(1) All commercial and institutional applicators of fertilizer wit /tin Palm Beach County shall abide by and successfully complete the six -hour training program in the "Florida- Friendly Best Management Practices for Protection of Water Resources by the Green Industries" offered by the Florida Department of Environmental Protection through the University of Florida /Palm Beach County Cooperative Extension Service "Florida- Friendly Landscapes" program or an approved equivalent program. Sec. 38 -102. - Licensing of commercial applicators. • (1) All businesses applying fertilizer to turf or landscape plants (including, but not limited to, residential lawns, golf courses, commercial properties, and multi family and condominium properties) mast ensure that the business owner or his /her designee holds the appropriate "Florida- Friendly Best Management Practices for Protection of Water Resources by the Green Industries" training certificate prior to the business owner obtaining a local business tax certificate. Owners for any category of occupation which may apply any fertilizer to turf and/or landscape plants shall provide proof of completion of the program to the Town of Gulf Stream Tax Collector's Office. It is the responsibility of the business owner to maintain the "Florida - Friendly Best Management Practices for Protection of Water Resources by the Green Industries" certificate to receive their Business Tax Receipt annually. (3) All businesses applying fertilizer to turf and /or landscape plants (including, but not limited to, residential lawns, golf courses, commercial properties and multi family and condominium properties) must ensure that at least one employee has an appropriate "Florida- Friendly Best Management Practices for Protection of Water Resources by the Green Industries" training certificate prior to the business owner obtaining a local business tax certificate. Standard business tax receipt (BTR and transaction fees shall apply). " Please provide the record of the most recent proof of completion of "Florida- Friendly Best Management Practices for Protection of Water Resources by the Green Industries" certificate received from the Gulf Stream Golf Club, The Little Club and the Gulf Stream Bath and Tennis Club. This request is made pursuant to the Public Records Act, Chapter 119 of the Florida Statutes and is also requested under the Common Law Right to Know. the Common Law Right of Access and any statutory Right to Know (including without limitation, any statutory Right of Access, as applicable). This request is also made pursuant to the rights of the requester which are provided for in the Florida Constitution. Please provide the records in electronic form. If the records were originally created in electronic form then please provide the records in the same digital quality and original electronic form that they were created in. Do not reduce or in any way modify the copy of the original electronic record other than that required to make an exact replica. If the record was not created originally in electronic form please replicate the record electronically and provide the electronic form of the record as requested above. If any record is only available in hard copy, in all cases, unless impossible, make all responsive records two sided and billed in accordance with State Statute I I9.07(4)(a)(2). All electronic copies are requested to be sent via email delivery. Electronic records too large to be emailed should be recorded on the least expensive electronic storage device available. If you deny this request in whole or in part, I request that you advise me in writing, as required by section I I9.07(1)(e) and (f), Fla. Stat., of the particular statutory exemption upon which you are relying and that you state with particularity the reason for your conclusion that the record is exempt. If an asserted exemption applies to only a portion of a record, please delete the portion that you claim is exempt and release the remainder of the record as required by section 119.07(1)(d). Do not delete, omit, block out or redact any portion of a record which you are required by law to produce upon my request. Please provide the approximate costs (if any) to fulfill this public record request in advance. Do not incur any billable expense without first obtaining my written approval to do so. As per State Statute 119.01 (Definitions), any costs imposed to the requester by your agency must be approved by me in advance of you incurring any expense you expect me to pay for.
