CEOs worked with the property’s registered agent to ensure landscaping was in compliance with code. After revisiting the site, CEOs cleared the violation without the need for fines. Code Enforcement Officers patrolling the gated community discovered a lot on the 200 Block of Bal Bay Drive out of compliance. Its lawn was overgrown and the construction screen was in need of repair. CEOs contacted the property owners in Canada by telephone and informed them of the condition of their property. The homeowner agreed to make arrangements to correct the deficiencies. CEOs will return to the property to ensure code compliance. Code Enforcement Officers patrolling the gated community discovered a jet ski trailer parked on the roadway in front of a property on the 100 Block of Bal Bay Drive. CEO’s posted a Code Violation Warning directing the owners to move the jet ski trailer from the public right-of-way. Code Enforcement Officers assisted the Public Works Department in enforcing water meter requirements at a residence on the 100 Block of Bal Cross Drive. CEO’s noted sheds erected on the property blocking access to the water meters and issued the homeowner a Cod e Violation Warning directing them to move the shed. The Code Enforcement Unit assisted Patrol Operations by manning posts along the beachside walking paths. CEOs worked with patrol officers to ensure bicyclists adhered to the riding restrictions imposed in response to COVID-19. Code Enforcement Officers (CEOs) continue their focus on construction sites within the gated community. Each evening, CEOs visit each site and conduct an inspection at closing time to ensure the sites are maintained and work is stopped at the appropriate time. Criminal Investigations The CID assisted Patrol Operations by participating in enhanced patrols in response to civil disturbances occurring in Miami-Dade County related the case of George Floyd in Minneapolis. The CID patrolled the Bal Harbour Shops and Village roadways to increase police visibility. The Criminal Investigations Division (CID) continues to assist Patrol and Police Administration during the Covid-19 detail. The CID assisted with the compilation of situational reports for staff, and conducted daily patrols of the Village to enhance police visibility. BHPD Weekly Report Week #22 June 5,2020 Page 5 Summary of Noteworthy Calls for Service 05-30 to 06-04-2020 George Floyd Demonstrations Village Wide All members of the Bal Harbour Police Department worked extended shifts to ensure personnel were available and ready in the event of protests/demonstrations related to the death of George Floyd. Police officers, detectives, code enforcement officers, and police service aides all participated in high- visibility patrols to deter incidents from occurring in the Village of Bal Harbour. No civil disturbances occurred during this reporting period. 05-29-2020 Assist Other Agency 10800 Blk of Collins Ave - Ocean Bal Harbour Marine Officers responded to a boat in distress off the coast of Haulover Beach. Officers ensured all passengers were safe while a tow boat responded to the scene. The boat was successfully moved to the docks and none of the passengers were injured. 05-29-2020 Fraud 9700 Collins Avenue Employees at a retailer in the Bal Harbour Shops called the police after realizing a customer was using a fraudulent credit card to make a purchase. The investigation revealed the involvement of two subjects who were in possession of several fraudulent credit cards. Officers arrested both subjects and charged with fraudulent use of credit cards. 05-30-2020 Disturbance 10200 Block of Collins Avenue Officers responded to a residential building on the west side of Collins Avenue regarding a vehicle parked on the property. Officers learned the driver stopped momentarily to secure items tied to the roof of the vehicle. The vehicle’s driver committed no criminal offense and left the area promptly upon securing the load. 05-31-2020 Assist Citizen 10200 Block of Collins Avenue Management at a beachside hotel flagged down a patrolling officer after noticing a strong odor of gas. Officers contacted Miami-Dade Fire and requested they respond to investigate. Fire personnel discovered the gas was released from a purge valve and did not pose a threat to the hotel. 05-31-2020 Suspicious Vehicle Bal Harbour Marina Offices patrolling the gated community discovered an individual parked on the east side of the Marina. Officers discovered the driver was hired by the marina to provide security. A routine history check revealed the driver had several previous arrests. The marina terminated the security detail and the guard left the area. BHPD Weekly Report Week #22 June 5,2020 Page 6 Completed by: Raleigh Flowers, Chief of Police Date: June 5, 2020 06-03-2020 Noise Complaint 88 Bal Bay Drive Bal Harbour officers received several reports of fireworks igniting from the location. Officers arrived and discovered the homeowner was hosting a wedding on the property. Officers spoke with the owner’s representative who confirmed the fireworks were launched, however, he was unaware of the planned fireworks. Bal Harbour Police along with Code Enforcement are actively investigating and will proceed accordingly with addressing all code and ordinance violations.
