The regular meeting of Town Council was held today at 4 P.M. in the Council
Room and was attended by Mayor Strong, who presided, Councilmen Peters, Lovell,
Meddin, Hosti, Brown, Waters, Town Attorney Solms, Jr., Superintendent Reed,
Chief McCutchen, Mr. J. W. Lang.
Mr. Reed reported that the jetty in front of the Solms Hotel had been completed
and requested that some stop signs be requested from the State Highway Department.
Chief McCutchen stated that the Office of Civil Defense had funds available to
bear half of the expense of two-way radio systems if the Town paid the other half.
The minutes of the meeting of February 8th were read and adopted.
Councilman Brown called attention to the traffin jam at 16th Street and Ba.tler
Avenue last Sunday and asked what could be done, the Mayor named a Committee con -
sisting of Councilmen Brown, Hosti and raters to check on the matter as regards
p arking and traffin problems.
It was moved, seconded and passed that the petition of the Tybee Beach Company,
through Mr. B. Taylor Smith, requesting the sub- division of lots west of Venetian
Drive and between Twelfth Street and Chatham Avenue be-denied.
Bills for the month of February for General Government amounting to $1,489.42
and bills for the Water Department amounting to $654.22 were presented and it
alas moved, seconded and passed that they be paid.
Councilman Waters stated that the cooperation of the residents be requested in an
effort to clean up the island and also that a good garbage can be procured by each
resident if necessary; he also called attention to the speed limit on Jones Avenue.
Mr. Solms informed Council that he had been contacted again by the Attorney for the
Duncan Parking Meter Company as to settling the claim they have against the Town
for parking.meters. Mr. Solms suggested that it might be settled for 25 per car.
Councilman Meddin moved that the claim be adjusted on the basis of approximately
$1,000.00 and the Town to get the meters. The motion was seconded and passed.
Councilman Brown moved that the 1955 whiskey license on the Hotel Tybee by H.A.
Julian be transferred to Hotel Tybee by Z. A. Zalenski. The motion was seconded
and passed upon the proviso that the $25.00 transfer fee be paid.
Mr. T. R. Cole requested that a street light be placed in the vicinity of Sixth
Street and Butler Avenue. It was moved, seconded and passed that the petition be
granted.
Councilman Brown discussed the matter of a pension plan or social security for the
Town employees. The matter was referred to Councilmen Meddin and Peters.
Councilman Brown suggested that the Town employees should be increased effective
May 1st, 1956. Referred to the Finance Committee.

Councilman Hosti called attention to the need of some of the streets to be re-
paired and suggested contacting some of the paving contractors for estimates.
The matter was referred to Councilman Hosti to get prices.
It was moved, seconded and passed that T. B. McCarroll, Mrs. Annie Mae Daum,
and Mrs. Katherine Huggins be appointed Mangers and Mrs. Mary Pelli be ap-
pointed Alternate Manager in the election for Mayor_and Councilmen of
Savannah Beach to be held on April 2nd, 1956.
It was moved, seconded and passed that the floor in the auditorium be covered
with several good coats of floor varnish and also that the piano in the audi-
torium be tuned.
Attention was called to the matter of protecting the female crab as the crabs
will soon start coming out of the mud at the approach of warm weather. The
matter was referred to Councilman Brown to instruct the Police Depattment to
enforce the law.
A petition was presented by the T. J. McGinley Realty Company to erect a small
sign on property owned by E.M. Carpenter in the vicinity of the entrance to the
Town. It was moved, seconded and passed that the petition be granted.
The Town having been refunded One Hundred ($100.00) Dollars . by the Salt Vaccine
Fund,which the Town had donated to them, several months ago, and the request
having been made by the March of Dimes Committee for this One Hundred ($100.00)
Dollars, it was moved ,seconded and passed that it be given to the March of
Dimes Fund.
It was moved, seconded and passed that Lots 41 A & B, 42 A & B, 43 A & B, Ward
1, owned by the Estate of C. J. Richards consisting of lots with a frontage of
60 x 78 feet be re— subdivided into lots withaa frontage of 45 x 78 feet.
Mayor Strong informed Council that the U. S. Government has declared surplus
a tract of land Oceanward of the Tybee Light which will also include several
of the abandoned forts and he suggested that if the Town could acquire the
property for not over One Thousand ($1000.00) Dollars that this be done. It
was moved, seconded and passed that the Mayor be authorized to purchase the
tract at not over One Thousand ($1000.00) Dollars.
It was moved, seconded and passed that the following Ordinance be adopted.
A ORDINANCE
AN ORDINANCE SETTING UP AND ESTABLISHING A SUBSISTENCE
ALLOWANCE TO POLICE OFFICERS OF THE1TOWN OF SAVANNAH
BEACH, TYBEE ISLAND, GEORGIA.
BE IT ORDAINED by the Mayor and Councilmen of the Town of Savannah Beach,
Tybee Island, Georgia, in Council Assembled:
Section 1. That it is hereby set up, fixed, established and allowed
to each and every Police official of the Town of Savannah Beach, Tybee
Island, Georgia, a statutory sussistence allowance of $5.00 per diem,
which said subsistence allowance is included in the salary as fixed by
the Town of Savannah Beach, Tybee Island, Georgia, for such officials.
Section 2. That the said subsistence allowance shall commence and

become effective immediately upon the passage and approval of this Ordinance.
Section 3. It is the purpose of this Ordinance to enable Police Officials
to receive for income tax purposes the benefits of the non-exclusion in gross
income of subsistence allowances as authorized by Section 120 of the 1954
United States Internal Revenue Code, and to exclude from their gross income
the amount received as a statutory subsistence allowance as hereinabove set
forth.
Section 4. BE IT iuktTHER ORDAINED by the authority aforesaid that all
ordinances or parts of ordinances in conflict herewith be, and the same are,
hereby repealed.
It was moved, seconded and passed that the following Resolution on the death
of Judge David S. Atkinson be adopted.
A RESOLUTION
WHEREAS, Judge David S. Atkinson, senior judge of the Chatham County
Superior Court, and a dedicated and disting4ished citizen of Chatham County,
Georgia, departed this life on Wednesday, February 22, 1956; and,
WHEREAS, Judge Atkinson was one of the outstanding jurists of the state,
bringing an aura of humanity to the judicial bench in such measure as is seldom
encountered, and wining the admiration of all who observed it; and,
WHEREAS, his record in our State General Assembly has seldom been equalled,
Judge Atkinson having rendered notable service both in the Senate and the House
of Representatives, leaving numbrous records which attest to his ability as a
fair and hard-working legislator, his name being associated with a vast amount
of the important legislation which has affected this County and the State of
Georgia, one of his outstanding contributions being his service as a member of
the Constitutional Committee which crafted the Georgia Constitution of 1945, a
document which has excited naticnal envy as a model for government; and,
WHEREAS; Judge Atkinson was e man of excepti@nal character, exuding
friendliness and inspiration, a man of worm human qualities who counseled wisely
and tempered justice with mercy, taking into coasiderstion the protection of the
people and the problem of the individual; and,
WHEREAS, the character of our departed friend and esteemed citizen is an
exemplification of those virtues of friendship, citizenship and trust which
shall always shine in the light of making this community and the world greater
for mankind.
NOW, THEREFORE; BE IT RESOLVED by the Muor and Councilmen of the Town Of
Savannah .Beach, Tybee Island, in Council assembledl_that in the death of
Judge David S. Atkinson, the Town of Savannah Beach has lost a valued friend;
and that the sympathy of the Mayor and Councilmen and of the citizens of the
Municipality be extended to the family of Judge David S. Atkinson;

BE IT FURTHER RESOLVED, that a copy of this Resolution be spread upon the
IIIMinutes of Council and a copy thereof be sent to Mrs. Atkinson.

A RESOLUTION
"WHEREAS, under the provisions of Section 13 of the Surplus Property Act of
1944, as amended by Public Law 616, 80th Congress, approved June 10, 1948; and,
WHEREAS, any disposal agency designated pursuant to said Act may, with the
approval of the Administrator of the. General Services Administration convey to any
State, political subdivision, instrumentalities thereof, or municipality, all of
the right, title, and interest of the United States in and to any surplus lands
(including the improvements and eqdipment located thereon) which, in the determine
tion of the Secretary of the Interior, is suitable and desirable for use as a pub-
lic park, public receeational area, or historic monument; and
WHEREAS, conveyances for public park or ',Ulla recreational purposes shall
be made at a price equal to fifty per centum of the fair value of the preperty
conveyed, which fair value shall be determined in the light of the highest and
best use of the property at the time it is offered for disposal, regardless ef
its forner character or use, and shall be determined by the •Administrator; and,
WHEREAS, a portion of the property near the Light House at Savannah Beach
has been declared surplus property; and,
'WHEREAS, the municipality desired to acquire said property.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, in Council assembled, that the Mayor of Savannah
Beach be authorized to execute any and all necessary documents, and the Clerk
to attest said execution, for the purpose of acquiring the property located in
Savannah Bench, Tybee Island, Georgia, near the Light House, which has been de-
clared surplus property by the General Services Administration, pursuant to the
aforesaid laws.
There being no further business, the meeting adjourned, subject to the call of
the MayOr.
