Please join us at this meeting to learn about the proposed plans for this project, to share any feedback you may have and to hear the discussion regarding the next steps in the process. A key component of the proposed expansion plan includes the purchase of the current Vil- lage Hall structure and land. The proposed sale of the Village Hall site would be pursuant to Section 81 of the Village Charter, Section 81 which states: 'The Village shall not sell, lease or otherwise dispose of any real property owned by the Village, unless the Village Council deter- mines that said sale, lease or disposal is in the best interest of the Village and such sale, lease or disposal is approved by a majority of the Village electors voting on such proposed sale, lease or disposal." Therefore, if the Village Council determines that the sale of Village Hall is in the best interest of the Village, then a special election shall be held. If the sale is approved, the proposed Development Agreement provides that the land located at 9800 Collins Avenue (formerly the Fairfield Manor just north of the Shops on Collins Avenue) to be deeded to the Village for the Shops to construct a replacement Village Hall . At the April 13 special Council meeting, the Village Council will discuss and consider several resolutions and ordinances pertaining to the proposed Bal Harbour Shops expansion. This year, Bal Harbour Village celebrates the 70th anniversary of the day of its incorporation as a municipality on August 16, 1946. In anticipation of this important milestone, initial prepara- tions are underway to celebrate this important occasion with our residents and the greater Bal Harbour Village community. On Wednesday, April 13 at 5:45 p.m., a special Council meeting is scheduled to take place at the Seaview Hotel to discuss the proposed Bal Harbour Shops expansion. Input and feedback from our residents is always welcome and we encourage you to attend this meeting to learn more about the next steps involved with this important initiative. The next regular Council meeting is scheduled for Tuesday, April 19 at 7 p.m. in the Council Chambers at Village Hall. The Resort Tax Committee meets on Tuesday, April 26 at 6 p.m. Many cultural and recreational activities continue to take place in Bal Harbour Village. You can read about recent cultural events as well as upcoming ones on pages 4 and 5. The Village continues to offer free recreational excursions to several South Florida attractions. Recent and scheduled excursions can be found on page 6. WEISS VILLAGE MANAGER VILLAGE CLERK VILLAGE ATTORNEY manager@balharbourfl.gov ddanie@balharbourfl.gov Weiss Serota Helfman Cole & Bierman rweiss@wsh-law.com RECENT VILLAGE COUNCIL ACTION At the March 22, 2016 Village Council meeting, the Village Council passed the following: • An Ordinance amending Section 5-5 "Dogs prohibited in parks, on beaches; dogs running at large; canine excrement" of chapter 5 animals" of the Village Code of Ordinances, to permit dogs on village beaches on a permanent basis subject to certain location restrictions. This Ordinance follows up on an Ordinance passed in March of 2015 in which the Village Council passed Ordinance No. 2015-581 amending Village Code, Section 5-5(c) permitting dogs on designated sections of Village Beaches with a sunset provision of one year. This new Ordi- nance would remove the sunset provision and allow the walking of dogs in designated areas of the beach on a permanent basis. During the past year our Police Department has received very few complaints regarding dogs on the beach, with no adverse impact to the condition of the beach. According to Florida Statutes, an Ordinance is an official legislative action of a governing body and a regulation of a general and permanent nature and enforceable as a local law. • A Resolution authorizing the Village Manager to execute an agreement between Bal Har- bour Village and Universal Signs and Accessories for the purchase and installation of in -road crosswalk system and maintenance support services. To further improve pedestrian safety within the community, the installation of an in -road crosswalk system at a critical location along the Collins Avenue corridor is proposed for the 2015/2016 Fiscal Year. Other key locations may be identified in the future. In -pavement LED crosswalk markers have proven to be the most innovative and cost-effective approaches to clearly designating key crosswalks. The in- road markers installed on Bal Bay Drive as a pilot project have demonstrated the effectiveness of lighted crosswalks and the feasibility of expanding crosswalk enhancements to other key locations throughout the Village. Since installation on Bal Bay Drive, the Village has received positive feedback from the residents. As the next step, and based on consistent and constant resident feedback, the LED crosswalk marker shall be installed at the intersection of 99th Street and Collins Avenue. According to Florida Statutes, a Resolution means an expression of a governing body concerning matters of administration, an expression of a temporary character, or a provision for the disposition of a particular item of the administrative business of the governing body. r — — — —° — — — — — — — — — — — — — — — — — � I STAY IN TOUCH AND INVOLVED IN 2016 Village residents are encouraged to stay engaged and informed of Bal Harbour's activi- ties and progress in the year ahead. These meetings provide an opportunity for all residents to see your elected officials and staff administer the Village and work to improve the quality of life in Bal Harbour. In his role as the contemporary art curator at the Los Angeles County Mu- seum of Art (LACM A), he curated "Noah Purifoy: Junk Dada" as well as "Futbol: The Beautiful ` Game." He is also the former Artistic Director of the 2014 Prospect New Orleans biennial exhibition, and was the U.S. Editor of Flash Art and Editor -in -Chief of ArtAsiaPacific. 1�� Gulfstream Park & Casino STAFF SPOTLIGHT CHIEF FINANCIAL OFFICER AMBER RIVIERE Amber Riviere, an experienced municipal financial administrator and planning specialist, joined the Village in May of 2014 as Chief Financial Officer. She is responsible for all Village funds and oversees a wide variety of Village administration, including budgeting, financial management, utility management, financial reporting, establishing proper internal processes and control, compliance with partner agencies and data and transaction processing. Ms. Riviere previously served as the Director of Budget, Administration and Planning for the Town of Miami Lakes. She also served as the Town's Interim Finance Director. Earlier in her career, she held several finance -related positions with Miami -Dade County including Senior Analyst of Strategic Business Management, Policy and Planning Analyst and Principal Planner of the Department of Planning and Zoning. Ms. Riviere earned both her Master of Science in Urban and Regional Planning and Bachelor's in Social Sciences from Florida State University. RECENTVILLAGE EXCURSIONS TO SOUTH FLORIDA ATTRACTIONS The Bal Harbour Village Parks and Public Spaces Department has hosted several excursions this year, including the following: On January 22, a group of Bal Harbour Village residents traveled to the Seminole Hard Rock Hotel and Casino where they attended the Boomer Expo and visited booths to obtain infor- mation related to health, finance, entertainment and travel. The participants also had lunch and visited the casino. On February 25, a group of residents enjoyed an excursion to the beautiful Fairchild Tropical Botanic Gardens. The world-famous 83-acre botanic garden, with extensive collections of rare tropical plants including palms and flowering trees, is always a popular trip. The group en- joyed a tram ride followed by a box lunch lakeside. Participants also toured the Clyde Butcher photography exhibit and strolled through the Wings of the Tropics butterfly pavilion. The next excursion is scheduled to take place on Thursday, April 28 to Gulfstream Park and Casino. Registration is required. Residents may board the bus at the Village Recreation Center (655 96th Street) at 10 a.m. sharp. Bus pick-up along Collins Avenue condominiums will com- mence at 10:15 a.m. Register by calling (305) 866-8597. WATER RESCUE DEVICE ENHANCES BEACH SAFETY The Bal Harbour Police Department has initiated an enhancement to our residents and visi- tors beach safety by re-emphasizing the Village's Beach Warning Flag program and deploy- ing a new rescue device named ResQ Disc to our local beaches. The ResQ Disc is an easy- to - use device designed to rescue distressed swimmers and prevent drownings. This devices will be placed at all Life Saver Stations for easy access to beachgoers. The device is also issued to all Bal Harbour Village Police Officers. This is just another example of this administration's efforts to enhance the safety of the residents and visitors to this world class community. ON THE POLICE BEAT OFFICER RAY FERNANDEZ NAMED 2015 OFFICER OF THE YEAR Officer Ray Fernandez received the 2015 Officer of the Year award for his consistent and dedi- cated service to this community. Officer Fernandez excels at all aspects of his profession. He is consistently willing to go above and beyond the call of duty and understands the importance of building public trust while enforcing the law and treats all citizens with respect and dignity. Officer Fernandez's performance during 2015 was consistent with the highest standards of professional law enforcement. Officer Fernandez was recognized at the February 2016 Village Council meeting. POLICE PROMOTIONS ANNOUNCED AND NEW OFFICERS JOIN THE FORCE On March 30, 2016 a Promotional and Swearing -in ceremony was held for the Bal Harbour Police Department. Corporal Ronald Smith was recently promoted to the rank of Sergeant. He has been a member of the Bal Harbour Police Department since 2010 and was ranked number one to be considered for promotion to the rank of Police Sergeant. To fill the rank of Corporal, Officer Chris DeStefano was promoted. Corporal DeStefano has been with the agency since 2008. Two new police officers were also sworn -in at the March 30 ceremony. Officer David Navas comes to the Village having served as a Police Officer at Florida International University and Miami Dade College. His duties there included: backgrounds investigator, Public Information Officer, Social Media Manager, Honor Guard Coordinator, Accreditation Manager, Training Assistant and Court Liaison Manager. Officer Navas holds a degree in Criminal Justice from Miami Dade College. Officer Ricardo Rodriguez served as a Police Officer and Code Compli- ance Officer since 2002. In 2005, he was promoted to a Police Detective working in the fol- lowing areas: Robbery Unit, Internal Affairs, Major Crimes Unit and Family Crimes Unit. Officer Rodriguez graduated Cum Laude with a degree in Business Administration and Management from American Intercontinental University. Also, an additional Code Compliance Officer, Staci Ostrofsky, was recently hired. She most recently worked for the Boca Raton Resort and Club. CRIME PREVENTION TIPS Seniors are more vulnerable to certain crimes such as fraud. But, you can reduce the opportu- nities for criminals to strike by being careful, alert and a good neighbor. If you are suspicious or concerned about anyone who has contacted you, call the Bal Harbour Police Department. Be suspicious of anyone who offers you a chance for quick and easy wealth. Be wary of exaggerated claims for health and medical products, such as cures for cancer or arthritis or quick weight loss. Before buying any cure-alls, check with your doctor, pharma- cist, or clinic. Don't give any details about your credit cards to phone solicitors even if they offer you gifts, a free vacation, or a sweepstakes prize. Investigate any "work -at-home" schemes with local or state consumer protection agencies. Don't give credit cards, checkbooks, or savings account passbooks to your housekeeper or caretaker. Don't make an employee a joint owner of your bank account or your property. Never make cash transactions in secret. Discuss any large transaction with your banker.
