A SPECIAL ORDINANCE AMENDING THE R-4 SPECIAL USE DISTRICT AT
810 INDIANA AVENUE
WHEREAS Ordinance No. 5-1993 designated part of the northeast quarter of section 31,
township 14 north, range 1 west, containing 10 acres, more or less, located at
810 Indiana Avenue, Richmond, Indiana, as R-4 Multi -Family Residence
Special Use District for use as a Mobile Home Park subject to the provisions of
Article 42 of the Zoning Ordinance, and
WHEREAS it is desirable to add additional real estate to the proposed mobile home park
and modify the site plan shown in Exhibit C of said Ordinance No. 5-1993,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that Ordinance No. 5-1993 be amended as follows:
1. The real estate described in attached Exhibit A is hereby designated R-4 Multi -Family
Residence Special Use District for use as a mobile home park subject to the provisions of
Article 42 of the Zoning Ordinance.
2. The site plan be and is hereby changed as set forth in attached Exhibit B.
Passed and adopted this 7th day of June, 1993, by the Common Council of the City of Richmond,
Indiana.

A part of the northeast quarter of section 31, township 14 north, range 1 west; beginning at a point in the
centerline of Indiana Avenue which is 41 rods north of the south line of said quarter section and 358.11
feet east of the west line of said quarter section; thence east 130 feet; thence north 1734.35 feet to the
south right-of-way line of the Norfolk & Western Railroad; thence in a northwesterly direction along
said south right-of-way line to the west line of said quarter section; thence south along the west line of
said quarter section 1564.08 feet; thence east 188.1 feet to the northeast corner of land conveyed by Deed
Record 471, page 200, Wayne County, Indiana; thence south to a point 456.55 feet north of the centerline
of Indiana Avenue; thence east 170.01 feet; thence south 456.55 feet to the place of beginning, containing
17.984 acres more or less.

Dear Ms. Lundy:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Tuesday, May 25, 1993, on the petition of
Charles Butler, owner; Kenneth Buckley, agent; requesting a rezoning from R-2 One -
Family Residence District and M-1 Light Industrial District to R 4 Multi -Family
Residence District, and also requesting a Special Use District for expansion of a
Mobile Home Park.
Seven notices were sent to surrounding property owners. None were returned to
this office.
Planning Staff recommended approval of the request since it is an expansion of
mobile home court plans approved in March of this year. The surrounding area
contains another mobile home court, as well as the Richmond State Hospital
facility. This rezoning would permit the owners to provide additional facilities
within the mobile home park and continue their upgrade of the property and,
consequently, the neighborhood. Furthermore, the mobile home court would
continue to be subject to the regulations prescribed by the Indiana State Board of
Health, and the regulations of the Building Code and Zoning Ordinance of the City
of Richmond.
The Commission, voted 11 in favor, none opposed to recommend the passage of
Ordinance No. 28-1993.
