AN APPROPRIATION ORDINANCE AMENDING THE 1993 BUDGET
WHEREAS Common Council of the City of Richmond, Indiana, adopted a budget for
calendar year 1993, and
WHEREAS it is necessary to authorize additional appropriations pursuant to Indiana Code 6-
1.1-18-5, and
WHEREAS a public hearing was conducted January 19, 1993, as required for additional
appropriations pursuant to legal notice of such hearing published January 8,
1993, in compliance with Indiana Code 5-3-1-2(b),
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the 1993 budget be amended as follows, to wit:

BACKGROUND INFORMATION ON ORDINANCES 1-1993 AND 2-1993
Type: Both ordinances are appropriation ordinances. 1-1993 requires a public hearing
which has been scheduled for January 19, 1993, and will be advertised as
required by law. This ordinance requires Council passage and subsequent
approval by the State Board of Tax Commissioners.
2-1993 is an inter -category transfer of money within the Local Road and Street
Fund and can be passed on all three readings, January 4, 1993.
Purpose: 1-1993 part A proposes three additional appropriations in the Cumulative
Capital Development Fund (CCDF). These projects have been under study by
the affected departments for some time. Contracts have been awarded by the
Board of Works based upon competitive bids for the Stadium Roof and Fire
Truck Renovation subject to funding approval. The fiber optic cable link will
connect the Municipal Building with the Court House Annex in order to provide
computer base access and transmission services. No contract has been awarded
to date. The proposed appropriation is based upon an estimate by the
Engineering Division of the Department of Public Works.
1-1993 part B-1 proposes additional money to supplement the money transfer
described in Ordinance No. 2-1993. The total appropriation resulting in
Account No. 210-30-300-3002-4-4110 for Land Purchases will be $238,000.
This covers the authorization to the Board of Works passed by Council on
December 21,1992 (Ordinance No. 100-1992) to pay $236,117 for a portion of
the Town & Country Motel needed to construct South 37th Street and the
estimated cost of the title insurance policy.
1-1993 part B-2 proposes an additional appropriation for employing real estate
appraisers for additional land needed to construct South 37th Street from East
Main to Hodgin Road.
