HomeMy Public PortalAbout077-1994 - SPECIAL ORDINANCE AUTHORIZING THE SUBMITTAL OF THE HORDINANCE NO. 77-1994 A SPECIAL ORDINANCE AUTHORIZING THE SUBMITTAL OF THE HOUSING DEVELOPMENT FUND (HDF) APPLICATION TO THE INDIANA HOUSING FINANCE AUTHORITY AND ADDRESSING RELATED MATTERS WHEREAS the Richmond, Indiana, City Council recognizes the need to stimulate growth and to maintain affordable housing within its corporate Iimits; and WHEREAS the Housing and Community Development Act of 1974, as amended, authorizes the Indiana Housing Finance Authority to provide grants to local units of government to meet the affordable housing and community development needs of low and moderate income persons; and WHEREAS the Planning Department of Richmond, Indiana, will conduct public hearings prior to the submission of an application to the Indiana Housing Finance Authority, said public hearings to assess the housing, public facilities and economic needs of low and moderate income residents; NOW, THEREFORE, Be It Ordained by the Common Council of the City of Richmond, Indiana, that: 1. The Mayor is authorized to prepare and submit an application for grant funding of $50,000.00 to assess the feasibility of converting the former Nicholson School building and campus into apartments for low and moderate income families and to execute and administer a resultant grant including requisite general administration and project management, contracts and agreements pursuant to regulations of the Indiana Housing Finance Authority and the United States Department of Housing and Urban Development. 2. The City of Richmond, Indiana, hereby commits the requisite local funds in the amount of $5,000.00 comprised of $1,000.00 from the Richmond Housing Authority and $4,000.00 from local financial institutions as leveraged funds for said program, such commitment to be contingent upon receipt of HDF funding from the Indiana Housing Finance Authority. Discussions have been held by representatives of the Indiana Housing Finance Authority, the Lieutenant Governor's office, the Mayor, the Planning Director, the Public Works Director, the undersigned, Keith McGathey and Maxcine Bragg of the Richmond Housing Authority, Tony Broadwell and John Martin of Richmond Community Schools Corporation, interested developers and other concerned persons regarding the conversion of the former Nicholson School and campus into apartments for low and moderate income families. This project ranks number one in priority among all pending housing proposals involving the City of Richmond as a sponsor and active participant. Robert Goodwin will be available to answer your questions regarding this application to the Indiana Housing Finance Authority for a feasibility study grant of $50,000.00.
