A SPECIAL ORDINANCE DECLARING AN AREA AN ECONOMIC REVITALIZATION AREA
WHEREAS Indiana Code 6-1.1-12.1 has granted the Richmond Common Council the opportunity to
abate property taxes on structures and new manufacturing equipment in an area within
the corporate limits which has become undesirable for, or impossible of, normal
development and occupancy because of lack of development, cessation of growth or other
factors which prevent a normal development of property or use of property by declaring
such an area an economic revitalization area, and
WHEREAS such declaration is a preliminary step in designating an area an economic revitalization
area because a public hearing must be conducted by said Common Council after the
adoption of this special ordinance and a confirmatory declaration must then be adopted
subsequent to the public hearing, and
WHEREAS the territory described in attached Exhibit A lies entirely within the jurisdiction of the
Richmond Advisory Plan Commission and said Common CounEl�for zoning purposes, and — _
WHEREAS said territory was classified M-1 Light Industrial District by Ordinance No. 12-1992,
adopted May 19,1992, by said Common Council but has not developed industrially, and
WHEREAS said territory is contiguous to area 6 designated as an economic revitalization area by
Resolution No. 10-1984, adopted April 16,1984, by said Common Council, which has
developed industrially, and
WHEREAS it is desirable to allow deductions from property tax values for a period of ten years in
the proposed economic revitalization area for both structures and new manufacturing
equipment,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that:
A. economic revitalization area number 6 designated by Common Council Resolution 10-
1984 be expanded to include the territory described in attached Exhibit A and that said
additional territory be and is hereby declared an economic revitalization area under
the provisions of Indiana Code 6-1.1-12.1;
B, the deductions from property tax values be available for a period of ten years pursuant
to the deduction schedules set forth for structures and new manufacturing equipment in
Indiana Code 6-1.1-12.1;
C. that a public hearing be held at the time and place of the regular meeting of
Common Council on January 3,1995, 50 North 5th Street, Richmond, Indiana, at 7:30
P.M., at which time Common Council will receive and hear all remonstrances and
objections from interested persons as required by Indiana Code 6-1.1-12.1-2.5(c), and
D. that a certified copy of this special ordinance be filed with the Wayne County
Assessor as required by Indiana Code 6-1.1-12.1-2.5(b); and
E. that this designation of that part of the territory described in attached Exhibit A that
was annexed by Ordinance No. 98-1994 adopted December 19,1994, shall become
effective upon the effective date of said Ordinance No. 98-1994.

This ordinance proposes the designation of 137.555 acres owned by Richmond Industrial Center, Inc. as
an economic revitalization area (ERA) in order to obtain tax abatement for industrial development.
The ordinance expands an existing ERA, designated as Area 6 by Common Councils' Resolution 10-1984,
commonly known as the Eastern Indiana Industrial Park. This ordinance is proposed by the
administration pursuant to the economic development plan of the City to designate all areas that are
zoned either M-1 Light Industrial District or M-2 General Industrial District as ERA's in order to
stimulate private investment to create manufacturing jobs.
Indiana law requires Council to conduct an advertised public hearing after the adoption of this
ordinance which can be scheduled for your January 3rd meeting if this ordinance is adopted December
19th by using two motions for suspension of the rules.
