The regular meeting of Town Council was held today at 4 P.M. in the Council Room and was attended by Mayor Strong, who presided, Councilmen Hosti, Brown, Powers, Lovell, Town Attorney Solos, Jr.,Supt. Reed, Chief McCutchen, Manager J. W.Lang, also by Mrs. J. Rowley, Mn. G.L. Fitzgerald and Mr. B. Taylor Smith. Mrs. Rowley protested against closing of a drain line that was installed on her property and connected to a sewer line which ran between hers and the adjacent property and drained into the marshes, she stated that this had been installed by th®.Town and that later on it was closed up by Mr. Reed. Mayor Strong informed her that the line would be re- opened for her. Mr. Fitzgerald presented a bill for Fifteen ($15.00) Dollars covering damage to.his property caused by the town's house dewerage backing up into,his house. The matter was referred to Councilman Hosti who was to see Mr. C. E. Thomas regard- ing this. Mr. B. Taylor Smith representing the Tybee Beach Company presented a map of a proposed sub - division that he intended to develop on the western side of the bulk head abutting Venetian Drive from Twelfth Street to Chatham Avenue, Mr. Solos suggested that it be referred to the Planning Board. Superintendent Reed stated that several years ago a line had been run through some property owned by Mrs. Blanche Solomon from First to Second Avenue to drain that area and that recently Mn. A.P. Solomon, Jr had plugged up this drain line. He also stated that he had samples of a wood preservative known as CELCURE. Councilman Lovell stated that 11RUST- 0 -LEUM" Paint on the water tower has not held up and that the paint manufacturers have offered to give sufficient paint to spot pas nt on those portions which have gave way, he suggested that the Georgia Water Proofing and Erecting Company, who painted the tank, be contacted to see if they would repaint it on a cost plus basis. The matter was referred to the Public Works Committee. Councilman Brown suggested that some locations be checked with the view of putting in some more ramps for the launching of boats. This was referred to the Public Works Committee. Chief McCutchen stated that it would be necessary to employ someone to main- tain the parking meters due to the death of Jinks N. Durden and said that he could not get anyone to do this work for the salary that was paid to Mr. Durden but that Charles J. Bishop one of his police officers who attended the Dual Parking Meter School was agreeable to taking the, position provided he was paid the same salary he is receiving now. He stated he would like to have Bishop take care of the parking meters and employ a new police officer to take Bishop's place. He was asked if he had anyone in mind for the new position and he stated that Thomas F. Fitzgibbons had applied for the position as police officer. It was moved, seconded and passed that Charles J. Bishop be employed as maintenance officer for the parking meters at his previous salary and that Thomas F. Fitzgibbons be employed as police officer at a salary of $229.54 per month effective October 16, 1955. 68 It was moved, seconded and passed that effective October 15, 1955 that the Clerk's Office and the k'ater Department Office be closed all day Satur- day until May 1, 19$6 then the office will be open until 1 P.M. on Saturday for the summer months. It was moved, seconded and passed that bills for the month of September for General Government amounting to $2,520.99 and that bills for the Water Department amounting to $613.36 and for the Groin & Seawall Account amounting to °„ s 9.30 be paid. The Mayor presented a bill for Five ($5.00) Dollars covering wrecker service in pulling the automobile of Mrs. M. Dulmage out of a street where it bad bogged down due to the heavy rains and suggested that it be paid. It was moved, seconded and passed that this bill of Five ($5.00) Dollars be paid. Mr. Solms informed Council that he had been presented a claim by Mr. Barth Shea of the Law Firm of Corish & Alexander, for in4uiy to Mr. Tarver in the amount of approximately $22,000.00. Councilman Hosti stated that C. E. Thomas was operating an electrical contractor's business under the license of the Diamond Electric Company and that Thomas should be required to stand an examination for an electrician. Petition of S.R. Kent to transfer his business license from Kent's Drive -in by S. R. Kent located on Jones Avenue and First Street to Kent's by S. R. Kent located on Sixth Avenue & First Street. It was moved, seconded and passed that this petition be granted. Petition of S. R. Kent to have the large sign of the Palm Terrace Sub - division so that it would not block the view to his place of business removed. He also requested that Sixth Avenue be opened extending as far tack as his property line. Referred to the Public Works Committee. A bill for Ninety (;•6.00) Dollars charged to the Palm Terrace Company covering the purchase of 240 feet of 8" concrete pipe was returned by Mr. T. B. McCarroll, he stating that the Town had agreed to put in this line if the Palm Terrace Company would install the flood gate. The Mayor stated that this was correct. It was moved, seconded and passed that this charge of Ninety ($96.00) Dollars be cancelled. The Mayor informed Council that as cold weather was approaching it was necessary that some action be taken towards installing a heating system in the new prison camp, and that bids had been received from Edmund J. Solomon and Thomas Plumbing Company to do the work and that the bid of the Thomas Plumbing Company of $3,588.00 was lowest. He instructed them to do the work and asked Council that his action be approved. It was moved, seconded and passed that the action of the Mayor be approved. A letter was received from Mr. R.E.Van Buren protesting against the weeds growing on both sides of his property and informed the Town that if his property should be damaged or destroyed as a result of a fire in either of these locations that he was going to hold the Town.liable for any damages. The Clerk was instructed to write to M r. Van Buren. 1 1 69 It was moved, seconded and passed that a refund of Ten ($10.00) Dollars be made to the 'Naves Motel, E. C. Bobo, Mgr., due to duplicate collection of license for soft drinks as shown on 1955 licenses #224 and #234. Also that a refund of Thirty -four 4011ars and Silty -six Cents ($34.66) be made to Mrs. Bessie Naylor covering duplicate payment on her 1953 Taxes as shown by Tax Bill #977. It was moved, seconded and passed that thisrrefund be granted. It was moved, seconded and passed that the salary of Jinks N. Durden, who died on September 28, 1955, for the month of October be paid to his widow, Mrs. Thelma Durden, and also that a Resolution be passed extending sympathies to the family of Fir. Durden. The Mayor informed Council of the proposed development of Little Tybee Island and that some of the representatives of the new owners approached him in connection with the building of a new road from Wilmington Island across Bull River through Little Tybee and across Tybee Inlet connecting with the present road at the south end of the Island. Council was of the opinion that it was a fine thing. It was moved, seconded and passed that the following Resolution be adopted. 70
