AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF
RICHMOND TO RECEIVE A DONATION
WHEREAS the City of Richmond, Indiana, has the option of accepting or rejecting
donations for a specific purpose, and
WHEREAS the acceptance of a donation for a specific purpose constitutes the
appropriation of such property for the intended purpose,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the following donation is hereby accepted with the heart -felt gratitude of the citizens of
Richmond:
Steak 'N Shake, Inc. of Indianapolis, Indiana, the donation of a metal building and all of
its equipment, systems and appurtenances to the City of Richmond for the use of its
Department of Public Works, Sanitation Division, valued at $75,000,00

This ordinance recognizes the gift to the City on or about September 1, 1994, of the Scheid Tire Center
building in the southeast quadrant of the intersection of West Eaton Pike and U.S. 40 East by Steak "N
Shake restaurant. The building was dismantled by a contractor hired by the Sanitary District Board
and the components removed to the District's garage area for reconstruction in 1996. The 12,000 square
foot structure will be used as a garage for the solid waste collection vehicles. The reconstruction cost
will be paid by the Sanitary District Board. The acceptance of gifts by ordinance constitutes the
appropriation of such property for the intended purpose and fulfills the State Board of Accounts
regulations as well as provides well -deserved recognition for the donor.
The ordinance can be passed with all three readings in a single meeting upon suspension of rules to
advance to second and third readings.
