A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT 7 AND 15 EAST
MAIN STREET
WHEREAS the zoning map designates 7 and 15 East Main Street, Richmond, Indiana,
as 0-1 Greenbelt District, and
WHEREAS it is desirable to change the zoning designation to C-2 Commercial District
to conform the present business uses to the surrounding area and the
historical use of this real estate,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of the real estate at 7 and 15 East Main Street, being Auditor's Map
number 50-05-120-103.000-29 is hereby changed to C-2 Commercial District.

This ordinance is a rezoning of legal non -conforming business uses at 7 East Main Street, the As-U-Like
Barber, Pipe & Tobacco Shop, and 15 East Main Street, the Rib Pit. This has been a business location for
a number of years and became non -conforming with the zoning of the Whitewater River Gorge as 0-1 in
1967.
The current zoning is 0-1 Greenbelt District. The owners are requesting a change to C-2 Commercial
District to conform to surrounding property and to make it more marketable in the future.
This ordinance should be referred to Plan Commission for public hearing at its meeting on November 29,
1994.
This ordinance should be back to Council for second reading on December 5,1994.

RE: Ordinance # 89 - 1994
The Richmond Advisory Plan Commission conducted a public hearing, Tuesday,
November 29, 1994, on the petition of Chesley H. Ellis and Hazel I. Ellis, owners;
requesting a rezoning from 0-1 Greenbelt District to C-2 Retail Commercial District
on the property located at 7 East Main.
Notices were delivered to all surrounding property owners. One comment was
returned to this office in favor of the request none in opposition.
Richmond's Comprehensive Plan designates this area to be a retail or commercial
district. The property in question is surrounded on three sides with retail and/or
Industrial zoning.
The Planning staff recommended approval of the request.
The Planning Commission voted 10-0 to recommend to Council that this property
be rezoned to C-2 Retail Commercial District.
