Manis, owners, Robert L. O'Maley, agent; requesting a rezoning from R-2 One -Family Residence District to R-3 One -to -Eight Family Residence District on the property located at 1809 Chester Boulevard, Richmond, Indiana Notices were delivered to seven surrounding property owners, no comments were returned to this office. Planning Staff recommended approval of the request. Our Comprehensive Plan Map shows this area to be the southern terminus of a Special Development Area. The future development of Chester Boulevard not only should be, but will be commercial. Such development cannot be kept on hold awaiting needed improvements to the transportation network, therefore the City must take the initiative and plan for proper development and let the improvements follow as the need and EVDOT funding programs allow. The Commission voted 8 in favor, none opposed to recommend the passage of Ordinance No. 72-1994. The ordinance re -zones residential property located at 1809 Chester Boulevard from R-2 One Family Residence District to R-3 One to Eight Family Residence District. The owners, Marvin and Esther Manis, propose to utilize uses permitted in R-3 zoning. The ordinance should be back to Council on second reading, October 3,1994.
