HomeMy Public PortalAboutMIN-CC-2006-04-25MOAB CITY COUNCIL REGULAR MEETING April 25, 2006 The Moab City Council held their Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Councilmember Keith Brewer led in the Pledge of Allegiance. Also in attendance were Councilmembers Jeffrey Davis, Gregg Stucki, Rob Sweeten and Kyle Bailey; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, Planning and Community Development Director David Olsen, City Treasurer Jennie Ross, City Engineer Dan Stenta and Police Chief Mike Navarre. Nineteen (19) members of the audience and media were present. Under approval of minutes, Councilmember Stucki moved to approve the Special Meeting Minutes of April 18 and 20, 2006. Councilmember Brewer seconded the motion. The motion carried 5-0 aye. Mayor Sakrison proclaimed May 2006 as Mental Health Awareness Month in Moab. Mayor Sakrison presented Miah Saunders with the Mayor's Student Citizenship of the Month Award for Helen M. Knight Intermediate School for the Month of April 2006. Under Citizens to be Heard, Sam Sturman stated that he had received a $5,000 grant from the Williams Pipeline Company and had received $7,500 total in grants to help fund a GED testing center for four years. Mr. Sturman then distributed a written document and requested that the City consider a contribution in this next budget year. Under Planning Department Update, Planning and Community Development Director Olsen stated that the Humane Society was expanding the duck race fundraiser this year to include the parkway. A Public Works Department Update was not given. Under Police Department Update, Police Chief Navarre distributed a written report. Councilmember Sweetem moved to approve a Special Business Event License Application to the Moab Farmers' Market to conduct a Farmer's Market May 13 to November 4, 2006. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve a request by the Grand County High School Amigos Club for Use of Swanny City Park on May 5, 2006 to conduct a Cinco de Mayo Celebration. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve Proposed Resolution #10- 2006 — A Resolution Adopting the Flexible Benefit Plan Election Form/Contract Document. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve Proposed Resolution #11- 2006 — A Resolution Amending the Personnel Policies April 25, 2006 Page 1 of 2 REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES MAY 2006 PROCLAIMED MENTAL HEALTH AWARENESS MONTH MAYOR'S STUDENT CITIZENSHIP OF THE MONTH AWARD - MIAH SAUNDERS CITIZENS TO BE HEARD PLANNING UPDATE PUBLIC WORKS UPDATE POLICE UPDATE SPECIAL BUSINESS EVENT LICENSE FOR THE MOAB FARMERS' MARKET, APPROVED USE OF SWANNY CITY PARK FOR A CINCO DE MAYO CELEBRATION, APPROVED PROPOSED RESOLUTION #10- 2006, APPROVED RESOLUTION #11-2006, APPROVED and Procedures Manual. Councilmember Stucki seconded the motion. the motion carried 5-0 aye. Councilmember Sweeten moved to Award of the East Center Street Improvements Project to LeGrand Construction Company in the amount of $327,260.00. Councilmember Stucki seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Sweeten moved to approve the East Center Street Improvement Project Contract. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Under Reading of Correspondence, Mayor Sakrison stated that he had received a letter to Police Chief NaVarre from the University of Utah stating how much they appreciated Detective Shumway's assistance. Mayor Sakrison then stated that he had received notification from Utah Power and Light that there would be a scheduled power outage on Sunday from 2:00 to 5:00 AM. Councilmember Sweeten stated that City Market was on board as a participant with the barter coin fundraiser for the Higher Education Committee. Under Administrative Reports, City Manager Metzler stated that staff had been busy with the preparation of the budget, preparation of several bids, pre -annexation agreements and a joint affordable housing plan. City Manager Metzler also stated that there would be a joint City/County Council meeting that Friday at 11:30 AM at the Grand Center and a Special Budget meeting on Tuesday, May 2, 2006 at 7:00 PM. City Manager Metzler stated that she had met with the Chamber of Commerce and that they would be sponsoring the 4th of July celebration. City Manager stated that the interview process was underway for City Planner. A Goal Update was not given. A Report on City/County Cooperation was not given. Under Mayor and Council Reports, Mayor Sakrison stated there would be a meeting on Friday at 11:30 AM regarding the Main Street Reconstruction project. Mayor Sakrison opened a Public Hearing on Proposed Ordinance #2006- 06 — An Ordinance of the Governing Body of Moab Annexing Property to the City of Moab at 7:30 PM. No public comment was given. Mayor Sakrison closed the public hearing at 7:31 PM. Councilmember Stucki moved to pay the bills against the City of Moab in the amount of $110,814.32. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Sweeten moved to adjourn. Councilmember Brewer seconded the motion. The motion carried 5-0 aye.
