HomeMy Public PortalAboutMIN-CC-2006-04-11MOAB CITY COUNCIL REGULAR MEETING April 11, 2006 The Moab City Council held their Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Councilmember Kyle Bailey led in the Pledge of Allegiance. Also in attendance were Councilmembers Jeffrey Davis, Gregg Stucki, Rob Sweeten and Keith Brewer; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, Public Works Director Brent Williams, City Engineer Dan Stenta and Police Chief Mike Navarre. Five (5) members of the audience and media were present. Under approval of minutes, Councilmember Brewer moved to approve the Special Meeting Minutes of January 31, February 9 and 10, March 10, March 31, and April 4, 2006 and the Regular Meeting Minutes of March 14 and 28, 2006. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Under Citizens to be Heard, Joe Kingsley stated that several of his employees appreciate the service and sensitivity of the Moab Police Department. Mr. Kingsley then gave an update on the Coin Fundraising Project for the Moab Higher Education Committee. Mr. Kingsley then thanked the City for their help and guidance for the project. Sara Melnicoff stated that volunteers had started out at 6:00 AM at Potato Salad Hill picking up recycling during Easter Jeep Safari. Ms. Melnicoff stated that she feels very fortunate that the community has a recycling center to take recycling items to. Ms. Melnicoff then distributed photos and read some statistics on the recycling of pop bottles. Ms. Melnicoff asked the City to consider increasing the contribution to the recycling center. A Planning Department Update was not given. Under Public Works Department Update, Public Works Director Williams stated that the Main Street reconstruction project would be starting up again in 20 days and should be done by the end of July. Public Works Director Williams then stated that the North Area Trunk Sewer Project was moving along on the Byrd property and that overall it had been a good project. Public Works Director Williams stated that the project would be in the Palisade subdivision in two weeks. A Police Department Update was not given. Mayor Sakrison proclaimed the month of April 2006 as Child Abuse Prevention Month in Moab. Mayor Sakrison then proclaimed April 28, 2006 as Arbor Day in the City of Moab. Councilmember Sweeten moved to approve a Special Business Event License for Tap Enterprises to conduct a Cummins Tool Sale on April 19, 2006 located at 711 South Main Street. Councilmember Davis seconded the motion. The motion carried 3-2 aye with Councilmembers Bailey and Brewer voting nay. April 11, 2006 Page 1 of 3 REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD PLANNING UPDATE PUBLIC WORKS UPDATE POLICE UPDATE APRIL 2006 PROCLAIMED CHILD ABUSE PREVENTION MONTH IN MOAB APRIL 28, 2006 PROCLAIMED ARBOR DAY IN MOAB SPECIAL BUSINESS EVENT LICENSE FOR TAP ENTERPRISES, APPROVED Councilmember Sweeten moved to approve a Special Business Event License for Jim Mattingly to conduct the April Action Car Show at Swanny City Park on April 28 and 29, 2006. Councilmember Davis seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve the use of Swanny City Park for the April Action Car Show for April 28 and 29, 2006 and April 27 and 28, 2007. Councilmember Brewer seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve a request by the Farmer's Market Alliance for use of Swanny City Park every Saturday from May 13 to November 4, 2006 from 6:30 AM to 1:00 PM to conduct a Farmer's Market. Councilmember Brewer seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve a Moved -on Structure Permit by Jenny Nielsen and Betsy Bair to conduct a Snow Shack located at 83 South Main Street from April 12 to November 12, 2006. Councilmember Davis seconded the motion. The motion carried 5-0 aye. Under Reading of Correspondence, Mayor Sakrison stated that he had received a check from the Synergy Company in the amount of $648.56 for tree plantings. Mayor Sakrison also stated that he had received a letter from Happy Morgan stating the Officer Guerrero and Rogers had participated in a felony trial, that both officers had done an excellent job and that she was grateful for their high quality of service. Mayor Sakrison then thanked both officers. Mayor Sakrison then stated that he had received notification from the Federal Department of Transportation that Mesa Air would be providing essential air service to Moab and that he had received a letter from Joe Kingsley requesting a memorial to preserve the memory of Charlie Steen. Councilmember Brewer stated that he had spoken to Senator John Valentine and he had reported that the bill proposing to remove the sales tax from food had not passed due to the issues with Moab. Under Administrative Reports, City Manager Metzler stated that the first Council level budget meeting would be held on April 18 at 7:00 PM. City Manager Metzler also stated that she had been working on the Sewage Agreement and that Lance Christie had been working on a Water Conservation Plan. City Manager Metzler stated that staff had been working on a County -wide Affordable Housing Plan and also Pre - Annexation Agreements. City Manager Metzler stated that she had sent an e-mail to Precis Communications regarding changes to the basic service. A Goal Update was not given. Under Report on City/County Cooperation, Councilmember Sweeten stated that the Governor's visit to Moab had gone well and Councilmember Stucki stated that there would be a monthly joint meeting with the Grand County Council. Under Mayor and Council Reports, Mayor Sakrison thanked Mr. J.J. Wang for being instrumental in arranging the Governor's visit to Moab and also stated that the Moab Area Chamber of Commerce had done an excellent job of facilitating the meetings. Mayor Sakrison then stated that City Staff had attended the regional Utah Department of Transportation meeting. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Mayor Sakrison adjourned the meeting at 7:46 PM. APPROVED: ATTEST: David L.
