Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Collins Avenue Corridor

Narrative / Comments
In response to the increase in vehicular and pedestrian traffic, Bal Harbour police officers were
strategically assigned traffic posts throughout the Collins Avenue corridor to assist with the orderly
flow of traffic traversing north and south on Collins Avenue. Additionally, a Bal Harbour police
officer was assigned to the pedestrian crosswalk at 9700 Collins Avenue to ensure the safe
passage of pedestrians entering and exiting the Bal Harbour Shops. The increase in vehicular
and pedestrian traffic is suspected to be directly related to the number of local sporting,
entertainment, and New Year's Day events and celebrations in the Miami -Dade County area.

1 Chairs on the Beach/Sea Oats
1 10200 Block / Beachside
A concerned anonymous complainant advised a public works employee of chairs on the Sea Oats
Plants. Upon arrival a Bal Harbour police officer observed chairs on the beach inside the
cordoned off area (the area was cordoned off for the fireworks display); however no chairs were
on any portion of the landscape or Sea Oats. The entire beach area experienced very large
crowds which added chairs/loungers and trash. A Bal Harbour police supervisor responded and
made contact with public works personnel and hotel/condo beach workers who were on scene
restoring and cleaning up the entire beach side.

Dog on the Beach

A concerned anonymous caller advised the Bal Harbour police department of a Black German
Shepherd on the beach. Units responded and conducted an area search which yielded negative
results. No violation or dog matching that description was observed on the beach.

Fraud / Dependent Elderly Person

Narrative / Comments
Bal Harbour police responded to a possible fraud case where unknown person(s) attempted to
obtain a credit card under the victim's name. While on the scene the officers found the elderly
victim had recently undergone a surgical procedure. The victim had no relatives who could assist
her. She is under the care of a home health service provider. The victim had very little food and
could not properly care for herself. The officer notified the Department of Children and Family
which initiated an investigation and sent a social worker. A family friend was contacted and
responded to aid the victim. In addition, the condo property manager was also going to ensure
the victim receives proper care and logistical support.

Narrative / Comments
Bal Harbour police and the Miami Dade Fire Department were dispatched in reference to a fire at
the hotel pool pump. Upon arrival, hotel employees' had already extinguished the fire which was
due to the pump overheating. The fire department deemed the situation as safe and all units
cleared.

Trespass Incident
1 9701 Collins Avenue St. Regis Hotel
Narrative / Comments
St. Regis Hotel security detained a male who was trespassing in the pool area. The male who
was not a guest was observed attempting to take a pair of sunglasses from a chair. St. Regis
security administered a no trespass order to the subject which was witnessed by the officers. The
subject had no open warrants and was released on the scene.

The victim, a St. Regis guest, reported that on December 31, 2015, his cell phone and laptop
were stolen from inside his book bag from the beach while he was swimming. The victim did not
immediately make a report to the police but now realized he needed one for insurance purposes.

9600 Harding Avenue (SunTrust Bank)
Narrative / Comments
While patrolling the 96 Street corridor, a Bal Harbour officer discovered a suspicious male lying
near the doorway of the SunTrust Bank. The officer stopped and conducted an inquiry as to why
the male was on the property. The male indicated he was Homeless and stopped at the location
to sleep for the night. The officer offered the male Homeless Shelter assistance, however, the
male declined the assistance. A routine criminal history of the male revealed a non-violent
criminal past. Bal Harbour police officers inspected the property and no signs of any criminal
activity were revealed. The homeless male voluntarily left the property.

Vehicle Traffic Crash

Narrative / Comments
Bal Harbour officers
responded in emergency mode regarding a vehicle that crashed into the
perimeter wall of the
Majestic Condominiums, causing approximately $10,000 in property
damage. The driver
of the vehicle told responding officers he fell asleep while operating the
vehicle. The driver was not suspected of impairment and was subsequently issued a traffic
citation.

Narrative / Comments
Bal Harbour officers were summoned to the St. Regis Hotel regarding a male presenting a
fraudulent credit card for payment. When the officers arrived, employees from St. Regis directed
the officers to the male with the fraudulent credit card. Bal Harbour officers contacted the
financial institution and confirmed the credit card was fraudulent. The male was detained and
subsequently arrested. During a standard search of the male, officers discovered 3 additional
fraudulent credit cards in the male's wallet. The male was charged accordingly and transported to

I North Municipal Parking Lot
Narrative / Comments
While on routine patrol,
a Bal Harbour police officer noticed the security lights in the North
Municipal Parking Lot were inoperable. Bal Harbour officers contacted the Public Works
Supervisor who provided
the officers instructions on how to restore the power to the security
lights. Bal Harbour officers were able to successfully restore the lights. No damages or incidents
were reported.

Shops roof top parking area.
Narrative / Comments
Bal Harbour Police received a call from the on -duty security officer at the Young Israel Shul of 2 suspicious
females on the top level of the Bal Harbour Shops parking garage. According to the security officer, he
observed the females taking pictures of the Young Israel Shul. Bal Harbour officers arrived and were
unable to locate the females. The females were described as dark skinned, approximately 20 — 25 years
old, shoulder length hair, wearing scarfs across their faces. Bal Harbour police officers and Shops Security
canvassed the parking garage and shops area in an effort to locate the females. Surfside Police
Department was notified (Surfside Case # 16-0053) of the incident and Bal Harbour officers were
instructed to conduct Directed Patrols of the Shops and all levels of the parking garage. Bal Harbour
Shops security supervisor was also notified. This case is being investigated jointly between Surfside, Bal
Harbour and FBI as a suspicious incident.

Narrative / Comments
The complainant stated they were shopping at Aventura Mall and made several purchases from Louis
Vuitton Store totaling $17,681.10. The complainant then visited the Bal Harbour Shops; parking their
vehicle with the valet service. The complainant stated they left the two Louis Vuitton bags on the rear seat
of the vehicle. The complainant returned one hour later and drove to the St. Regis Hotel; at which time
they discovered the two bags were missing. The complainant returned to the shops and notified the valet
supervisor who in turn notified the police department. The case has been assigned to a Bal Harbour police
detective.
