Home My Public Portal About078-1994 - SPECIAL ORDINANCE AUTHORIZING THE SUBMITTAL OF THE CORDINANCE NO. 78-1994 A SPECIAL ORDINANCE AUTHORIZING THE SUBMITTAL OF THE COMMUNITY FOCUS FUND (CFF) APPLICATION TO THE INDIANA DEPARTMENT OF COMMERCE AND ADDRESSING RELATED MATTERS WHEREAS the Richmond, Indiana, City Council recognizes the need to stimulate growth and to maintain a sound economy within its corporate limits; and WHEREAS the Housing and Community Development Act of 1974, as amended, authorizes the Indiana Department of Commerce to provide grants to local units of government to meet the housing and community development needs of low and moderate income persons; and WHEREAS the Planning Department of Richmond, Indiana, will conduct public hearings prior to the submission of an application to the Indiana Department of Commerce, said public hearings to assess the housing, public facilities and economic needs of low and moderate income residents; NOW, THEREFORE, Be It Ordained by the Common Council of the City of Richmond, Indiana, that: ....... ..... .... _...._... _ .__ ._1 _- .The Mayor -is -authorized -to -prepare -and -submit -an -application -for -grant -funding of $25%000.00-- to address asbestos removal, demolition, back -filling and grading the Medical Arts Building and adjacent parking lot and to execute and administer a resultant grant including requisite general administration and project management, contracts and agreements pursuant to regulations of the Indiana Department of Commerce and the United States Department of Housing and Urban Development. 2. The City of Richmond, Indiana, hereby commits the requisite local funds in the amount of $58,334.00 in Economic Development Income Tax receipts, $25,000.00 cash received from the Wayne County Commissioners for this project, and $25,000.00 spent on repairs of the Promenade for a local match totaling $108,334.00, such commitment to be contingent upon receipt of CFF funding from the Indiana Department of Commerce. MILLIGAN City Attorney The Indiana Department of Commerce has met repeatedly with the Mayor, the Planning Director, the City Controller, the Public Works Director, the undersigned and other concerned persons regarding the use of community development grants in the City. The acquisition of the Medical Arts Building and adjacent parking lot on the north side of said building from the Wayne County Commissioners was accompanied by a $25,000.00 check to be used on this project encompassing asbestos removal, demolition, back -filling and grading. This project ranks number one in priority among all pending community development proposals involving the City of Richmond as a sponsor and active participant. Robert Goodwin will be available to discuss the application and hearing procedure with you. The grant application will be for $250,000.00 from the State to go with a local match of $108,334.00.
