HomeMy Public PortalAbout19550914CCMeetingThere being no further business, Council adjourned, subject to the call of the Mayor. Clerk /of Council Savannah Beach, Tybee Island, Ga. September 14, 1955. The regular meeting of Town Council was held today at 4:00 P.M. in the Council Room and was attended by Mayor Strong, who presided, Councilmen Peters, Hosti, Brown, Powers, Lovell and Meddin; Town Attorney Solms, Jr. Supt. Reed, Mr. J. W. Lang, Chief MMCutchen and Mr. L.B. Klusterman of the Armco Company. Mr. Klusterman informed Council that he was informed that the Town was in the market for some drainage pipe and he wanted to offer his assist- ands and cooperation, he was excused. Chief McCutchen reported that the parking meters are being taken down, repaired and stored until next season, the life guards have been let off, the extra policeman finishes on September 15th. He stated that the first aid equipment should be removed from the first aid station be re— conditioned and stored away. Mr. Lang reported that Mrs. Charlotte Bailey had not paid her water rent. He was asked why the water was not cut off and stated that Mr. Reed had orders to cut this water off. He stated that the number of delinquent water takers was being reduced. Superintendent Reed stated that the groin in front of the Solna Hotel should be repaired. The minutes of the meeting held August 10th were read and adopted. It was moved,_ seconded and passed that the storm sewer on Inlet Avenue emptgidgiiitc2Jybee lhlet be repaired at a cost of $517.28 and also the groin on the beach in front of the Solme Hotel, approximately 300 feet long, to be repaired at a cost of $4,522.00. The Mayor stated that the heating system at the new prison camp has not yet been purchased and that as cold weather will soon be here he would like to see this work started. It was moved, seconded and passed that the following committee be appointed to handle the matter with power to acts Mayor Strong, Councilman Meddin and Superintendent Reed. The Mayor reported that due to the recent heavy rains surface water is in a number of places all over the island and cannot get out as there are 1 1 no ditches from these places and also that the number of ditches have not been cleared out and have been holding a lot of this surface water but work had been started at once to clean out the ditches; the house sewerage line on Fifteenth Street from Butler to First Avenue caved in and asked what could be done as to repairs. He also stated that the drainage line which had been installed on the lot owned by Mrs. Blanche Solomon, running from First to Second Avenue in the block between Second and Third Streets, had been plugged up by A.P.Solomon, Jr. Mr. Reed was instructed to knock out the plug so that the surface water in that section could get out. The Mayor also stated that several houses in Venetian Terrace that were built on the ground had surface water inside the houses. It was moved, seconded and passed that the bills for the month of August for General Government amounting to $2,711.79 and bills for the Water Department amounting to $1,384.69 be paid. Mr. Solna stated that Mr. Harry G. Butler wanted to buy a part of Venetian Drive in front of his property, it was the opinion of Council that the Town could not convey any part of this street. It was moved, seconded and passed that the discount be allowed on the 1954 and 1955 taxes of James A. Brown provided that both were paid at once and at the same time. An application from Herman Diamond, as operator of the Red Barn located at Butler Avenue and Sisteenth Street, to transfer his whiskey, beer and other licenses to the Surf Club to be operated by Herman Diamond. It was moved, seconded and passed that this be granted provided that he will pay the other unpaid taxes due. A bill for $40.20 was submitted by Harry S. Blackwell, operator of Blackie'e Restaurant and Cocktail Lounge, to cover damages and expenses caused by the town sewer line backing up into his building on September 7, 1955. It was moved, seconded and passed that the bill be paid. A price quotation was submitted by the Polar Bear Ice & Coal Company to furnish gasoline to the Town. The matter vas referred to the Police Committee - 'It was moved, seconded and passed that the Town get bids on a quarterly basis from several of the gasoline distributors in Savannah. adopted; It was moved, seconded and passed that the following Resolution be A RESOLUTION WHEREAS,, U. S. Highway No. 80 between Savannah, Georgia and Savannah Beach, Tyybee Island, Georgia, is more than 30 years old, having been constructed just prior to 1925, and said Highway is a part of the transcontinental highway between the Pacific Ocean and the Atlantic Ocean; and WHEREAS, said U. S. Highway No. 80 is the only public highway to a beach within the limits of the State of Georgia, with the exception of a toll road from Brunswick to St. Simons and Sea Island, Georgia, and as such has an extremely excessive amount of traffic all during the year and more particularly during the spring and summer months from April throw September; and WHEREAS,, the roadway from Lazaretto Creek to the Beach is in its original 65 66 state with the exception that it has been re- surfaced to some degree, is ex- tremely low, and has many curves, and also at the present date is in.a very bad state of repair, being extremely dangerous to motorists; and WHIMS, Savannah Beach, Tybee Island, Georgia, is a community oImore than 2500 year -round families who are required to use this road daily, in addi- tion to the normal every -day traffic from other points in Georgia to and from the Beach; and WHEREAS,, public safety demands that the condition of this roadway be brought to the attention of the State Highway Department so that this portion of the roadway, which is more or-less in its original state, can be brought up to modern -day standards. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, that the State Highway Department be requested to take the necessary action to straighten, widen, elevate, and re- surface, U. S. Highway No. 80 from Lazaretto Creek -to the Beach including the improvement of the bridge over Lazaretto Creek. BE IT FURTHER RESOLVED that a copy of this Resolution be sent to the Hon. W. A. Blasingame, Chairman of the State Highway Board, and that a copy of same be sent to the Hbn. Marvin Griffin, Governor of the State of Georgia, and that a copy of same be sent to the County Commissioners of Chatham County, Georgia, and a copy be sent to the Hon. Owen H. Page, Jr.,Senator from the First District of Georgia, and, further, that a copy of said Resolution be spread upon the minutes of Council. 1
