A SPECIAL ORDINANCE RE-ESTABLISHING THE CUMULATIVE CAPITAL
DEVELOPMENT FUND FOR 1994, 1995 & 1996
WIIEREAS Indiana Code 36-9-15.5 authorizes the Common Council of the City of
Richmond, Indiana with the approval of the State Board of Tax Commissioners,
to establish a cumulative capital development fund to provide money for any
purpose for which property taxes may be imposed within the municipality under
the authority of Indiana Code sections:

Cumulative Maintenance Fund -Channel Improvements,

Cumulative Firefighting Building, Equipment, Police
Radio Fund,

Cumulative Transportation Fund -Buses,
36-9-16-2
Cumulative Building Funds,
36-9-16-3
Cumulative Capital improvement Fund,

Cumulative Street Fund,
36-9-17
General Improvement Fund,
36-9-26
Cumulative Building Fund -Sewers,

3 6-9-15.5 -8(c) Public Health, Welfare or Safety in an emergency situation
demanding immediate action, and
WHEREAS such a fund was first established by Ordinance 44-1984 and subsequently re-
established by Ordinances 21-1987 and 24-1990, and
WHEREAS it is desirable to continue said Cumulative Capital Development Fund for the
City of Richmond, Indiana,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the Cumulative Capital Development Fund continue in existence throughout 1994, 1995 and
1996; that the same be used for the purposes permitted under Indiana Code sections 36-9-15.5-2
and 36-9-15.5-8(c); that the levy not exceed 15 cents for each 100 dollars of assessed valuation in
the City of Richmond, and that said levy be levied for taxes payable in 1994, 1995 and 1996.
Be it further ordained that the proof of publication for the public hearing conducted this 6th day of
July, 1993, and a certified copy of this ordinance be submitted to the Indiana State Board of Tax
Commissioners as provided by law and that the approval of said Board be obtained by the City
Controller.
