HomeMy Public PortalAbout2015-01-29 HPC Minutes Village of Plainfield Meeting of the Historic Preservation Commission Record of Minutes Date: January 29, 2015 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:05 p.m. Roll call was taken; Commissioners Schmidt, Kachel, Olsen, Derrick, Barvian, Hagen, Rapp, and Chairman Bortel were present. Commissioner Hendricksen was absent. Also in attendance: Michael Garrigan, Village Planner and Merrilee Trotz, Recording Secretary. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Derrick made a motion approving the agenda. Commissioner Olsen seconded the motion. Voice vote. All in favor. 0 opposed. Motion carried APPROVAL OF MINUTES: Commissioner Derrick made a motion to approve the minutes from December 18, 2014 as amended. Commissioner Hagen seconded the motion. Voice vote. All in favor. 0 opposed. Motion carried CHAIR’S COMMENTS: None COMMISSIONERS COMMENTS: Commissioner Olsen asked if the signage was in compliance on a particular business in the downtown. Mr. Garrigan indicated that Code Enforcement was working with this business. Chairman Bortel stated Mrs. Lambert signed the letter of agreement for the property at 24210 W. Lockport Street. PUBLIC COMMENT: (Items not on the Agenda) No one approached the microphone. STAFF REPORT: Mr. Garrigan indicated there are no new landmark or district applications and no new demolition permits requested and none have been approved; the preservation watch list remains the same. Mr. Garrigan stated the village recently had a professional architectural firm and a structural engineer complete drawings outlining some of the issues pertaining to Old St. Mary’s Church; stated the building continues to be structurally sound based on the analysis of the architect and structural engineer. Historic Preservation Commission Minutes January 29, 2015 Page 2 of 5 Discussion was held regarding possible uses of the Old St. Mary’s Church building; the possibility of working with the Park District on possible uses. Mr. Garrigan stated the building would have to be safe for any type of public activity in the building. Commissioner Derrick made a motion to recommend that the Village Board allow the HPC to work with staff to investigate alternative uses of the Baci building until a buyer is found and that the property should be commercially marketed. Seconded by Commissioner Kachel. Vote by roll call: Barvian, yes; Rapp, yes; Hagen, yes; Schmidt, yes; Olsen, yes; Kachel, yes; Derrick, yes; Bortel, yes. Motion carried 8-0. OLD BUSINESS None NEW BUSINESS Case No. 1677-012015.COA 24027 W. Lockport Street Mr. Garrigan stated the applicant is requesting a Certificate of Appropriateness (COA) for construction of a two story addition to the southern elevation of the Opera House, 24027 W Lockport Street. Mr. Garrigan stated the property was landmarked in 2014; the property is located in the Downtown Historic District and also the National Register District. Mr. Garrigan reviewed the proposed eastern and southern elevations as noted in the staff report; explained the face brick will be slightly different in color which will distinguish it from the original building. Mr. Garrigan stated the new addition is consistent with the Secretary of Interior Standards; indicated that Secretary of Interior Standards requires that any new addition be distinguishable from the historic building. Mr. Garrigan stated the new addition will not be set back as noted in the staff report; described the location of the trash enclosure; stated the applicant proposed a restaurant and bar will be the new user; stated the restaurant would be on the second floor with a smaller bar; and a larger bar will be located on the first floor. The applicants proposed addition meets the criteria as outlined in Village Ordinance for Certificate of Appropriateness. This addition will add another business to the Downtown and reflects the continued vibrancy of Downtown Plainfield. Staff is suggesting a favorable recommendation for the COA for 24017 W Lockport Street. Chairman Bortel swore in Bill Habiger. Mr. Habiger stated the buildings will be on separate foundations; indicated IHPA wanted the brick to be different. Commissioner Kachel suggested making some type of architectural break so the difference in the bricks would not be as noticeable. Commissioner Hagen asked about the brick color. Mr. Garrigan explained the Secretary of Interior Standards calls for a distinguishable difference between the two buildings; and explained the difference could be the color or size of the brick or the mortar. Mr. Habiger stated that is also the reason for the difference in the height of the two buildings. Commissioner Rapp asked if the existing doorway would be used as access between the old to the new. Mr. Habiger described the proposed changes and explained that nothing will be changed with the east façade of the original building. Mr. Habiger described the floor plans, access to the second floor, location of the elevator, location of some small banquet rooms; explained there will be some retail spaces on the Historic Preservation Commission Minutes January 29, 2015 Page 3 of 5 first floor along with the larger bar, Mr. Habiger explained the first flood bar may be open in the next few months while the second floor will not be open until the next year. Commissioner Schmidt asked if there would be skylights in the new addition. Mr. Habiger said no; there are 2 skylights in the old area. Chairman Bortel stated the existing skylight is very large. Mr. Habiger said the existing skylight will be in the seating area; the old ticket booth is at the top of the stairs and IHPA has requested they keep the old ticket booth; they plan to use the old ticket booth as the reception table. Commissioner Schmidt asked about exterior lighting; asked if the two globe lights shown in the rendering were original. Mr. Habiger explained they have electrical receptacles along the eastern wall but have not used them as there is enough light from the street lights; the globe lights as shown are not on the building. Commissioner Schmidt asked if there would be signage. Mr. Habiger indicated yes there would be signage but they have not worked on the signage to date. Commissioner Olsen asked if IHPA toured the building. Mr. Habiger said IHPA was involved in the initial building which was Phase 1; this addition will be Phase 2. Commissioner Derrick asked the feedback from IHPA on the brick choice and the design. Mr. Habiger indicated IHPA wanted the brick to be different and requested the elevations be different. Mr. Habiger stated the windows will look the same but they will be thermal pane and aluminum whereas the old windows are wood windows; IHPA has given preliminary approval of the windows. Mr. Habiger described the water damage to the wood floor and is looking at maple flooring. Commissioner Kachel asked if there will be planters on the deck. Mr. Habiger thought the restaurant would use that area for outdoor eating and there could be decorations. Mr. Habiger stated they are trying to tie the lower level in with the second floor because it is hard to make a second floor restaurant work.. Commissioner Olsen asked if the lower bar was just a bar. Mr. Habiger indicated a lot of people will not go upstairs and some will want food at the lower bar. Commissioner Derrick would like to see the brick samples; asked about the south side doors. Mr. Habiger said he did not have any samples from the original building; the south side doors are metal service doors; the right door goes to the fire rated stairwell; the other leads to the main hallway to the elevator. Commissioner Kachel asked about the trash enclosure. Mr. Habiger described the enclosure. Commissioner Olsen asked about sprinkling the building. Mr. Habiger said the sewer system and water lines were sized to sprinkle the entire building including the new addition. Commissioner Schmidt asked if there would be lighting on the balcony. Mr. Habiger described the proposed lighting. Commissioner Kachel asked about plantings and the parking; suggested adding arches to the rear doors. Mr. Habiger described the possible plantings and the location of the parking; agreed there might be room for a tree. Commissioner Derrick felt they should be shown the materials; liked the change in the roof line, the continued decorative brick work, the windows are a nice match, the repetition of the arch; would prefer Historic Preservation Commission Minutes January 29, 2015 Page 4 of 5 there not be a huge difference between the old and the new buildings. Chairman Bortel indicated IHPA has said there has to be a discernable difference. Commissioner Derrick asked about the pattern for the railing. Mr. Habiger described a gate that he hopes to use on the west end and depending on the cost hopes to be able to match; agreed that it will be wrought iron cast railing the same height as shown in the packet and dictated by safety code and similar to that shown in the packet. Chairman Bortel asked about the seating on the balcony. Mr. Habiger thought 20-30 patrons could be seated on the balcony. Commissioner Kachel asked if there might be larger signage on the full brick wall on the balcony and maybe some decorative lighting. Mr. Habiger thought that was a good idea. Commissioner Olsen asked if the commission could take a second look at this later since the lighting and railing has not been determined. Mr. Habiger stated there is no exterior lighting planned. Mr. Habiger indicated they could meet at the building and he could show the commission the bricks. Mr. Habiger suggested canopy lighting at the entrance. Commissioner Derrick asked if the rear doors could be paneled in some way. Mr. Habiger indicated the doors will be similar to what currently exists on the back of the building. Commissioner Derrick thought it would be beneficial to have cut sheets to review when COAs are presented. Chairman Bortel suggested a course of brick in the form of the arch without the window for the rear doors. Commissioner Derrick asked about the windows in the addition. Mr. Habiger described the windows. Discussion was held regarding the iron beam with the possibility of adding the rosettes to match that on the front of the building. Mr. Habiger indicated he would look at this; felt this was a supporting beam. Chairman Bortel suggested they could add language that the new beam would closely resemble the beam along the north façade of the building and the addition of arches on the rear of the building in the letter of agreement. Mr. Garrigan indicated they could revisit this prior to building permit. Commissioner Derrick summarized that the commission was in agreement of the massing as drawn, the roof line as shown, the decorative brick work as shown, the windows as shown in the drawings (the two paired sets and the one alone on the second floor), the store front configuration, the inset doors, the arch over the arcade, the elevated seating all as shown in the drawings presented in the HPC packet for the meeting January 29, 2015; the conditions are the face brick should be a close match with same similar dimensions; and a secondary review of the iron railing and all exterior lighting. Commissioner Derrick made a motion to recommend approval of the Certificate of Appropriateness for 24027 W Lockport Street per the list to be attached to the letter of agreement. Commissioner Schmidt seconded the motion. Vote by roll call: Kachel, yes; Olsen, yes; Barvian, yes; Rapp, yes; Hagen, yes; Schmidt, yes; Derrick, yes; Bortel, yes. Motion carried 6-0. DISCUSSION Commissioner Kachel asked if certain windows would have been allowed if a building changed from residential to commercial in the Downtown Historic District. The reply was no, the windows viewed from the street would need to be kept the same; new windows would be allowed on the other sides.
