consideration of the pedal boat contract. There were multiple phone calls and conversations with Dave and Kurt in opposition to the contract to operate the peddle -powered sternwheel boat on Payette Lake. Opposition to private concessionaire on public lands and waterways in principle and to the possibility of loud and obnoxious behavior of customers were the major concerns. Kurt indicated the contract developed with the assistance of legal council will enable P&RD to regulate management and operations activities should problems occur. Letters of Interest: Donna Hansen has submitted a letter of interest in continuing to serve on the P&RD Advisory Committee. Larry made motion to recommend reappointment to the city council. The motion was seconded by Steve and the vote to approve was unanimous. Paul's position is up for renewal currently. Recreation Update- Kurt commented on the success of Stefanie's and Tara's winter programs efforts. He noted the indoor soccer league has been especially successful with an average of 30 participants in attendance. The Messy Munchkins Art Program and the Tiki Torch Treks have attracted participants and newspaper coverage. He invited advisory committee members to attend the upcoming Arbor Day event at the Franz Witte Nursery. It is a fun event with live music, games, and free trees. The event will include recognition of McCall receiving the Tree City USA Award and Tree City Recognition designation. Parks Department Project and Maintenance Update: Kurt indicated the snow removal effort is successful. Ice on the sidewalks from the nighttime freezing and daytime thawing has been the major challenge. The limited snow fall has allowed staff to begin catching up on equipment maintenance and begin preparation for the move to the new P&RD shop and office building in July. Kurt noted both the lumber and steel for the building's construction is due for delivery by the end of February. Kurt showed photos of benches staff members have constructed from Douglas Fir trees they felled near Lick Creek and milled at a local facility. The benches will be installed at Brown Park. Larry commended the department's staff on their ingenuity in and commitment to carrying out the P&RD's services and programs. Other committee members concurred. Training: Tara and Stefanie will attend the Idaho Parks and Recreation Conference April 12 to 15 for training hours and to promote the 2023 conference to be held in McCall. Staff Members Present: Kurt Wolf Welcome- Dave Petty, chairperson, called the meeting to order at 6:00 p.m. Public Comment- No public comment Agenda Review & Updates - Introduction of Guests: No guest or members of the public attended. Review Minutes: Minutes of the January 19, 2022 meeting were reviewed. Paul Christensen made the motioned to approve and Steve Johnson seconded the motion. The vote to approve the motion was unanimous. Business: Master Plan: Kurt and a Logan Simpson representative will meet with the city council on Thursday to approve the master planning contract. The contract will be a multi -year effort with a cost not to exceed $90,000. It is expected year one costs will be in the neighborhood of $40,000 with and additional $20,000 to $40,000 needed in year two to complete the work. The contract start date in planned for April 1, 2022, but work could start sooner. Kurt suggested Logan Simpson hopes to utilize the Parks and Recreation Advisory Committee members to form the core of a planning steering committee, to help assist with outreach to recruit other members, and to help get turnout for community outreach efforts. Advisory Committee members expressed an interest and commitment to be involved. There was a consensus that the opportunity for members engaging in the planning process presents an opportunity for improving the P&RD Advisory Committees member's ability to represent the community's interest in providing advice to department staff and city council. It was decided the 16, March advisory committee meeting should focus on advisory committee members' and P&RD's staff members expectations and outcomes of the upcoming master plan development planning process. Wooden Boat Show: The Wooden Boat Show Committee has an interest in making the Friday through Sunday two- and one -half -day annual show a more public event by moving it from the Shore Lodge to the downtown waterfront area. Boats could be on display at docks and on anchor in the area from Art Roberts Park to Brown Park and on trailers on land. The committee planning the event is flexible regarding dates for the event in July and August. Kurt posed the question of the P&RD sponsorship of the event. The event would provide an opportunity for PR&D to showcase improvements to Brown Park. Planning for the boat display will account for the safety of other nearby activities, swimming being one example.
