HomeMy Public PortalAbout102-1994 - APPROPRIATION ORDINANCE TO BE KNOWN AS THE 1995 POLIORDINANCE NO. 102-1994 AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 1995 POLICE OFFICER SALARY ORDINANCE WHEREAS Indiana Code 36-8-3-3 (d) requires Common Council to fix the annual compensation of all police officers by ordinance before August 2 of each year for the ensuing budget year, and WHEREAS such an ordinance was not timely adopted because a collective bargaining agreement between the City of Richmond and John Hennigar Lodge No. 63 of the Fraternal order of Police was still being negotiated, and WHEREAS it is now possible to adopt a police officer salary ordinance because the parties have reached an agreement on salary levels for 1995, NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the following positions be compensated not in excess of the respective sums hereafter set forth during calendar year 1994, to wit: Section 1- Police Department Bi-Weekly Salary 1.01 Captain (6) 1,066.62 1.02 Lieutenant (5) 1,012.77 1.03 Sergeant (5) 985.85 1.04 Investigator (11) 966.62 1.05 Patrolman (47) 929.85 Section 2 - Additional Compensation In addition to the bi-weekly salaries set forth in Section 1 above, the members of the Police Department bargaining unit shall receive overtime pay, paid holidays, longevity pay, a clothing allowance, shift pay, educational incentive pay, and certification -acceptance pay as more fully set forth in the current collective bargaining agreement between the City of Richmond and John Hennigar Lodge No. 63 of the Fraternal Order of Police.„---. Mayor (R er ornett) ATTES , City Clerk Norma Carnes) SUPPLEMENTAL AGREEMENT BETWEEN BOARD OF PUBLIC WORKS AND SAFETY ON BEHALF OF THE CITY OF RICHMOND, INDIANA AND JOHN HENNIGAR LODGE #63 FRATERNAL ORDER OF POLICE DEPARTMENT BARGAINING UNIT This supplemental agreement responds to the commitment made by the parties in the agreement dated December 17, 1992, and which became effective January 1, 1993. The specific --------comrnitment-refers tothe--automatic-=�re-opener-to--negotiate-salaries-for 1995--under-Article 36-- T Effective Date. The parties therefore agree to amend Article 16 -_Wages as follows: Article 16 - Wages Wages for the year 1995 shall be paid by the City to members of the F.O.P Bargaining Unit as follows: Patrolman (Annual) $24,176.00 A permanent wage differential per year in the ranks over patrolman is established as follows: Investigator $ 956.00 Sergeant 1,456.00 Lieutenant 2,156.00 Captain 3,556.00 Wages will be paid on a bi-weekly basis. The first pay check of each year will be issued no later than the 14th day of January. Article Z8 - Certification and Agcep#ance as a Police Officer The stipend of Two Hundred Fifty Dollars ($250.00) referred to in Article 28 would be increased to the sum of Four Hundred Dollars ($400.00). Article 29 - Insurance Add the following sentence to the end of the first paragraph: "During 1995, the aggregate amount of the member's share of the health insurance premium for the selected type of plan coverage shall not be increased above the premium level that prevailed on November 1, 1994." Article 36 - Effective Date The parties agree to the replacing of the reference of 1993 with 1995 (last sentence) - Article 36(c). Executed this 15,64- day of&cam hw-� , 1994. MILLIGAN City Attorney Dear Council Member: Indiana Code 36-5-3-3(d) requires Common Council to adopt a police officer's salary ordinance each year for the ensuing budget year. Police Department personnel from Patrolman through Captain do not appear in the 1995 Salary Ordinance adopted September 6,1994, being Ordinance No. 57-1994. All civilian employees of the department, two Majors and the Chief were included in that ordinance. The attached supplemental agreement between the Board of Public Works and Safety and the Fraternal Order of Police was executed December 15,1994. This ordinance can be adopted in a single meeting with motions to suspend the rules. Sincerely yours, Thomas S.
