MILLIGAN City Attorney This ordinance amends Section 95.11 of the Richmond Code to permit the sale of beer at McBride Stadium. Highland Lake Golf CIub is the only exemption to the prohibition by the Code regarding the sale, possession and consumption of alcoholic beverages on Park Department property. The Park and Recreation. Board voted 3 to 0 to recommend this amendment in order to meet the requirements for the transfer of a Frontier League professional baseball franchise from Portsmouth, Ohio, to Richmond. A group of private investors has an outstanding offer to the owners of the Portsmouth franchise and has approached the Park and Recreation Board regarding a lease of McBride Stadium, for a professional team. Bill Lee, Commissioner of the Frontier League, will be present at your November 7th meeting to explain why this amendment is required for continued consideration of Richmond as a franchise site.
