December 15, 1955 The regular meeting of Town Council was held today at 4 P.M. in the Council Room and was attended by Mayor Strong, who presided, Councilmen Peters, Brown, Meddin, H osti, Lovell, Town Attorney Solms, Jr., Supt.Reed, Chief McCutchen, Manager Water Dept. J. W. Lang, and Mr. A. P. Smith, Harry Sponseller, Sr., and Arthur Sponseller. Mr. Smith requested permission to operate a meat processing plant on property located in a residential area. He intended packing sausage meats, etc in half pound packages and selling these to the trade on a wholesale basis not as a retailer. Mr. Sponseller objected to the grant- ing of this as it was close to his house. Two petitions were reed, one sighed by a group agreeing to it and another group objecting to it. The petitioners were excused. After discussing the matter Council decided that the request of Mr. Smith be denied. Superintendent Reed reported that he had started work on the groin in front of the Solms Hotel. Chief McCutchen reported that the dogs were beginning to be a nuisance again, and he also reported that six (6) houses on the island have been broken into recently. Minutes of the meeting held on November 9th were read and adopted. Mayor Strong reported that he had a survey made of some of his pro- perty in Bay Ward and found that a portion of Ford Avenue was encroaching on his property and that he had planned to fence -in this area, he had a surveyor re- locate the area where the street should probably be and that he had burrowed the use of a drag line from the county to open the new road. Councilman Lovell reported that he had talked to the contractor who painted the water tower regarding the peeling of some of the paint and the contractor suggested that the work not be done until spring, as the 73 manufacturers of the paint that was used had agreed to supply the necessary paint, it was decided that the paint be gotten now and held until the con- tractor is ready to paint. Council Neddin moved that bills for General Government for the month of November amounting to $2,446.78, and bills for the Water Department amounting to ';,.:14.37 and that bills for the Groin and Seawall Account amount- ing to $3,225.87 be paid. The motion was seconded and passed. It was moved, seconded and passed that tobacco and cigarettes be pur- chased for Christmas presents for the prisoners and guards at the prison camp. Councilman Hosti will handle it. Town Attorney Solms informed Council that the Planning Board had called a meeting for 8 P.M. December 27th in the Town Hall to pass on the petition of the Tybee Beach Company through Mr. B. Taylor Smith to create a sub -divi- °sion northwardly of Venetian Drive running from Twelfth Street to Chatham Avenue. Mr. Solms also suggested that as the Georgia Legislature was going to meet in January it would be a good idea to give thought to revising the Town Charter where necessary. Mrs. Ann Guyer petitioned for a street light in the vicinity of Fourth Avenue and Fourteenth Street. Referred to Councilman Brown to handle. Petition of Wm. 1. Colley, Jr.,to be granted a whiskey license and other licenses at the northeast corner of Butler Avenue and Sixteenth Street. (The Red Barn). It was moved, seconded and passed that this petition be granted provided he takes out a license for the last half of the fiscal year 1955. A petition was presented by W. C. Cutten to sell alcoholic beverages in the Mayflower Hotel at the northwest corner of Butler Avenue and Sixteenth Street. Council decided that no alcoholic beverage licenses were available at this time. The matter of a pension plan for the Town Officers and employees was discussed and the matter referred to Town Attorney Solmsiwas discussed and the matter referred to Town Attorney Solms. The Mayor informed Council that he had received a, letter from Mr. A. J.Ryan, Solicitor General, relating to fortune tellers and Mr. Ryan was informed that Fortune Tellers are not permitted to operate in the town limits. Permission was requested to transfer the 1955 alcoholic, beer and other licenses from Stephens Place (Nike Goldberg) to Stephens Place (by James T. Darby). It was moved, seconded and passed that the petition be granted upon payment of the Twenty -five ($25.00) Dollar transfer fee for the liquor license. It was moved, seconded and passed that the discount on the 1955 taxes of T. B. McCarroll be granted. Mayor Sarong suggested that the election of the new Councilman to fill the unexpired term of Robert F. Powers be postponed until the January meeting. It was moved, seconded and passed that the following Resolution be adopted: 74 RESOLUTION WHEREAS, it has been brought to the attention of the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, that individuals and commercial fishermen have been taking crabs during the spawning season from the streams, bays and ocean within and adjacent to the corporate limits of the municipality; and, WHEREAS, it is believed that the taking of crabs during the spawning season is not to the best interests of all fishermen as it depletes the abundance of crabs as has been evidenced in the past year or. two as a result of the taking of crabs during the spawning season. NOW,THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in council assembled, that the State Game and Fish Commission, the State Health Department and any other department of the State Government, as well as the County au- thorities and the Chatham County Grand Jury, be advised of this situa- tion and, further, that they be requested to assist in enforcing the present laws so that this practise may be eliminated, as provided in Code Sections 4541 and 45 -902 of the Georgia Code Annotated (Georgia Laws 1955, PP. 483, 529 -530). BE IT FURTHER RESOLVED that a copy of this Resolution be sparead upon the minutes of council and a copy thereof sent to the State Game and Fish Commission, the State Health Department and the Chatham County Grand Jury.
