Subject: Bal Harbour Police Department Weekly Report for the week of
February 26, 2016 through March 3, 2016
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

The Plaza
Narrative / Comments
The Bal Harbour Police Department was dispatched to a violent disturbance at the Plaza Condominium
association meeting. Officers interviewed the parties involved, including the association president and
others present. The investigation revealed that only a verbal argument took place and no crime had been
committed. The association president was provided with guidance and suggestions for future meetings;
such as hiring off duty officers in order to maintain order.

Narrative / Comments
A Surfside officer observed a vehicle commit a traffic infraction; however he was not able to affect the
traffic stop until the vehicle was in Bal Harbour's jurisdiction. The on duty Bal Harbour K9 officer
responded to provide back up for the Surfside officer. After detecting an odor of marijuana, the Bal
Harbour K9 officer conducted a narcotics search with his partner Apis who gave a positive alert to the area
of the steering column. Further investigation revealed a small zip lock baggie containing suspected
marijuana concealed inside the molding around the steering column. A field test of the leafy substance
resulted in a positive result for the presence of Cannabis. The Surfside police officer impounded the
contraband and cited the driver accordingly.

212 Bal Bay Drive
Narrative / Comments
The resident of 212 Bal Bay Drive called police and advised of a small raft with two people on board by
their private dock. The investigation revealed a male and female on the raft had tied up to the dock
because the engine had malfunctioned thus leaving them stranded. Bal Harbour officers assisted the
couple in carrying the raft to the street at which time a taxi was summoned. Officers assisted in loading
the raft onto the taxi and escorted them out of the village.

North Municipal Lot
10200 Block of Collins Avenue
Narrative / Comments
Bal Harbour officers were dispatched to a vehicle burglary at the location, the caller advised of a suspect
attempting to enter a parked commercial vehicle. Upon the arrival of the officers they discovered a male
attempting to gain entry into a U-Haul Truck. The investigation revealed the suspect had locked his keys
in the truck and was attempting to open it. The officers verified that the vehicle had been rented by the
suspect who was working an event at the Ritz -Carlton.

Narrative / Comments
During a routine check in the gated community, a Bal Harbour officer discovered a bathroom sink
improperly discarded on a vacant lot. Public Works responded and removed the property. The Bal
Harbour Code Compliance officer was contacted and will conduct a follow-up investigation.

600 Block of 96t" Street
Narrative / Comments
While on routine patrol, a Bal Harbour officer discovered damages to the fence and a "School Crossing
Sign" near the 600 Block of 96 Street. It is suspected the property damage occurred from a passing
vehicle. Bal Harbour police did not receive any reports of any traffic crashes at this location. Public Works
personnel responded and removed the remaining debris. No other damages or injuries were reported.

256 Bal Bay Drive (Marine Dock)
Narrative / Comments
While patrolling the Intercostal Waterways, the Bal Harbor Police marine patrol discovered a piling
submerged in the bay attached to a vessel. The submerged pilling was exposed and presented a safety
hazard for other vessels. The Bal Harbour Marine patrol officer contacted the owner who immediately
made arrangements to have the pilling removed and properly secured. No injuries were reported.

10200 Collins Avenue (Jetty)
Narrative / Comments
A Bal Harbour officer observed a male riding a scooter on the Jetty access path. The officer informed the
male that unauthorized vehicles are prohibited from driving on the pathway. The male complied and
immediately removed the scooter.

Narrative / Comments
While conducting a Seat Belt Enforcement detail, a Bal Harbour police officer observed a vehicle travelling
on Frontage road with its headlights deactivated. The officers conducted a traffic stop and upon conducting
a background check on the driver, discovered a bench warrant for his arrest had been issued. The driver
was cited for the infraction, arrested and transported to jail for the active bench warrant.

Narrative / Comments
A Bal Harbour Resident called police to report damaged landscape lights. Officers responded and
discovered a damaged palm tree light and two other lights which appeared to have burned out bulbs.
Photographs were taken and the public works department was notified.
