The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Work on FDOT Easement
700 96 Street (Sidewalk)
Narrative / Comments
While patrolling the 96 Street corridor, a Bal Harbour officer noticed a construction crew
demolishing the sidewalk near the Village Park after normal business hours. The Bal Harbour
officer identified the site supervisor to determine if the crew was authorized to work in the area.
Further investigation revealed the crew obtained a permit from FDOT to install fiber optic cable
lines in the FDOT Utility Right -of- Way. The Bal Harbour Code Compliance unit was notified and
ensured the repairs and damages were completed appropriately.

Destination Fashion Event

Narrative / Comments
On March 5, 2016, the Bal Harbour Shops hosted the 2016 Destination Fashion Event. In
preparation for the event, the Bal Harbour Police Department devised a comprehensive
operational plan delineating the department's attention to the orderly flow of traffic, interior and
exterior security control and access, logistical support, and the multi -agency scheduling of police
personnel from the surrounding law enforcement agencies. Approximately 2000 guests attended
the Destination Fashion Event. The Bal Harbour Police Department effectuated one arrest for
Disorderly Intoxication and there were no reports of injuries. The ingress and egress of traffic was
mitigated and directed by the police officers strategically assigned to designated traffic posts.

Narrative / Comments
While conducting a mandatory security check of the North Municipal Lot, a Bal Harbour police officer
noticed a suspicious vehicle parked in one of the parking spaces occupied by several males and females.
The officer determined the driver of the vehicle did not pay the required parking fee. The officer
approached the vehicle to investigate why the occupants were illegally parked. A routine background
check of the occupants revealed an active Bench Warrant for the arrest of one of the occupants for Petit
Theft and Resisting an Officer Without Violence. The occupant was detained and subsequently arrested
and transported to jail. The driver and other occupants of the vehicle were instructed to leave the area.

Traffic Enforcement Detail
Town of Bay Harbour Island
Narrative / Comments
The Bay Harbor Island Police Department requested assistance from BHPD in the enforcement of the
school zone speed limit during morning drop off. The Bal Harbour police officer assigned to this detail
issued several citations and arrested one driver for an arrest warrant.

Mobile Electronic Message Trailer
9800 Collins Avenue
Narrative / Comments
In an effort to educate motorists on the established speed limits on the Collins Avenue corridor, the Mobile
Electronic Message and Radar Trailer was deployed at 9800 Collins Avenue alerting motorists of their
current speed and the established speed limit on Collins Avenue. The Mobile Electronic Message and
Radar Trailer will be deployed in various locations throughout the Village.

Narrative / Comments
A driver of a 53ft semi -tractor trailer was attempting to back into the Oceana construction site. He
inadvertently drove over the center median, damaging the landscaping and curbstone. The Bal
Harbour Police Department responded and documented the incident. Representatives from public
works were notified and photographs of the damages were taken. No injuries were reported.

Narrative / Comments
The North Miami Police Department requested assistance from the Bal Harbour Police canine to
conduct a search on a suspicious vehicle that was stopped in their jurisdiction. The Bal Harbour
Police canine and his partner APIS responded and conducted the search. No contraband was
located in the vehicle.
