The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) conducted a follow-up investigation regarding possible code and
ordinance violations that occurred at an event at 88 Bal Bay Drive. The investigation revealed numerous
violations and the individual was cited accordingly.
Code Enforcement received a call from a resident regarding possible violations on the 200 Block of Bal
Bay Drive. CEO’s responded and issued a warning for trash bags on the property and landscaping not
in compliance with code.
The Code Enforcement Unit assisted Patrol Operations by manning posts along the beachside walking
paths. CEOs worked with patrol officers to ensure bicyclists adhered to the riding restrictions imposed
in response to COVID-19. In addition, CEO’s assisted with the re-opening of our beaches on June 10
and ensured that all east side buildings were posting the necessary NOAA advisory flags.
Criminal Investigations
The Criminal Investigations Division concluded its investigation pertaining to a fraudulent use of a credit
card that was reported in May. The investigation revealed the fraudulent activities occurred outside of
Bal Harbour jurisdiction. Detectives worked with the victim to ensure he took the necessary precautions
to prevent any future incidents.
Detectives are working with a retailer in the Bal Harbour Shops in an attempt to identify the person
responsible for the theft of a purse valued at over $1000. The suspect may have been captured on video
surveillance. Store personnel are trying to retrieve the video so it can be examined for possible leads.
Summary of Noteworthy Calls for Service
06-05 to 06-07-2020 George Floyd Demonstrations Village Wide
All members of the Bal Harbour Police Department worked extended shifts to ensure personnel were
available and ready in the event of protests/demonstrations related to the death of George Floyd.
Police officers, detectives, code enforcement officers, and police service aides all participated in high-
visibility patrols to deter incidents from occurring in the Village of Bal Harbour. No civil disturbances or
demonstrations were reported.
06-05-2020 Disturbance 9703 Collins Avenue, St. Regis
Officers were summoned to the St. Regis regarding a disturbance. Officers arrived and were directed
to a group of juveniles who were attempting to access the property. One of the juveniles was a former
resident and attempted to make entry. St. Regis security personnel denied the group access and the
juveniles left the area.

06-10-2020 Beach Ambassadors Bal Harbour Beach
The Miami-Dade County Beach Ambassador program commenced on June 10, 2020. Under the
direction of Miami-Dade County, the beach ambassadors were assigned to all public beaches to assist
with informing beachgoers of the CDC and beach guidelines. Bal Harbour officers have enhanced
patrols along the beach to assist residents and visitors with all the beach requirements.
06-10-2020 Baker Act 10100 Block Collins Avenue
While patrolling the Collins Avenue corridor, a Bal Harbour police officer observed a male behaving
erratically walking on the road and attempting to stop moving vehicles. The officers determined the
male was experiencing a crisis and was a danger to himself. The male was Baker Acted and transported
to a local hospital for evaluation.
06-10-2020 Deceased Person 9801 Collins Avenue
Emergency personnel were summoned to the Bal Moral regarding a deceased person. Miami-Dade
Fire and Bal Harbour officers located an unconscious elderly female in her apartment. Fire personnel
evaluated the female and determined she was deceased. The caretaker advised the female was elderly
and in declining health. There was no indication of foul play. Miami-Dade police homicide was notified
and the deceased was released to the funeral home.
06-10-2020 Fishing in a Restricted Area 10275 Collins Avenue
A concerned citizen notified Bal Harbour officers of two individuals fishing from the beach behind the
Harbour House. Officers responded and issued a verbal warning to the males . The males complied
and left the area.
06-11-2020 Disturbance 10185 Collins Avenue
Bal Harbour police officers responded to a verbal altercation between two residents at the Plaza
Condominium. Officers arrived and determined no violence occurred. The males ended their
discussion and left the area. No injuries were reported.
