Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on February 23, 2015
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Fay,
Trustee Lamb, and Trustee Bonuchi. Board absent: Trustee Peck and Trustee Racich. Others
present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works
Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci
Pleckham, Management Services Director; and Anthony Novak, Police Commander There were 6
persons in the audience.
Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on
February 9, 2015. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed.
PRESIDENTIAL COMMENTS
Mayor Collins stated that the Government Finance Officers Association (GFOA)has awarded the
Village with a Certificate of Excellence in Financial Reporting.
TRUSTEES COMMENTS
Trustee Bonuchi expressed concern regarding scams and asked the staff to look into ways to help
inform residents.
Trustee Lamb expressed concern regarding a recent train derailment and suggested that the staff have
a hazmat training exercise.
Trustee Fay stated thanked ABC Channel 7 for discussions regarding placing a camera in the Village.

WORKSHOP MEETING
#1 FISCAL YEAR 2015-2016 BUDGET PRESENTATION
Mrs. Traci Pleckham stated that several budget workshops have been held to present and discuss the
Village's 2015-2016 Fiscal Year Budget. The proposed budget is approximately $47.9 million,
including $22.5 million in General Fund Operations, $15.7 million in Water and Sewer Fund
Operations, and $5.5 million in capital infrastructure.
Administrator Murphy pointed out that the based on the State budget address and concerns regarding
the proposed reduction in income tax revenues, the staff has forecast a reduction of approximately
20% in the Village's income tax revenue.
A public hearing for the proposed budget is scheduled for March 16, 2015.
Trustee Fay moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed.
The meeting adjourned at 7:40 p.m.
