Those present were Julie Livingston, Monty Parks, John Major, Wanda Doyle, Barry Brown and Bill Garbett. Also attending were Diane Schleicher, City Manager; Bubba Hughes, City Attorney; Tommy Branch, Ellis, Painter, Ratterree and Adams; Angela Hudson, Director, Finance Department; and Janet LeViner, Clerk of Council. Mayor Buelterman listed the following items on the consent agenda: Public Hearing, June 9, 2016, Second Reading 2016-17, Budget FY 2016-17 Regular City Council Meeting, June 9, 2016 Critz Tybee Run Fest (February 3 – 4, 2017): various times: North Beach (Meddin) parking lot, 16th Street parking lot, race routes detailed in application: Critz Tybee Run 6th Annual Coastal Empire Beach Festival (October 15) 9am – 4pm; beach area south side of the Walter W. Parker Pier & Pavilion & a portion of the 16th Street/Strand parking lot: Surfers for Autism, Inc. Department of Natural Resources/City of Tybee Island Historic Preservation Fund Grant Agreement for Historic Resources Survey, Phase 2 Department of Natural Resources/City of Tybee Island Historic Preservation Fund Grant Resolution and Certification: Historic Resources Survey, Phase 2 Request the City Council to review and adopt the Bond Resolution to provide for the issuance Water and Sewer Refunding Revenue Bond, Series 2016 for the purpose of refunding two FEFA loans and one GELAC water and sewer loan on August 1, 2016 for a cost not to exceed $3,750,000 Georgia Power Street Light Replacement Proposal – Replace 180 Cobra Head and Mercury Vapor Street Fixtures with LED Roadway Fixtures – for an increased cost of $6.90/month ($82.80/year). This replacement program does not include the turtle friendly street lights because Georgia Power has not developed a turtle friendly LED street light to date. They have a turtle friendly LED parking lot light but not an approved turtle friendly LED street lights. Account number: 100-4210-53-1230 Greenline Architecture Services for Renovation of City Hall Chief Robert Bryson, out-of-state travel, Washington, D.C., July 30th 14th Street: City to survey with professional surveyor 14th Street and install speed bump at entrance into the 14th Street Parking lot. Mayor Buelterman called the regular meeting to order at 7:00PM. All those present for the consent agenda were present. Consideration Local Requests and Applications – Funding, Special Events, Alcohol License Commercial Film Production Application for Implementing. NO ACTION. DEFERRED TO JULY 14, 2016 CITY COUNCIL MEETING. Wanda Doyle made a motion to approve the consent agenda. Barry Brown seconded. Vote was unanimous, 6-0. Consideration of Ordinances, Resolutions Adoption, 2016-17, FY 2017 Budget. Wanda Doyle made a motion to approve the adoption of the FY 2017 Budget. Monty Parks seconded. Vote was unanimous, 6-0. Second Reading 2016-15A, Sec 2-265, Establishment of the Community Resource Committee. Wanda Doyle made a motion to approve. Monty Parks seconded. Vote was unanimous, 6-0. Second Reading 2016-14B, Sec 34-233, Film Production Permits. Bill Garbett made a motion to approve as amended. Wanda Doyle seconded. Vote was unanimous, 6-0. Second Reading 2016-16, Sec 12-1, Exception to the Rules, Commercial Film Production Permit. Wanda Doyle made a motion to approve. Julie Livingston seconded. Vote was unanimous, 6-0. Council, Officials and City Attorney Considerations and Comments Bubba Hughes Ante Litem Notice, April Moore. No Action. To be discussed in Executive Session Wanda Doyle Speed limit for side streets. Public Safety Committee recommends City Council adopt 10 mph speed limit for all beach side streets off Butler Avenue from 14th Street to 18th Street Julie Livingston made a motion to adjourn to Executive Session to discuss litigation, real estate acquisition and personnel. Wanda Doyle seconded. Vote was unanimous, 6-0. Monty Parks made a motion to return to regular session. John Major seconded. Vote was unanimous, 6-0. Wanda Doyle made a motion to adjourn.
