AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY
PUD PLAN AMENDMENT FOR PROPERTY LOCATED AT 3507 AMAZONAS DRIVE;
DESCRIBED AS PART OF THE SOUTHWEST QUARTER OF THE SOUTEAST QUARTER OF
SECTION 4, TOWNSHIP 44 NORTH, RANGE 12 WEST, JEFFERSON CITY, COLE COUNTY,
MISSOURI
WHEREAS, Jefferson City Area Young Men's Association, owner of the real estate hereinafter
described, having submitted to the City Council a Preliminary PUD Plan
Amendment of said real estate, being part of the Southwest Quarter of the
Southeast Quarter of Section 4, Township 44 North, Range 12 West, in the City of
Jefferson, County of Cole, more particularly described as follows: BEGINNING at

WHEREAS, it appears that the procedures set forth in the zoning code relating to Planned Unit
Developments have in all matters been complied with, as said property owner
submitted to the Planning and Zoning Commission and City Council a Preliminary
PUD Plan for the above referenced property.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. The Preliminary PUD Plan Amendment submitted by Central Missouri
Professional Services, on file as Case No. P14004 in the Jefferson City Planning Division, is
hereby approved for the land referenced above.
SECTION 2. Common Areas and Public Land. No common areas are proposed and no
lands are dedicated to public use with this PUD Plan.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval. g

Case No. P14004 — 3507 Amazonas Drive, Preliminary PUD Plan Amendment. Application
filed by Jefferson City Area YMCA, property owner, for an Amended Preliminary PUD Plan for a
two story building addition consisting of 23,000 square feet. The property is located on the south
side of Amazonas Drive 1500 feet east of West Truman Boulevard and is described as part of the
Southwest Quarter of the Southeast Quarter of Section 4, Township 44 North, Range 12 West,
Jefferson City, Missouri (Central Missouri Professional Services, Consultant).
Mr. Barron described the proposal and explained that the applicant is requesting approval of an
amended Preliminary PUD Plan in order to construct a two story building addition. He stated that
the proposed addition would contain locker rooms on the lower level and a fitness room on the
upper level. Mr. Barton explained that site improvements would be minimal, and includes the
formalization of parking spaces along the former Alameda Drive and designation of an overflow
parking lot. He stated that a gravel driveway serving the rear of the existing building would be
slightly relocated to make room for the building addition. Mr. Barron explained that the previous
PUD Plan identified an underlying zoning district of C-1 Neighborhood Commercial for the purpose
of establishing allowed uses on the property. He stated that no change in the underlying zoning is
proposed.
Mr. Brian McMillian, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request. Mr. McMillian distributed a visual depicting the proposed addition. He stated
that the proposed addition will consist of 23,000 square feet. Mr. McMillan explained that the
proposed addition would contain locker rooms on the lower level and a fitness room on the upper
level.

Mr. Nunn moved and Mr. Dutoi seconded to recommend approval of the Preliminary PUD Plan
subject to comments and technical corrections by City Staff, to the City Council. The motion passed
8-0 with the following votes:

a. A Preliminary PUD Plat was approved in 2008/2009 in accordance with
Ordinance No. 14448. This plan approved the facility that is in place today.
Since that plan was approved and the facility was constructed, the City of
Jefferson has vacated the Alameda Drive Right of Way which is adjacent to the
facility and the YMCA has acquired two properties to the east of that Right of
Way. As such, the total area owned by the YMCA and now included in this PUD
Plan has grown from 2.67 Acres as previously approved to 4.26 Acres. This plan
will supplement the current use of the facility by adding a new locker room
facility. It is not anticipated that this addition Nvould require additional parking.
The existing service drive in the rear of the building will require modification due
to the new building addition.
b. Site plans/developntettt plans will be submitted as required. A preliminary PUD
plan is attached with this application.
c. No subdivision will be platted as pail of this development.
d. There are no covenants, conditions or restrictions included as part of this
development.
e. This addition is at accessory use to the existing facility as well as future additions
that are not shown on this plan. As such, it would not increase the traffic demand
on the facility and a Traffic Impact Study is not required.
f. No new signage is proposed.
g. No landscaping or screening is required for this project.
h. No new parking lot lighting is required for this addition. Lighting will be limited
to building mounted security lighting and most lighting on the addition will be
relocated from the existing building face.
i. Filing fees are attached and are calculated as follows:

Jefferson City Area YMCA, property owner, for on Amended Preliminary PUD Plan for a two story
building addition consisting of 23,000 square feet. The property is located on the south side of Amazonas

Zoning History
The original PUD Plan for this property %as approved by the Planning and 'Zoning Commission on
November 13, 2008. Since then, the YMCA has acquired the remainder of the property on the Alameda
Drive cul-de-sac and the City has vacated the portion of Alameda Drive south of Amazonas Drive, with
the former street becoming YMCA property.
Nature of Request
The applicant is requesting approval of an amended Preliminary PUD Plan in order to construct two story
building addition. The addition would contain locker rooms on the lower level and a fitness room on the
upper level. Site improvements would be minimal, and includes the fornnalization of parking spaces
along the former Alameda Drive and designation of an overflow parking lot. A gravel driveway serving
the rear of the existing building would be slightly relocated to make room for the building addition.

Staff Analysis
Parking: The parking requirement for a fitness center is I space per 200 sf. The building would consist
of a total of 17,132 sf devoted to fitness center uses (requiring 86 parking spaces), and 1,120 square feet
of the building will be utilized as office space (requiring 4 parking spaces) for a total of 90 required
parking spaces. The remainder of the building will be utilized as locker rooms, childcare area, and
storage areas requiring no spaces.
A total of 91 parking spaces are available on the site and additional parking is available in the designated
overflow parking area.
Permitted Uses: The previous PUD Plan identified an underlying zoning district of C-1 Neighborhood
Commercial for the purpose of establishing allowed uses on the property. No change in the underlying
zoning is proposed.
Building Design: The building addition would he constructed of brick veneer, aluminum storefront, glass
and an aluminum coping. Building height as measured from the lower level floor to the top of the parapet
will be a maximum of 32 feet.
Si ns: No new signage is proposed.
Staff Recommendation
Staff recommend approval of the proposed Preliminary PUD Plan amendment.
Form of Motion
Motion for approval of the Preliminary PUD Plan amendment subjcet to comments and technical
corrections by City Staff.
