A SPECIAL ORDINANCE IN SUPPORT OF THE HOME OWNERSHIP
OPPORTUNITY PROGRAM OF THE HOUSING AUTHORITY OF THE CITY OF
RICHMOND
WHEREAS the Housing Authority of the City of Richmond successfully developed the
Turnkey III Home Ownership program which began with seventy-two units
under lease to citizens with low to moderate incomes, and
WHEREAS fifty-two of said units have now been purchased by citizens with low to
moderate incomes pursuant to the regulations of said program, and
WHEREAS funds in excess of $400,000 are now available to the Housing Authority of the
City of Richmond from the home purchases described above, and
WHEREAS the Board of Directors of the Housing Authority intends to seek approval from
the United States Department of Housing and Urban Development for the use of
said funds in a new home ownership program for citizens with low to moderate
incomes, and
WHEREAS the City of Richmond owns residential building lots that could be used for the
construction of homes for citizens with low to moderate incomes,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the City Executive Departments and the Mayor provide assistance and support for the proposed
Home Ownership Opportunity Program, to be commonly referred to as HOOP in honor of this
City's rich athletic heritage and in recognition of this City's continuing commitment to safe,
sanitary and decent housing for all our citizens and, in particular, the opportunity for home
ownership for citizens with low to moderate incomes.
Be it further ordained that the Board of Public Works & Safety initiate the necessary legal steps to
transfer residential building lots owned by the City to the Housing Authority of the City of
Richmond at no cost for the purpose of implementing HOOP on an ongoing basis.
Passed and adopted this 3rd day of May, 1993, by the Common Council of the City of Richmond,
