A SPECIAL ORDINANCE AUTHORIZING A GRANT REQUEST FOR THE MICROENTERPRISE
ASSISTANCE PROGRAM TO THE INDIANA DEPARTMENT OF COMMERCE
WHEREAS the Richmond, Indiana, City Council recognizes the need to stimulate growth and to
maintain a sound economy within its corporate limits; and
WHEREAS the Housing and Community Development Act of 1974, as amended, authorizes the
Indiana Department of Commerce to provide grants to local units of government to assist
individuals engaged personally in starting economic enterprise, and
WHEREAS the Planning Department of Richmond, Indiana, will administer any funds obtained
from the submission of an application to the Indiana Department of Commerce, for the
Microenterprise Assistance Program,
NOW, THEREFORE, Be It Ordained by the Common Council of the City of Richmond, Indiana, that:
1. The Mayor is authorized to submit an application for grant funding of $150,000.00 to the
Indiana Departure t of_Commerce_for-the.Microenterprise Assistance -Assistance -funded -bye -the -Housing - -
_ and Community Development Act of 1974.
2. The City of Richmond, Indiana, hereby commits to provide overall responsibility for grant
administration through its Department of Planning and Redevelopment in the person of Robert
Goodwin, its Director, who has been designated as a Certified Grant Administrator by the Indiana
Department of Commerce.
3. It is hereby acknowledged that no local matching funds are required for said grant.
4. It is hereby acknowledged that said grant will be managed on a day-to-day basis by
Richmond's Main Street organization with the assistance of the Richmond -Wayne County Chamber of
Commerce.
5. The City of Richmond is hereby authorized to conduct a public hearing on the proposed grant
activities on Monday, October 24, 1994 at 9 A.M. in the Planning Department Conference Room, 50
North 5th Street, Richmond, Indiana.

The Indiana Department of Commerce has been working with Main Street Director Renee Oldham, the
Chamber of Commerce staff, and other concerned persons regarding a grant to the City from the
Microenterprise Assistance Program.
The City is required to be the applicant for the grant although it will be managed on a day-to-day
basis by Main Street, a 501 (c)(3) not -for -profit corporation under Indiana law and the Internal Revenue
Code.
Planning Director Robert Goodwin has been designated as a Certified Grant Administrator by the
Indiana Department of Commerce. He will have overall responsibility for grant administration.
The grant request is $150,000 and, unlike most grant requests, no local matching funds are required.
Goodwin, Oldham and Chamber staff will be on hand to present and explain the ordinance which
authorizes the submittal of a grant application.
This ordinance can be adopted in a single meeting with motions to suspend the rules.
