AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY
PUD PLAN FOR PROPERTY LOCATED AT 3327 AMERICAN DRIVE; DESCRIBED AS PART OF
THE NORTHEAST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 9, TOWNSHIP 44
NORTH, RANGE 12 WEST, JEFFERSON CITY, COLE COUNTY, MISSOURI.
WHEREAS, Trustees of the Missouri Bar, owner of the real estate hereinafter described,
having submitted to the City Council a Preliminary PUD Plan of said real estate,
being Part of the Northeast Quarter of the Southeast Quarter of Section 9,
Township 44 North, Range 12 West, in the City of Jefferson, Cole County,
Missouri, more particularly described as follows: From the northeast corner of the
Northeast Quarter of the Southeast Quarter of said Section 9; thence
S86°02'00"W, 634.04 feet to a point intersecting the easterly line of Tract A of a
survey of record in Survey Record Book A, page 255, Cole County Recorder's
Office; thence S13022'27"E, along the easterly line of said Tract A, 41.45 feet to
the southeasterly corner thereof; thence Westerly along the southerly line of said
Tract A, on a curve to the left, having a radius of 530.00 feet, an arc distance of
148.58 feet, (the chord of said curve being S68°35'41"W, 148.10 feet to a point on
the easterly end of a 60 foot wide street right-of-way known as American Avenue;
thence S29026'12"E along the easterly end of said right-of-way, 60.00 feet; thence
S60°33'48"W, along the southerly line of said right-of-way, 107.34 feet; thence
Westerly, along the southerly line of said right-of-way, on a curve to the right,
having a radius of 271.99 feet, an arc distance of 91.45 feet, (the chord of said
curve being S70°11'43"W, 91.02 feet) to the POINT OF BEGINNING for this

WHEREAS, it appears that the procedures set forth in the zoning code relating to Planned Unit
Developments have in all matters been complied with, as said property owner
submitted to the Planning and Zoning Commission and City Council a Preliminary
PUD Plan for the above referenced property.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. The Preliminary PUD Plan submitted by Central Missouri Professional
Services, on file as Case No. P14005 in the Jefferson City Planning Division, is hereby approved
for the land referenced above.
SECTION 2. An underlying zoning district of C-O Office Commercial is hereby established
for the purpose of determining allowed uses and permitted signage.
SECTION 3. Common Areas and Public Land. No common areas are proposed and no
lands are dedicated to public use with this PUD Plan.
SECTION 4. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P14005 — 3327 American Avenue, Preliminary PUD Plan. Application filed by
Trustees of the Missouri Bar, property owner, Office of the Chief Disciplinary Counsel, applicant,
for a Preliminary PUD Plan to construct a two story office building consisting of 14,600 square
feet. The property is located on the south side of American Avenue 600 feet east of Wildwood
Drive and is described as part of the Northeast Quarter of the Southeast Quarter of Section 9,
Township 44 North, Range 12 West, Jefferson City, Missouri (Central Missouri Professional
Services, Consultant).
Mr. Barron described the proposal and explained that the applicant is requesting approval of a
Preliminary PUD Plan in order to construct a new building and parking lot. He stated that the
applicant currently has their offices located in the neighboring building at 3335 American Avenue
and is planning to continue to occupy this existing building. Mr. Barron explained that the building
exterior will be a combination of brick masonry, cast stone, metal siding with a standing seam metal
roof and asphalt shingles. He stated that staff recommends that an underlying zoning of C-O Office
Commercial be established for the purpose of determining permitted uses.
Mr. Brian McMillian, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request. Mr. McMillian distributed a visual depicting the proposed new office building.
He stated that the applicant is proposing to construct a two story office building consisting of 14,600
square feet. Mr. McMillian explained that there is sufficient room for growth at the proposed
location.
No one spoke in opposition to this request and no correspondence was received.

Mr. Dutoi moved and Mr. Nunn seconded to recommend approval of the Preliminary PUD Plan
with the following conditions to the City Council:
1. An underlying zoning of C-O Office Commercial shall be established for the purpose of
determining allowed uses;
2. Signage shall be in accordance with requirements for properties zoned C-O;
3. Compliance with comments and technical corrections by City Staff.
The motion passed 8-0 with the following votes:

a. The proposed development by the Office of Chief Disciplinary Counsel consists
of building an approximately 9,400 square foot conunercial office building
adjacent to their existing facility. The office will be built on Tracts C and D of
the property owned by Missouri Bar Board of Trustees. Tract C is 0.42 acres and
Tract D is 1.50 acres. The proposed building will include a main floor and
basement level. ']'he main floor wit] be approximately 9.400 square feet and the
basement floor will be approximately 5,200 square feet. With this size building
the Moor area ratio will be 0.22. A parking lot will be added to accommodate the
proposed facility.
b. A Preliminary PUD plan is attached with this submittal.
c. A preliminary plat is not needed for this submittal.
d. There are no home owners or association by laws.
c. A site specific traffic impact study is not required per usage of the development.
C Signage details are not finalized at this time; however preliminary discussions
have indicated that an approximate 3'x6' monument type sign will be erected at
the entrance to the new site and a small building mounted sign will be added to
the front fagade. All signage will follow City of Jefferson code requirements and
will be further detailed with final plans.
g. No screening plan is being proposed for this development. Landscaping
h. Lighting shall consist of three Philips Gardco LED Luminaires. Luminaires will
be pole mounted with a height of 25'. Average fool candles will be 2.37. All
lighting will follow City of Jefferson code requirements.

located on the south side of American Avenue 600 feet east of Wildwood Drive and is described as part

Nature of Request
The applicant is requesting approval of a Preliminary PUD Plan in order to construct a new building and
parking lot. The applicant currently has their offices located in the neighboring building at 3335
American Avenue and is planning to continue to occupy this existing building.
Zoning History
The PUD Plan for the applicants existing building at 3335 American Avenue was approved by the
Planning and Zoning Commission in 1992.
Location
The subject property is located on the south side of American Avenue 600 feel cast of Wildwood Drive.

Staff Analysis
Parking: The parking requirement For an office is one space per 300 sf. The new building would consist
of 9,400 sf of office space on the train level and 5,200 sf of ancillary space on the lower level. The
existing building consists of 2,800 sf of office space, for a total of 12,200 sf of office space for the two
buildings, which would require 41 parking spaces. The existing parking lot contains 21 spaces and 34
spaces are planned in the new parking, for a total of 55 parking spaces.
Permitted Uses: The proposed use or the building is as an office building. Staff recommends that an
underlying zoning of C_O C�be established for the purpose of determining permitted uses.
Building Design: Building elevations showing the planned design of the building were included with the
application. The building exterior will be a combination of brick masonry, , cast stone, metal siding
with n standing sear metal roof and asphalt shingles.
aiggS: Signage is proposed to conform with the current sign code, and the signage plan is for a 3' x 6'

Staff recommend approval of the proposed Preliminary PUD Plan amendment. The design and layout of
