A SPECIAL ORDINANCE AMENDING THE ZONING MAP ON CART ROAD
IMMEDIATELY EAST OF HIGHLAND LAKE GOLF COURSE
WHEREAS the zoning map designates a part of the southwest quarter of section 15,
township 14 north, range 1 west, containing 113.14 acres in Wayne
Township, Wayne County, Indiana located immediately east of Highland
Lake Golf Course as A-1 Agricultural District, and
WHEREAS it is desirable to change the zoning designation to R-2 One -Family
Residence District to permit the development of a subdivision of single
family home lots,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of the real estate described in attached Exhibit A be and is hereby
changed to R-2 One -Family 1 esidence District.
Passed and adopted this day of July, 1993, by the Common Council of the City of
Richmond, Indiana.

ORDINANCE 42-1993
Being a part of the Southwest Quarter of Section 15, Township 14 North, Range 1 West in Wayne
Township, Wayne County, Indiana and being more particularly described as follows:
Beginning at a copperweld monument found at the northwest corner of the southwest quarter of said
section 15 and running thence north 89 degrees 37 minutes and 20 seconds east 2162.24 feet to a marked
stone found; thence north 89 degrees 18 minutes and 37 seconds east 318.38 feet to a point 7.2 feet east of a
corner post of a fence line running south; thence south 0 degrees 13 minutes and 29 seconds east 1987.59
feet to a point 9 feet west of a fence line and 61.63 feet south of a corner post; thence south 89 degrees 43
minutes and 51 seconds west 2488.37 feet to a point in the west line of said southwest quarter, thence
north along the west line of said quarter, 1981.17 feet to the place of beginning, containing an area of
113.14 acres.

RE: Ordinance No. 42-I993
Dear Ms. Lundy:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Tuesday, June 22, 1993, on the petition of
John R. Falcone and Gloria J. Falcone, owners; James P. Lowry, agent; requesting a
rezoning from A -I Agricultural District to R-2 One -Family Residence District to
allow the development of single-family home lots.
Ten notices were sent to surrounding property owners. Four were returned to this
office; one in favor of the request, two opposed and one desiring more details about
the housing price range. Also one was returned by the Postal Service as
undeliverable. In addition, two persons appeared in favor but with concerns -about
traffic on Highland Road, and one spoke in opposition.
Planning Staff recommended approval of the request because this project could be
beneficial to the future growth and development of the northeastern area of
Richmond and Wayne Township - especially the I-70 and SR 227 interchange, and
the extension of utilities to service this site would be available to Highland Lakes
Golf Course.
The Commission voted 8 in favor,. none opposed to recommend the passage of
Ordinance No. 42-I993.
