A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING THE ALLOCATION OF FUNDS UNDER THE 2004 SUPPLEMENTAL
LAW ENFORCEMENT SERVICES FUNDS BY SB 823 (POOCHIGIAN) FOR
FRONT LINE LAW ENFORCEMENT SERVICES IN LYNWOOD
WHEREAS, Senate Bill 823 directs the California State Controller to allocate
$100 million appropriated by the Legislature to counties and cities and certain
special districts for the support of the Citizen's Option for Public Safety (COPS)
Program; and
WHEREAS, Funds allocated to cities must be used for front line municipal
police services and must supplement and not supplant existing funding for front line
municipal police services; and
WHEREAS, Front line law enforcement services include anti-gang and
community crime prevention programs; and
WHEREAS, The Lynwood City Council conducted a public hearing on
September 21,2004 to. receive comments on the proposed use of Supplemental
Law Enforcement Service funds;
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOW:
SECTION 1. That the City Council close the public hearing on the
appropriation of the Supplemental Law Enforcement Services Fund allocated for
the City of Lynwood.
SECTION 2. That the City Council amends the FY 04-05 budget to
appropriate $107,000 into COPS Revenue Account #55-30515 and $1,000 into COPS
Interest Revenue Account #55-30401.
SECTION 3. That the City Council approve the Sheriff's request for
appropriation of Supplemental Law Enforcement Services Funds in the amount of
$110,345, allocated by SB 823 (Poochigian) for front line law enforcement services in
Lynwood for the following purposes:
· One Abatement Deputy for five months ($48,110)
· One Motorcycle Officer for six months ($62,235)
SECTION 3. That the City Council authorizes the City Manager to adjust
(either to reduce or to increase) the appropriations above to the extent that the
estimated allocation is different from the actual allocation provided by the County
and to expend any available interest to prevent compromising the funds.
SECTION 4. That the City Council direct the Director of Finance to establish
a Supplemental Law Enforcement Services Fund for deposit of funds received from
the County and authorize the appropriation of these funds for the above items.
SECTION 5. That this resolution shall take effect immediately upon its
adoption.
